REGULAR COUNCIL MEETING - May 12, 2025 The City Council oft the City ofLa Grange met in Regular Session on Monday, May 12, 2025, in the City Hall Council Chambers at 155 E. Colorado Street with the following members present: Mayor Jan Dockery, Mayor Pro tem Kathy Weishuhn, Councilmember Bonnie Busch, Councilmember Katie Gross, Councilmember Bryan Kerr, Councilmember Kim Newton, Councilmember Ken Taylor, and Councilmember Violet Zbranek. Councilmember Chris Jernigan was absent. Staff present: City Manager Jack Thompson, City Secretary Janet Bayer, and Chief ofPolice David Gilbreath. Visitors: James Dornwell, Sr., Buster Hill, Dr. Mike Mabry, Justin Lopez, Lorenza Crosby, Jr., John Willet, Rose Urbanovsky, Eugene Urbanovsky, Sarah Mabry, Dixie Launius, Derek Smith, Arvecie Hunt, Teresa von Rosenberg, and Vivica Wheeler. Mayor Jan Dockery called the meeting to order. Next were pledges to the US and Texas Flags. Pastor Justin Lopez with First Baptist Church gave the invocation. PRESENTATIONS/PROCLAMATIONS None. PUBLIC HEARINGS None. CONSENT AGENDA The first item under consent agenda was to discuss and/or consider approval of April 28, 2025, minutes. Motion Mayor Pro tem Weishuhn, Second Councilmember Gross to approve the April 28, 2025, minutes as presented. Motion carried 7-0. REGULAR AGENDA The first item under regular agenda was to administer the Oaths of Office to newly elected Council Members. City Secretary Janet Bayer swore in Mayor Jan Dockery, an at-large position. She then swore in Councilmember(s) Bonnie Busch, Katie Gross, Derek Smith, and Ken Taylor. New Councilmember Derek Smith took his seat at the dias. The second item was to discuss and/or consider the selection of Mayor Pro tem. In the absence or inability of the Mayor to perform the duties of office, the Mayor Pro tem shall perform the duties of office and in this capacity, shall be vested with all of the powers conferred on the Mayor. The current Mayor Pro tem is Kathy Weishuhn. Motion Councilmember Zbranek, Second Councilmember Gross to re-appoint Kathy Weishuhn as Mayor Pro tem. Motion carried 8-0. The third item was to discuss and/or consider a General Joint Use Agreement for the joint use of municipally owned utility poles with Cable One/Sparklight. Staff request a renewal agreement with Cable One/Sparklight to contact our utility poles for fiber contacts. The agreement is for contacts at various locations in town that will support the build out of a fiber network to serve customers in La Grange. Motion Councilmember Gross, Second Councilmember Taylor to approve the General Joint Use Agreement for the joint use of municipally owned utility poles with Cable One/Sparklight. Motion carried 8-0. The fourth item was to discuss and/or consider a General Joint Use Agreement for the joint use of municipally owned utility poles with Fayette Electric Cooperative. Staff request a renewal agreement with Fayette Electric Cooperative to contact our utility poles for fiber contacts. Motion Councilmember Zbranek, Second Councilmember Newton to approve the General Joint Use Agreement for the joint use of municipally owned utility poles with Fayette Electric Cooperative. Motion carried 8-0. The fifth item was to discuss and/or consider a General Joint Use Agreement for the joint use of municipally owned utility poles with Fayette County. Staff request a renewal agreement with Fayette County to contact our utility poles for fiber contacts. Motion Mayor Pro tem Weishuhn, Second Councilmember Taylor to approve the General Joint Use Agreement for the joint use ofmunicipally owned utility poles with Fayette County. Motion carried 8-0. The sixth item was to discuss and/or consider a Preliminary Subdivide Request from Margaret Rosenberg property located at 1105 E 71 Bypass. The city has received a replat request from property owner Margaret Rosenberg to subdivide a 30.132-acre tract located at 1105 E. 71 Bypass into three separate tracts - Tract 1: 1.291 acres, to be purchased by Jimmy Dwigans and incorporated into his existing 9.7-acre parcel. Tract 2: 3.991 acres, to be purchased by Buster Hill and incorporated into his adjacent 0.3-acre lot. Tract 3: The remaining acreage, which will continue to be held by the property owner. Although the property lies outside the city limits, it is located within the City of La Grange's Extraterritorial Jurisdiction (ETJ), giving the city authority over the subdivision process. Under Citizen Participation, Jessie Buster Hill spoke to Agenda Item # 6. Motion Mayor Pro tem Weishuhn, Second Councilmember Taylor to approve the Preliminary Subdivide Request from Margaret Rosenberg property located at 1105 E 71 Bypass with the waiver of cataloging trees stated as necessary by our consultants. Motion carried 8-0. The seventh item was to discuss and/or consider amending the fee schedule, Appendix C, to include Residential / Commercial Inspection / Plan Review Fees and Fire Code Inspection / Plan Review Fees. The City of La Grange has recently contracted with Arch Technical Services, LLC, doing business as ATS Engineers, Inspectors & Surveyors (ATS), to provide residential and commercial building inspection and plan review services. This includes fire code plan reviews and inspections as needed. The city is passing through the cost of these services with no markup on the fees. Under Citizen Participation, Trevor Taylor spoke to Agenda Item # 7. Motion Mayor Pro tem Weishuhn, Second Councilmember Busch to amend the fee schedule, Appendix C, to include Residential / Commercial Inspection / Plan Review Fees and Fire Code Inspection / Plan Review Fees. Motion carried 8-0. City Council CommiteluarivAdviey Reports Councilmember Taylor stated the Tax Appraisal Board met on April 29th. . They have reviewed the local school districts and have determined they have met the state's criteria. StaffUpdates City Manager Thompson stated there were over 200 responses to the storm water surveys that were submitted to La Grange Utility customers. They are being reviewed now. City Manager Thompson also stated there is a TML Legislative update on June 27th in Georgetown for those interested Councilmembers. Chief of Police David Gilbreath stated there were 299 calls for service in April. 38 calls were for animal control. 95 citations were issued in April. Chief Gilbreath is actively recruiting for new cadets/officers. Citizen Participation Under Citizen Participation, Dr. Mike Mabry and Teresa von Rosenberg spoke. Items of Community Interest Mayor Dockery reminded everyone of the Bluff Schuetzenfest hosted by Friends of Kreische Brewery/Monument Hill this Saturday, May 17th. Mayor Pro tem Weishuhn reminded everyone that Slavnost/Mayfest is this Sunday, May 18th at the Fayette County Fairgrounds. Councilmember Zbranek invited everyone to the Country Music Opry on Monday, May 19th at the KC Hall for their Polka Show featuring Zach Novak, Tim & Alicia Kulhanek, Alvin Minarcik, and Donnie Wavra. At 6:44 PM a Motion was made by Mayor Pro tem Weishuhn, with a Second by Councilmember Gross that the meeting be adjourned. Motion carried 8-0.
