Meeting Minutes Regular Meeting of the Oak Point Parks and Recreation Commission Oak Point City Hall 100 Naylor Road Oak Point, Texas 75068 OAK POINT Monday, May 12, 2025 : 6:00 P.M. A country place 1. Call to order, roll call, and announce a quorum is present. Vice Chairperson Brown called the meeting to order at 6:00 p.m. with the following roll call: Candy Risher Chairperson Present Christina Brown Vice Chairperson Present Robin Case Commissioner Present Jeanine Hall Commissioner Present Adam Steczko Commissioner Present Dena Miller Alternate Absent City Staff present: Jennifer Henry PARC Secretary City Council present: Dena Meek Mayor Scott Dufford Mayor Pro Tem 2. Pledge of Allegiance and Pledge to the Texas Flag. Chairperson Risher led the pledges to the flags. 3. Public Input. No one came forward to speak. 4. Consider and act upon the minutes from the April 14, 2025, regular meeting of the Oak Point Parks and Recreation Commission. Commissioner Steczko made a motion to approve the minutes from the April 14, 2025, regular meeting of the Oak Point Parks and Recreation Commission; motion seconded by Commissioner Brown. Motion Passed 5-0 5. Discuss Rain Barrel Workshop. Chairperson Risher gave a recap on the Rain Barrel workshop scheduled for. June 7th. The Commission agreed to cap the attendance at 20 and to possibly schedule another workshop in the fall. 6. Consider and Act Upon the Purchase of New Plantings and Supplies for the Rose Garden at the Pavillion Chairperson Brown spoke about a plan to incorporate new plants in the Rose Garden in front of the Pavillion at Jakes Place Park. The plan included Red Knockout Roses, white Drift Roses, and blue Salvias, a patriotic theme. Chairperson Risher suggested that money donated from Mayor Meek be used to fund the project and that the area could be in memory of Mayor Meek's parents. Commissioner Steczko made a motion to approve the purchase of the plants for the area using funds donated by Mayor Meek and not to exceed $350.00; motion seconded by Commissioner Brown. Motion Passed 5-0 7. Discuss Creating a' Volunteer Database. Chairperson Risher mentioned the need for volunteers within the city and ways to create a database for volunteers. Risher stated the city of The Colony used a program called Pointapp.org and that allowed for signups for their volunteers, the friends of The Colony. Risher stated the program had a free version and that Oak Point could have a similar sign up named friends of Oak Point. PARC Secretary Henry agreed to research Pointapp to see if Oak Point could incorporate a signup system routed though the City of Oak Point Website. Additional ways to gather volunteers was discussed and ideas such as reaching out to the local High School and having signup forms available at City Events. 8. Update on the Boat Ramp and TXDOT Grants. Chairperson Risher gave the update on the Boat Ramp and TXDOT Grants. Risher explained that MHS had set an in person meeting at the boat ramp to discuss improvements and ideas. Risher also explained that the process can take up to a year before getting to the design and permitting stage. An update was also given on the TxDOT Sidewalk Grant with a recap of the process. Mentioned was that the City was entering round two of the Grant Stage and that all required documentation and supporting information was due by June 20th, 2025, the final award for the Grant will be awarded in October. If the City of Oak Point was awarded the Grant, Risher explained it would a lengthy process that would continue into 2028. 9. Discuss Freedomfest. Chairperson Risher the possibility of setting up a PARCI booth at Freedomefest on June 28th. . Ideas for handouts were pamphlets on Monarch Way Station and Prairie Gardens, information on the seed garden library, flyers or brochure for a fall Rain Barrell Workshop and a composting class. The commission was asked to give any additional ideas over the next week to Secretary Henry and those ideas could be bought to an upcoming meeting as a topic for discussion. 10. Update on the Boat Ramp Kiosk. PARC Secretary Henry gave a report of the revenue collected at the Boat Ramp Kiosk since October 1, 2024. The amount collected was $4,095.00 through April 30th. The Commission asked Secretary Henry to provide a month report on the Kiosk revenue at each PARC Meeting. Henry agreed and will include a brief staff report for the commission each month to included Kiosk and permit revenue along with any other updates not included on the agenda. Chairperson Risher asked Henry to request additional Police Patrol at the Boat Ramp during the upcoming Holiday weekends such as Memorial Day and July 4th. 11. Discuss Fire Ant Treatment. Chairperson Risher stated there may be a need for Fire Ant treatment at and around the playground at Jakes Place Park. Risher has knowledge of product that only required a once per year application, Top Choice. Risher recommended contacting a Pest Control company and getting some information on the product and to inquire ifit was safe for use on or near children's play area. Ift the once per year application was financially reasonable, the PARC would pay for the annual application. Secretary Henry will reach out to several Landscape and Pest Control vendors for more information and give an update to the PARC at a future meeting. 12. Discuss installing a Mister or Water Feature at Jakes Place Park. Chairperson Risher began a discussion on a possible water feature or misting station at the playground at Jakes Place Park. An area for possible consideration is a circular area near the Pavillion where a current bench is installed. The area is concrete and may be an ideal location to add water or a misting station. Several concerns were discussed such as recycled water, drainage, standing water in areas, and safety to the public. Additionally, water lines would need to be installed. Also discussed. was the addition of a water/drinking fountain at the pavilion. Before further consideration and discussion, PARC Secretary will reach out to the City Attorney for any liabilities or requirements that may prohibit the City of Oak Point from moving forward with future discussion and plans. Henry will update the Commission at a future meeting. 13. Discuss the Purchase of a PARC Tablecloth and T-Shirts. Chairperson Risher lead discussion on shirts for the Commission. It was decided that each member of the commission would purchase a hunter green Polo shirt from Academy and bring to PARC Secretary Henry by May 23; 2025. Henry will then take the shirtsto have them embroidered with the Oak Point Parks and Recreation logo on the front of the shirt. PARC Secretary Henry will also look into the purchase of an 8ft tablecloth with the PARC logo. Also discussed was purchasing hats or T- shirts for volunteers. 14. Discuss the Downed Tree at. Jakes Place Park. Chairperson Risher made comment about another recent fallen tree at Jakes place Park. It was thought that the tree had been cut and removed. Ideas regarding the replacement of the tree were discussed as well as adding additional ADA swings and some shaded areas to cover the swings. Before deciding on a path forward, the Commission agreed to have an assessment oft the trees at. Jakes Place Park from an Arborist to ensure the health and safety of the trees. PARC: Secretary Henry will contact an Arborist for a quote fori the tree assessment and update the Commission at a future meeting. 15. Discuss FY 2025-2026 PARC Budget. Chairperson Risher explained each line item on the budget worksheet that PARC Secretary Henry had given each member. Risher asked the Commission to look over the worksheets and take note of any changes or additional funds that may be needed in the upcoming 25/26 budget. The line items for each budget item will be discussed at the next PARC meeting. 16.
