Page 698 Page 1 of 2 MINUTES REGULAR CALLED CITY COUNCIL MEETING MAY 6, 2025 The City Council of the City of Jasper, Texas, met on May 6, 2025, with the following members present to wit: Mayor Clark McLane Council Member DeMarcus Holmes Council Member Mamie Horn Council Member Angel McCroskey Council Member Bob Mayhar Council Member Lequin Hilderbrand City Manager Greg Kelley City Secretary Liz Jarrell Mayor Anderson Land called the meeting to order at 6:00 p.m., and Mr. Walter Diggles opened it with prayer. All council members were present. Mayor Land quoted some of Albert Einstein's famous quotes. Mayor Land then canvassed the May 3, 2025, General Election: Mayor Bowe Limbrick-64 *Clark McLane-399 Anderson Land Jr.-221 Council Member District #1 *Mamie Horn-154 Council Member District #2 Ronald Sample-70 *Robert (Bob) Mayhar-183 Judge Robert Jackson administered the oath of office to Mayor Clark McLane, Council Member District #1, Mamie Horn, and Council Member District #2, Robert (Bob) Mayhar. New seats were taken, and the council meeting continued. Mayor Clark McLane informed the council members that information from SETRPC and SRMPA was in their packets for review. Mayor McLane asked for departmental reports and public comments, and there were none. Council Member Lequin Hilderbrand made a motion to elect Council Member District #3 DeMarcus Holmes to Mayor Pro-Tem. Seconded by Council Member Bob Mayhar. The motion passed unanimously. Council Member Bob Mayhar made a motion to approve the minutes from the regular-called city council meeting on April 14, 2025. Seconded by Council Member Angel McCroskey. The motion passed unanimously. Council Member Lequin Hilderbrand made a motion to approve the minutes from the special called city council meeting on April 21, 2025. Seconded by Council Member DeMarcus Holmes. All voted in favor, except Council Member Mayhar abstained from voting. The motion passed unanimously. City Manager Greg Kelley explained TxDOT requested a resolution for the signage over by Bevil Loop to paint and put signage by the railroad crossing. Council Member Bob Mayhar made a motion to approve the resolution authorizing advance funding agreement for local government maintenance of railroad approaches. Seconded by Council Member Angel McCroskey. The motion passed unanimously. City Manager Greg Kelley explained the variance request at 212 W. MLK. for a house being built, and to go 51 feet inside the setbacks. Building Official and Code Enforcement have approved it. Council Member DeMarcus Holmes made a motion to approve the variance request for 212W. MLK. Seconded by Council Member Bob Mayhar. The motion passed unanimously. Council Member Bob Mayhar made a motion to approve the mayor and the Jasper City Council to waive the attorney client privilege between the mayor and the City of Jasper City Council and Attorney Frank. J. Garza of Davidson, Trolio, Ream, & Garza regarding the Memorandum/Opinion about the Jasper Economic Development Corporation sO that it will be made available to the public. Seconded by Council Member DeMarcus Holmes. The motion passed unanimously. During the council time discussion, newly elected Council Members Bob Mayhar, Mamie Horn, and Mayor Clark McLane thanked the city fori the opportunity to serve on the Council. Council Member Mayhar and Mayor McLane talked about their experience while campaigning. Council Member Lequin Hilderbrand made a motion to adjourn. Seconded by Council Member DeMarcus Holmes.
