Skloss Mayor Pro-Tem - Councilmembers: Lillian Lyssy, Helen Hernandez, sand Donald Dziuk Councilmembers absent: Aaron Rosales and Mayor Pro-Tem, Jimmy Loya Others present: City Manager (CM) Veronica Butler, Director of Public Works (DPW), Fernando Rios, Chief of Police Roel Salas, Haylee Jurgajtis, Kevin Moehrig, Dr. Wendy Knox, Kevin Knox, Bob Thonhoff, Michael Esparza, Mely Martinez, Viginia Tinco, Lesley Lewallen, Carter Hill and Jason Brooks. C. U.S. Pledge of Allegiance and Texas Pledge of Allegiance Moment of Silence/Prayer D. Public Comments - No Comments. (1) Minutes a. Discuss and consider approving the minutes from; March 25, 2025 (2) Discuss and consider monthly reports from City Departments Mayor Skloss presented the reports. After further discussion, a motion was made by Councilmember Lyssy and seconded by Councilmember Hernandez to approve the Consent Agenda. The vote was 3-0 in favor and the motion was declared unanimously passed. F. UNFINISHED BUSINESS (CONSIDER AND ACT UPON): (3) Discuss and take possible action on the city's preparations for Founders Day event to be held on December 13, 2025 - Haylee gave an update on the music, no action taken. G. NEW BUSINESS (CONSIDER AND ACT UPON): (4) Discuss and take possible action on the Mayoral Proclamation declaring the month of April as "Child Abuse Prevention Month"- - Dr. Wendy Knox informed the council of the recent events within the program and read the proclamation. After further discussion, a motion was made by Councilmember Dziuk and seconded Lyssy by 11 Minutes 4/22/2025 Councilmember to approve the Mayoral Proclamation declaring the month of April as "Child Abuse Prevention Month. 79 The vote was 3-0 in favor and the motion was declared unanimously passed. (5) Discuss and take possible action on the request from Michael Esparza for an additional curb cut for an extra driveway located at 108 E. South Line, Karnes City, Texas - Michael Esparza informed the Council he would like to have an additional drive way that would need an additional curb cut to be able to have access to his back yard without having to move all vehicles. After further discussion, a motion was made by Councilmember Dziuk and seconded by Councilmember Hernandez to approve the request from Michael Esparza for an additional curb cut for an extra driveway located at 108 E. South Line, Karnes City, Texas. The vote was 3-0 in favor and the motion was declared unanimously passed. (6) Discuss and take possible action on the request from Virginia Tinoco to purchase City owned Lot 3 of BIk 8, Karnes City, Texas - Viginia Tinoco informed the Council that she is interested in purchasing lot 3 of block 8 that is adjacent to her daughter's home. After further discussion, a motion was made by Councilmember Hernandez and seconded by Councilmember Lyssy to the City Manager to advertise for bids on the property with a minimum bid of $2,760. The vote was 3-0 in favor and the motion was declared unanimously passed. (7) Discuss and take possible action on the request from Spectrum for a Right of Entry Agreement - No one present, no discussion, no action taken. (8) Discuss and take possible action on the recommendation from WTC Engineering on the selection and awarding of a contract to CK Newberry for the 2025 Street Improvement Project - Bob Thonhoff with WTC Engineering informed council of the four bids received, they have evaluated the bids based upon the best value method, based on the best value he stated the recommendation is to award the contract to CK Newberry in the amount of $739,761.00. He stated in the event the City determines this budget is more than they would like to budget this year, you have a right to decrease the construction project by 25% you can select streets you would like to remove from the project. Councilmember Dziuk asked if this were something the engineers would give a recommendation on which streets to remove, Bob informed him that they would be the ones to determine that for the City. After further discussion, a motion was made by Councimember Dziuk and seconded by Councilmember Lyssy to approve the recommendation from WTC and award the contract to CK Newberry in the amount for the 2025 Street Improvement Project. The vote was 3-0 in favor and the motion was declared unanimously passed. (9) Discuss and take possible action on estimate from Cand C Construction in the amount of $3,575 to paint the exterior logo of the old police department located at 211 E. Calvert, Karnes City, Texas CM Butler informed she would recommend tabling this item until additional quotes are received. No action taken. 2 S Minutes 4/22/2025 (10) Discuss and take possible action on the quote from Impact Marketing for City customized event tents in the amount of $2,089.50 - CM Butler presented the quotes, after further discussion a motion was made by Councilmember Hernandez and seconded by Councilmember Dziuk to approve the quote for two (2) 10x20 tents without the back wall in the amount of $1,617.50. The vote was 3-0 in favor and the motion was declared unanimously passed. (11) Discuss and consider the staff update on a new Welcome to Karnes City sign = CM informed the council of the discussion with the Karnes City Lodge to allow the city a sign easement and to install a "Welcome to Karnes City" sign on their property. After further discussion, a motion was made by Councilmember Dziuk and seconded by Councilmember Hernandez to have the City Manager work with City Attorney on the sign easement and move forward with creating a sign. The vote was 3-0 in favor and the motion was declared unanimously passed. (12) Discuss and consider the Council and Staff update on the AHMO 2025 Spring Conference - Mayor Skloss presented the letter on the update from Councilmember Loya, CM Butler stated it was overall a great conference. No action taken. (13) Discuss and take possible action on future agenda items - Haylee informed the Council that tax collector/assessor Tammy Braudway along with tax attorney John Banks will be at next month' S meeting to go overs midyear tax review. (14) Executive Session - The City Council of the City of Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071 (Consultations with Attorney) on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar ofTexas clearly requires discussion in closed session) and Section 551.074 (Personnel Matters). (A)Discussion on code compliance position and continuance of professional services agreement for code compliance services. (B) Discussion on the status of the Texan Store. Mayor Skloss and Council convened into closed session at 6:31pm. (15) Return to Open Session - Discuss and take possible action on items discussed in Executive Session = After discussion in closed session, Mayor Skloss and Council reconvened into open session at 7:03 pm. A motion was made by Councilmember Dziuk and seconded by Councilmember to allow the City Manager to negotiate and execute a contract with the Code Enforcement Officer. The vote was 3-0 in favor and the motion was declared unanimously passed. 3 Minutes 4/22/2025 H.
