COMMISSIONER COURT REGULAR MEETING MAY 27, 2025 BE IT REMEMBERED that on this day, the Commissioners Court of Kaufman County, Texas met in a Regular Meeting in the Commissioners Court Meeting Room, Kaufman Texas with the following members present: Jakie Allen, County Judge; Terry Crow, Commissioner Precinct 1; Skeet Phillips, Commissioner Precinct 2; Kelly Lane, Commissioner Precinct 3; Tommy Moore, Commissioner Precinct 4; Laura Hughes, County Clerk. INVOCATION; PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG; PLEDGE OF ALLEGIANCE TO THE TEXAS FLAG; REMARKS FROM VISITORS; CONSENT AGENDA 2. There came on to be a motion to accept the Consent Agenda. A. Accept Commissioners Court Meeting Minutes for May 20, 2025. B. Accept the Tax Assessor-Colectors Monthly Property Tax Collections Report for April 2025. C. Accept the Tax Assessor-Colectors Monthly Auto Collections Report for April 2025. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Terry Crow. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE SIGNING CERTIFICATE TO APPROVE BONDS 3. There came on to be a motion to approve signing a certificate to approve the Bonds for Texas Health Resources to renovate various hospital facilities, including one location in Kaufman County, as presented by Jon Leatherberry. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner. Tommy Moore. Motion was put to a vote. Motion carried and is sO ordered. NO ACTION TAKEN ON ITEM 4 4. There came on to be a discussion with Mr. McBride about repairing the fence on his property, located behind the Terrell Sub Courthouse in Precinct 3, at his own expense. MOTION TO APPROVE PLAT 5. There came on to be a motion to approve the Final Plat for Zara 2024 Addition, located on County Road 120 in Precinct 1. Motion was made by Commissioner Terry Crow and seconded by Commissioner Skeet Phillips. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE ADVERTISING FOR BID 6. There came on to be a motion to approve advertising for Bid for Annual Contract for Box Culverts, Header Walls, and Guard Rails. Motion was made by Commissioner Tommy Moore and seconded by Commissioner Kelly Lane. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE AGREEMENTS 7. There came on to be a motion to approve Agreements between Kaufman County and McGough Construction Co., LLC, related to McGough Construction Co. serving as Contractor for the Kaufman County Courthouse Renovation Project, and authorizing execution of all related Agreements. Motion was made by Commissioner Kelly Lane and seconded by Commissioner Terry Crow, Motion was put to a vote. Motion carried and is so ordered. Comm. Court 2025.05.27 1of3 MOTION TO APPROVE ORDER 8. There came on to be a motion to approve an Order Granting an Exception to the competitive bidding requirements for the emergency repair of Electrical Transfer Switch Controls at Kaufman County Jail, pursuant to Section 262.024(a) of the Texas Local Government Code, such section authorizing exceptions to preserve property of the county; to preserve and protect health and safety of residents of the county; and because of unforeseen damage to public property. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Terry Crow. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE GRANT APPLICATION 9. MOTION TO APPROVE EXITING REGULARI MEEETING AND ENTER INTO EXECUTIVE SESSION 13. There came on to be a motion to approve exiting Regular Meeting and enter into Executive Session, pursuant to Texas Govemment Code S 551.076; Related to Security Devices and Security Audits; Consultation with Facilities Manager, Casey Morris, regarding an update on the results from the monthly generator tests and inspection of secured holding areas of the Justice Center, as required of Texas Commission on Jail Standards.
