Open Meeting, Invocation, Pledge of Allegiance- Chairman Baker called the meeting to order at 6:00 p.m. and led the invocation, followed by the Pledge of Allegiance. 2. Roll Call- Chairman Baker conducted roll call. Committee member Garvin was absent. Committee member Dobbins was absent. All other Committee members were present. 3. Citizen Comments: Three (3)minutes are allowed per speaker on any item related to the City, including items listed on the agenda. Five (5) minutes will be allowed during a Public Hearing. Comments will be allowed beforeconsidering! each item on the agenda, provided that the City Secretary has received a speaker request form before the start of the meeting- None. 4. Approval of the Planning and Zoning Minutes: February 11, 2025- Committee member Branson made a motion to approve. Chairman Baker seconded the motion. The motion was carried out with a vote of 5-0. 5. Discussion and Action on a request for approval of a Preliminary Plat for the Adams Tract as requested by JBI Partners, INC. The Adams Tract consists of 104.558 acres of land. The property is generally located West of CR 269, Southeast of Hornbill Drive in the City of Crandall's city limits, Kaufman County, Texas- Kelby Golden with PMB Capital Investments discussed this agenda item. Chairman Baker opened this agenda item up for the Commission to discuss. Committee member Branson made a motion to approve. Committee member Barnes seconded the motion. The motion was carried out with a vote of 5-0. 6. Discussion and Action on a request for approval of a Re-Plat for Heartland Phase 10D as requested by Huffines Enterprises. Heartland Phase 10D consists of 3.99 acres of land. The property is generally located in the John Moore Survey, Abstract No. 309 in the City of Crandall's ETJ, Kaufman County, Texas- Ryan Sextro with Westwood discussed this agenda item Chairman Baker opened this agenda item up for Committee discussion. Committee member Barnes made a motion to approve. Chairman Baker seconded the motion. The motion was carried out with a vote of 2-5. Motion failed. 7. Discussion and Action on a request for approval of a Final Plat for Heartland Phase 25 as requested by Huffines Enterprises. Heartland Phase 25 consists of 103.735 acres of land. The property is generally located in the John Moore Survey, Abstract No. 309 in the City of Crandall's ETJ, Kaufman County, Texas- Committee member Branson made a motion to approve. Chairman Baker seconded the motion. The motion was carried out with a vote of 5-0. 8. Adjourn- Committee member Branson made a motion to adjourn at 6:26 pm.
