Minutes of Cresson City Council Meeting May 13, 2025 The City Council reserves the right to adjourn into Executive Session during the course ofthe meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section 551.071 ofthe Texas Government Code. Mayor Becker called the City Council Meeting ofCresson, Texas to order at 7:00 P.M. on May 13, 2025, in the City Council Chambers. Attendance as follows: Mayor Ron Becker Lisa Clement Jeff Keeney Kevin Olivarez Gary Robertson Corey Barker City Attorney Rachel Raggio Councilperson Keeney gave the invocation and Councilperson Clement led the Pledge of Allegiance and the Texas Pledge. The meeting is open to the public. Citizen's Comments None Mayor's Comments A. The agreement to clarify issues with CCRMUD#2 has been fully executed. B. Sales tax in March was $71,000 and in April $114,000. The last 11 months total $1.38 million versus the 11 months prior to that total of$1.29 million. That is a 35% increase. C. A letter from the city has been signed to allow the Brookside developer to put a turning lane in and widen the Old Granbury Road from the bypass to the entrance of the development. D. The recent paving project were Altoona St. ($52,000) and CR 917/918 ($231,000). Next up is going to be Clearview Court. We may overspend on the road repair budget this year. E. The reflective directional sign and the water crossing signs have been placed in Bluebonnet Hills. F. The Resolution regarding the naming ofthe bypass passed the State Senate on 5/12/2025. It will be calendared soon for the State House floor. G. On June 7, 2025, the Cresson Volunteer Fire Department will host an event for young athletes to get an EKG. They will be given a readout that can then be taken to their own doctor fori interpretation. Mayor Becker, also the Fire Chief, thanks the City of Cresson for the donation of a portion oftheir ARPA monies to help with events like this. Items for Future Agendas Councilperson Robertson suggests the mayor address the question of putting maps along with the agenda if there is a rezoning or plat on that agenda. Deliberation Agenda A. City Secretary Katy Froyd swears in Council people Kevin Olivarez, Seat 1, Lisa Clement, Seat 3 and Jeff Keeney, Seat 5 who all were unopposed in the May 3, 2025, election. B. Councilperson Keeny nominates Lisa Clement for the position of Mayor Pro Tem. Councilperson Robertson seconds the motion. 5 ayes and 0 nays. The motion is passed unanimously. C. Consider and possibly act on the application for water rate increase submitted by CPN Water Works Co for the Scenic Ridge water system. After discussion, City Attorney Rachel Raggio suggests going into an Executive Session for further discussion. Executive Session begins at 7:39 P.M. Upon reconvening, Councilperson Olivarez makes a motion to take no action pending a response from the PUC.Councilperson Barker seconds the motion. 5 ayes and 0 nays. The motion is passed unanimously. D. Consider and act on the approval of the minutes of the city council meeting held on April 8, 2025. Councilperson Robertson makes a motion to approve the minutes as written. Councilperson Olivarez seconds the motion. 5 ayes and 0 nays. The motion is passed unanimously. Executive Session A. Pursuant to Section 551.071, Texas Government Code, Consultation with Attorney, to consult with the City Attorney and to receive legal advice on the following matter(s): 1. Enforcement of municipal ordinances pursuant to Chapter 54 of the Texas Local Government Code regarding the property located at 216 S. Skyline Ct. The council continues into this discussion when they finish discussing CPN Water Works. Reconvene into Regular Session The council reconvenes at 8:05 P.M. No action taken.
