Call to Order and Certification of a Quorum Council Member Jason Knight called the Aransas Pass City Council Special Meeting to order at 4:30 p.m. With Council Members present, a quorum was established. Council Members present: Council Members Jason Knight and J. R. Haskins. Staff present: City Manager Mary Juarez, City Secretary Kandice Garrett, Fire Chief Michael Neujahr, Police Chief David Perkins, and Planning Director Brenda Joyas. Also present was City Attorney Epimenio Ysassi and City Prosecutor Carlos Valdez. 2. Invocation City Manager Mary Juarez delivered the invocation. 3. Pledges Council Member Knight led the Pledge of Allegiance to the U.S.A flag. 4. Action Items City Council will discuss, consider, and take any action deemed necessary on items listed in this section, including the adoption of a minute order, a resolution or an ordinance. In accordance with the Texas Election Code, Title 6, Chapter 67, Sec. 67.004 Two members of the authority constitute a quorum for purposes of canvassing an election: a. Consideration to canvass the returns of the General Election and the Special Election held on Saturday, May 3, 2025 and issue the Certificate of Election for the purpose of electing one Mayor, one Council Member for Place 1, One Council Member for Place 3, and Six Charter Amendment Propositions. City Secretary Kandice Garrett explained that the purpose of this item is to canvass the results of the General Election, and the Special Election held on Saturday, May 3, 2025, for the purpose of electing a Mayor, Council Member Place 1 and Council Member Place 3. City Secretary Garrett read the following totals from the tabulation report for comparison against the canvass report: Mayor: Jason Knight - 588; Council Member Place 1: Ruth Camarillo-Smith - 476; and Council Member Place 3: LuAna "Lulu" Martin - 297. Special City Council Meeting Minutes - May 13, 2025 Page 1 of 2 Council Member Haskins made a motion to approve Item 4.a., seconded by Council Member Knight, and the motion passed with the following vote: Haskins and Knight voted Aye. b. Conduct Swearing In of newly-elected council members City Secretary Garrett conducted the swearing in and administered the Oath of Office to Ruth Camarillo-Smith and LuAna "Lulu" Martin. City Prosecutor Carlos Valdez addressed the audience speaking about the privilege we have as Americans to partake in the peaceful transfer of power in government and conducted the swearing in and administered the Oath of Office to Jason Knight. 5.
