Eggleston St., Manor, Texas. City of Manor Page 1 City Council Regular Session Minutes May 21, 2025 INVOCATION Father Daniel Robayo with St. Mary Magdelene Episcopal Church gave the invocation. PLEDGE OF ALLEGIANCE Mayor Harvey led the Pledge of Allegiance. PUBLIC COMMENTS Anne Brockenbrough, residing at 11318 Jones Rd., Manor, Texas, submitted a speaker card and expressed her concerns about the proposed Wastewater Treatment Plant development. She invited both the community and the council to join her for a tour ofthe Wilbarger Creek Greenway. Pamela Fowler Dickerson, residing at 12046 Ballerstedt Rd., Elgin, Texas, also submitted a speaker card and extended an invitation to the community and the council for a tour of the Wilbarger Creek Greenway. Lisa Powell-Gould, residing at 18101 Littig Road #9, Elgin, Texas, submitted a speaker card and raised her concerns regarding flooding in the Wilbarger Greenway. Gayle Anderson, a resident ofManor, submitted a speaker card voicing her opposition to Item No. 11 and expressing concerns about the event center proposal. Bernard Christensken submitted a speaker card as well, opposing Item No. 11 and shared his concerns regarding the event center proposal. No one else appeared at this time. PUBLIC HEARINGS 1. Conduct a public hearing on a Specific Use Permit for an event center, one (1) lot on 3.75 acres, more or less, being TCAD parcel number 248115 and being located at 14122 FM 1100, Manor, Texas. Applicant: Ricardo Velasquez; Owner: Ricardo Velasquez The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. Development Services Director Burrell discussed the proposed Specific Use Permit for an event center. He stated that the applicant initially requested a C-2 zoning designation for the event center, which was approved by the Council last year. A discussion took place regarding other developments that could be constructed on the site in accordance with the city's code regulations. City of Manor Page 2 City Council Regular Session Minutes May 21, 2025 A discussion took place regarding the maximum number of people permitted at the event center. A discussion was held regarding resident concerns about the proposed development. A discussion was held about parking issues. A discussion was also held regarding the intent of the special use permit for the development. Rocio Velazquez property owner clarified that events will be held inside the building and not outside. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Amezcua to close the Public Hearing. Council Member Hill inquired whether closing the public hearing would impact the residents' concerns. Assistant City Attorney Rivera clarified that closing the public hearing would not affect those concerns. She added that the council could direct staff to collaborate with the owner and other residents until a resolution was reached. There was no further discussion. Motion to close carried 7-0 2. Conduct a public hearing on a PUD Amendment for the Manor Heights Subdivision, being located to the northeast of the intersection of US Highway 290 and Old Kimbro Road, Manor, Texas. Applicant: Forestar (USA) Real Estate Group; Owner: Forestar (USA) Real. Estate Group The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. Development Services Director Burrell requested that the Public Hearing remain open until the meeting on June 4th due to the missing ordinance document. Ethan Harwell, representing Kimley Horn, submitted a speaker card in support ofthis item. Although he did not wish to speak, he was available to answer any questions from the city council. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Weir to keep the Public Hearing open until the Council meeting on June 4th. FY 2025 Capital Improvement Program (CIP) Update City Engineer Phelan presented the attached Capital Improvement Program PowerPoint. Mayor Harvey requested the removal of proposed dates and amounts from the chart to avoid misleading the community, as the council had not approved the details. Council Member Hill requested collaboration from other committees with the Capital Improvement Committee to ensure that the Capital Improvement Plan (CIP) addresses all priorities. Rocio Velazquez, the property owner, clarified that the venue's total occupancy is 410, but it will accommodate 350 people or fewer. Applicant: Jiwon Jung; Owner: Wonik Materials North America LLC The city staff recommended that the City Council approve the second and final reading of Ordinance No. 788 rezoning two (2) lots on 23.809 acres, more or less, and being TCAD parcel 236885 also known as 12522 and 12542 Old Kimbro Rd., Manor, TX from (A) Agricultural to (IN-2) Heavy Industrial. Consideration, discussion, and possible action on a Statement of Work No. 19 to the Master Services Agreement with George Butler Associates, Inc. for engineering services for the Manor Downtown Drainage Study project. The city staff recommended that the City Council approve the Statement of Work No. 19 to the Master Services Agreement with George Butler Associates, Inc. for the Manor Downtown Drainage Study in the amount of$338,987 or one ofthe two alternatives ($262,390 or $236,790) described in Statement of Work No. 19. City ofl Manor Page 7 City Council Regular Session Minutes May 21, 2025 City Engineer Phelan discussed the proposed Statement of Work No. 19 to the Master Services Agreement with George Butler Associates, Inc. A discussion was held about stagnant water on residents' properties and the functioning of the drainage system in relation to these issues. A discussion took place to determine if the timing is crucial for facilitating economic development. MOTION: Upon a motion made by Council Member Deja Hill and seconded by Council Member Wallace to postpone Item No. 14 to the June 4th council meeting. There was no further discussion. Motion to postpone carried 7-0 15. Consideration, discussion, and possible action regarding the authorization of a construction agreement implementing the painting of the exterior of three water tanks with the newly designed City logo. The city staff recommended that the City Council approve the Construction Agreement with Utility Service Co., Inc. to paint and apply a new logo on the three elevated water tanks, with a total cost not exceeding $196,940.00, and authorize the City Manager to execute the Construction Agreement. Public Works Director Woodard discussed the proposed agreement to paint the exterior of three water tanks with the newly designed City logo. A discussion was held regarding the project's funding source. MOTION: Upon a motion made by Council Member Moreno and seconded by Council Member Amezcua to approve the Construction Agreement with Utility Service Co., Inc. to paint and apply a new logo on the three elevated water tanks, with a total cost not exceeding $196,940.00, and direct staff to explore other funding options and authorize the City Manager to execute the Construction Agreement. The city staff recommended that the City Council approve the Construction Agreement with DFW Holiday Kings and authorize the City Manager to execute the Construction Agreement in an amount not to exceed $50,072.46 with an annual internet fee of $50.00 per location. A discussion was held about the security of the lightning control panel. A discussion took place about the source of funding. MOTION: Upon a motion made by Council Member Moreno and seconded by Council Member Weir to approve the Construction Agreement with DFW Holiday Kings and authorize the City Manager to execute the Construction Agreement in an amount not to exceed $50,072.46 and direct staff to explore other funding options with an annual internet fee of$50.00 per location. Mayor Harvey discussed the proposed City of Manor Internship Program. He suggested that interns be hired in the fall, depending on the availability ofthe city council members. There was also a conversation about the number ofinterns to be accepted into the program. Additionally, the oversight oft the program by a designated staff member was addressed. Lastly, the timeline for the start ofthe internship program was discussed. There was no action taken on this item. Mayor Harvey adjourned the regular session of the Manor City Council into Executive Session at 9:28 p.m. on Wednesday, May 21, 2025, in accordance with the requirements ofthe Open Meetings Law.
