THE SUBJECTS TO BE DISCUSSED, CONSIDERED, OR ACTED UPON ARE AS FOLLOWS: I. CALL TO ORDER. The Regular City Council Meeting was called to order by Mayor Derek Talley at 7:00 p.m. II. PLEDGE OF ALLEGIANCE to the American Flag and Texas Flag. Mayor Derek Talley led the Pledge of Allegiance to the American Flag and the Texas Flag. III. INVOCATION: Karen Chism led the invocation. IV. Councilmember, Gloria Martin PRESENT 6. Councilmember, Vacant V. REVIEW AND ACCEPT THE MINUTES FOR THE FOLLOWING MEETINGs: 1. May 5, 2025, Regular City Council Meeting: A motion was made by Alex Witherspoon, with a second by Gloria Martin, to accept the minutes from May 5, 2025, Regular City Council Meeting. The motion passed unanimously. VI. REVIEW, RATIFY AND ACCEPT THE BILLS PAID DURING THE MONTH OF MAY 2025. A motion was made by Alex Witherspoon, with a second by Gloria Martin, to accept the bills paid in the month of May 2025. The motion passed unanimously. VII. OPEN FORUM: Citizens are welcome to speak about any subject matter, even if it is not on the agenda, for up to three (3) minutes during the open forum. If you need more time, please contact the City Secretary in advance. Please keep in mind that council action cannot and will not be taken during open forum. For such an item, the Council may either: (1) make a statement of fact, (2) make a statement concerning the policy regarding the item or (3) propose that the item be placed on the future agenda. Sharon Watson, Lometa Municipal Court Judge, spoke about the storage closet above the fire station. Mrs. Watson says that she has the minutes where bids were taken for the construction of the storage room, approved by the City Council, and that the payment for construction came from the Lometa Municipal Court Building Security Fund. VIII. BUSINESS (Note: Agenda items do not have to be taken in the same order as shown on the meeting notice.) NEW BUSINESS 1. Take Action: Canvas Election. The results of the Election were presented to the Council. The results were as follows: 30 votes for and 3 against for the legal sale of mixed beverages in restaurants by food and beverage certificate holders only. A motion was made by Alex Witherspoon, with a second by Karen Chism to accept the results of the election. The motion passed unanimously. 2. Discuss, Consider, & Take Action: Alley Abandonment (Jasso) A motion was made by Gloria Martin, with a second by Karen Chism, to abandon the Alley way. The motion passed unanimously. 3. Discuss, Consider, & Take Action on July 5th Event (Block Party) Mayor Derek Talley spoke about the. July 5th Block Party event. Discussion included collecting donations for the fireworks & that anyone who did donate could be given a letter of the donation for tax purposes, there was a discussion of not having a vendor event this year, the DJ deposit has been paid for the event, the city will have the concession stand open during with event, Mr. Talley spoke about all the participation that would be needed to help with the event aside from the fireworks, parking was spoken about, and needing someone to sing the National Anthem. A motion was made by Alex Witherspoon, with a second by Karen Chism that no action be taken at this time. The motion passed unanimously. 4. Discuss, Consider, and Take Action: Interlocal agreement oetween the City of Lometa and the City of Lampasas for Fire Service. A motion was made by Alex Witherspoon, with a second by Gloria Martin, to accept the interlocal agreement with the City of Lampasas for Fire Services. The motion passed unanimously. 5. Discuss, Consider, and Take Action: Replacing of Lometa Police Department Vehicle. Chief Strain spoke about the accident involving the police unit. The Chief stated that the City needed to replace the vehicle before the insurance could pay out. With that say Chief Strain has found a 2021 Chevy Tahoe already outfitted, just needing to have a radio and the axon equipment installed along with decals. Itis through a lease purchase company named ESU pursuits. The total for the Tahoe would be around $41,000 (including interest), with the lease option being no payment made until one year after the signing of the lease. Payments would be around $12,000- $13,000 a year for three years. Once the lease is signed, the Tahoe could be delivered within 7 days ofthe signing. The Tahoe only has 70, 000 miles on it as of now. This vehicle wouid be purchased as it with no warranty. A motion was made by Gloria Martin, with a second by Karen Chism, to sign the lease agreement for the 2021 Chevy Tahoe. The motion passed unanimously. 6. Discuss, Consider, and Take Action: Lease Agreement with the Lometa Volunteer Fire Department. A motion was made by Gloria Martin, with a second by Alex Witherspoon, to have the City Attorney Zac Morris create a lease agreement between the City of Lometa and the Lometa Volunteer Fire Department pertaining to 106 E. San Saba Street. The motion passed unanimously. EXECUTIVE SESSION The City Council will convene into Executive Session in Accordance with Texas Government Code. The Council reserves the right to adjourn into closed session (executive session) any time during the meeting on any item on the posted agenda in accordance with Texas Government Code sections 551.071 (litigation and consultation with attorney), 551.072 deliberations about real property), 551.073 (deliberations about gifts and donations to the City), 551.074 (deliberations on certain personnel matters), 551.076 deliberations about deployment or implementation of security personnel or devises), and 551.087 (economic development). IX. REPORTS: MUNICIPAL DEPARTMENT HEAD REPORTS, WHEN NECESSARY. MAYOR: No report COUNCIL MEMBERS: No report CHIEF OF POLICE: Chief Strain stated that the PD received the grant from LCRA to purchase the AED equipment for each patrol car. The devices have been received; the police department will be trained in how to properly use them. The chief stated that Officer Yasin is currently at Code Enforcement training.
