PUBLIC COMMENT No public comment. IV. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of May 13, 2025. 2. Discuss and consider the approval of the preliminary plat of the proposed Alton Acres Subdivision requested by Halff Engineering on behalf of owner, 812 Market Alton, LLC. 3. Discuss and consider approval of a Waterline Access Agreement by Sharyland Water Supply Corporation between the City of Alton and 812 Market Alton, LLC for the proposed Alton Acres Subdivision. Discuss and consider the approval of the final plat of the proposed Cedar Pointe Subdivision requested by Rio Delta Engineering on behalf of owner, Cedar Pointe Joint Venture. Motion to approve the consent agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Emilio Cantu Jr. Motion carried 5-0. V. NEW BUSINESS 1. Discuss and consider approving the first budget amendment of the City of Alton General Fund, Sewer Fund and Solid Waste Fund for Fiscal Year 2024-2025. Jeff Underwood, City Manager, stated that this mid-year budget review provides an opportunity to evaluate expenditures and revenues and make necessary adjustments. For the General Fund, revenues are projected to exceed expenditures, resulting in a fund balance increase of$105,053, though this will need to be monitored with the approaching hurricane season. The Sewer Fund is projected to see a revenue surplus of $625,416, reflecting growth in new accounts and an increase of approximately $100,000 over the original budget. Mr. Underwood stated that there has been an increase on expenses for the Sewer Fund due to aging infrastructure added to the existing debt service which ends up with a projected cash flow increase of $590,000. For the Solid Waste Fund there is an increase of approximately $43,000 in revenues, and after debt payments for garbage and brush trucks will leave a projected cash flow increase of $177,282. Discuss and consider accepting an insurance grant for firefighter health insurance. Jeff Underwood, City Manager, stated that the grant comes from the Forest Service, through Texas A&M, is being used to fund additional cancer insurance policies for our firefighters due to the increased risk of cancer in their line of work. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Discuss and consider approval of Resolution 2025-19, granting authority to accept an award for the FY2025 STEP-Operation Slowdown Grant and naming the Chief of] Police as the authorized official. Michael Martinez, Assistant Police Chief, stated the purpose of this grant is to enhance enforcement and adjudication of traffic safety laws to help reduce fatal and serious injury crashes. The grant provides $4,977.50 with fringe benefits, with an indirect cost match of $1,519.10. The Operation Slowdown enforcement period is scheduled from July 18 to August 3, 2025. Discuss and consider the adoption of Proclamation 2025-06, proclaiming and recognizing May 11-17, 2025 as National Police Week and May 15, 2025 as Peace Officer Memorial Day. Michael Martinez, Assistant Police Chief, stated that National Police Week observed annually during the week of May 15 and honors the service and sacrifice of law enforcement officers across the United States. Established in 1962 by President John F. Kennedy, the week highlights the vital role officers play in maintaining peace, enforcing the law, and protecting their communities. Assistant Chief Martinez read the proclamation. Staff recommends approval. Motion to approve was move by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5- 0. 5. Discuss and consider the adoption of Proclamation 2025-07, proclaiming May 18-24, 2025 as Emergency Medical Services Week. Jeff Underwood, City Manager, stated that the previous week was Emergency Medical Services Week and expressed appreciation for all who provide these vital services. Mr. Underwood recognized Medcare EMS for their outstanding service to the Alton community and proceeded to read the proclamation. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 6. Discuss and consider advertising for bids for improvements to Lift Station No. 14. JeffUnderwood, City Manager, stated that the lift station located on North Trosper Road, approximately one-quarter mile north of Mile 6, currently serves about 95 acres and routes flow south to the Aloha Village lift station. Due to capacity issues at Aloha Village, the City proposes rerouting the flow to Alton Blvd. The City would like to go out for bids and begin the project as soon as possible. Discuss and consider advertising for bids for improvements to Los Ebanos Road from Mile 4 Road to Mile 5 Road. JeffUnderwood, City Manager, stated that Javier Hinojosa Engineering has been working on this project for some time. The focus of this project is to repave and restripe a heavily traveled roadway. The goal is to complete the work before the start of the new school year. Staff is requesting approval to go out for bids. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 8. Discuss and consider approval of Ordinance 2025-08, revising the residential and commercial sewer-billing rate for all Alton sewer-billing rates, waiving second and third reading. Jeff Underwood, City Manager, stated that Ordinance 2025-08 proposes a revision to increase residential and commercial sewer billing rates by $0.10 per 1,000 gallons, Page 3 of 4 Alton City Commission Minutes -Regular Meeting May 27, 2025 marking the first rate adjustment in four years an average of $0.025 per year. Mr. Underwood explained that the increase is necessary to address aging infrastructure, which has begun to show signs of deterioration, and to prevent more significant and costly issues through proactive maintenance and improvements. Discuss and consider the approval of an Interlocal Agreement between the City of Alton and Hidalgo County for the inspection ofOn-site Sewage Facility Systems. Jeff Underwood, City Manager, stated that the County has provided septic system services to the City for quite some time. The proposed agreement is an update to the existing terms, with a slight increase in the County's fees. Their revised fees includes $85 for an installation permit, $65 for a final inspection, and $75 for a re-inspection. These are County imposed fees. Residents with septic tanks in the City are referred to the County. Staff recommends approval.
