ADDITION: WORK SESSION TO RECEIVE UPDATES ON THE ALL POINTS BROADBANDAND/VIRGINIA TELECOMMUNICATIONS INITIATIVE Mr. Tom Inness, Senior Vice President of Business Development for All Points Broadband, provided an update on the broadband initiative and the Virginia Telecommunications Initiative (VATI) project, stating that preconstruction activities are progressing as planned. Initial network activation is set to begin the third quarter ofthe year. Mr. Inness urged unserved residents to verify planned coverage areas at allpointsbroadband.om and confirm home addresses are listed on the Federal Communications Commission Broadband Map at: htps/Dproadbandmap.fec.govhome Residents were advised to confirm contact details across both platforms before network activation deployment begins. A WORK SESSION TO RECEIVE UPDATES FROM DOMINION ENERGY ON PROJECTS THAT IMPACT FAUQUIER COUNTY Ms. Jeanne Underwood, External Affairs Representative at Dominion Energy, introduced Ms. Porlan Cunningham, Communications Consultant, and Ms. Tracey McDonald, Senior Siting and Permitting Specialist, to discuss the proposed Morrisville to Wishing Star 200 kV and 230 kV Transmission Line Project and other County-related projects. Ms. Cunningham also announced the Community Open House on Tuesday, May 13th, from 6:00 p.m.- 8:00 p.m. at Mary Walter Elementary School, located at 4529 Morrisville Road, Bealeton, VA 22712, to provide an opportunity for public dialogue regarding the proposed Morrisville to Wishing Star Project. CITIZENS' TIME Ms. Anna Russau, Cedar Run District, raised concerns regarding reckless speeding on Elk Run Road, citing the fatal hit-and-run accident of Mr. Garland Heddings on November 8, 2024. Ms. Russau requested guidance on preventive measures and proposed speed cameras to enforce traffic regulations. Mr. Dwane Long, Cedar Run District, referenced the Fauquier County mission statement to express dissatisfaction regarding the actions of the Board and the Sheriff's S Office's to regulate illegal dumping and enforce compliance. Mr. Mike Fultz, Scott District, citing the Dominion Energy Presentation held during the afternoon Work Session, urged the Board to adhere strictly to legally binding commitments outlined in proffer statements and avoid informal agreements and non- binding proposals. 4 Ms. Chris Colvin, Cedar Run District, submitted a historical account of her property in opposition to the proposed Morrisville to Wishing Star 200 kV and 230 kV Transmission Line project. Ms. Colvin spoke to the historical significance of the land and risks associated with the planned power line route passing through the property. Josephine Gilbert, Scott District, expressed concerns regarding inefficiencies oft the school board budget allocation process and proposed strategic budget reform to ensure fiscal accountability and transparency. A] Resolution to Amend the FY 2025 Adopted Budget RESOLUTION A RESOLUTION TO AMEND THE FY 2025 ADOPTED BUDGET WHEREAS, the Fauquier County Board of Supervisors is charged by the Code of Virginia with the preparation of an annual budget for Fauquier County; and WHEREAS, on March 29, 2024, the Board of Supervisors adopted the Fauquier County FY 2025 Budget; and WHEREAS, during the course of the fiscal year, certain events occur that necessitate changing the budget plan by increasing or decreasing the total budget; and WHEREAS, staff recommends a transfer of $1,244,214 from the County's Capital Reserve to the County Capital Projects Fund in support of the Central Sports Complex Phase II project; and WHEREAS, staff recommends the appropriation of$100,000 from the Virginia Department of Forestry to the County Capital Projects Fund for Central Sports Complex Phase II project costs; and WHEREAS, the total construction cost estimate, including project contingency, is $6,598,154, of which $5,253,940 has already been sourced through the FY 2025 Adopted Capital Improvement Program via both cash and debt; and WHEREAS, staff recommends an appropriation of $2,600,000 from General Fund interest earnings to the Health Insurance Fund in support of projected claim expenditures this fiscal year; and WHEREAS, this Resolution grants an additional 52 days of annual leave to the County Administrator; now, therefore, be it 13 RESOLVED by the Fauquier County Board of Supervisors this 8th day of May 2025, That the FY 2025 budget be, and is hereby, amended in the amount of $3,944,214 and an additional 52 days of annual leave is granted to the County Administrator. GRUEN AND MARGARET McDONALD WHEREAS, at its meeting on December 10, 2020, the Fauquier County Board ofSupervisors unanimously adopted a Resolution Authorizing the Chairman to Enter into Open Space Agreement with Landowners; and WHEREAS, the County then entered into a ten-year Open Space Agreement with William H. Access to both properties shall be limited to the existing southern entrance on Grays Mill Road (Route 674). The entrance shall meet all applicable VDOT entrance requirements. The Lee Highway (Route 15/29) entrance and the northern Grays Mill Road entrance shall be removed and returned to a vegetative state. 27. The proposed security gate shall be designed and installed in such a way that the largest vehicles using the site can be fully outside of the Grays Mill Road right-of-way while the gate is opening. 28. Operation, maintenance, performance, and monitoring of the individual discharge sewage treatment system shall be in accordance with all applicable federal, state, and local regulations. 9. The Applicant shall install a water meter or an effluent meter to track water usage. Meter readings shall be reported to VDH any time the operator performs a routine visit for maintenance and monitoring. 33 10.
