Supervisor Asbury led The Pledge of Allegiance to the United States flag followed by the invocation, led by Supervisor Plaster. Supervisor Gillespie welcomed those in attendance and citizens who were participating by conference call. Citizens were able to call in and participate in the meeting by calling (425) 436- 6388 and entering the access code 836650. He also informed those in attendance that there will be a recess at which time the meeting will be reconvened at Nuckolls Hall at the fairgrounds on Fairgrounds Road, Tazewell, VA 24651. AGENDA APPROVED AS AMENDED Upon motion of Supervisor Stacy, seconded by Supervisor Asbury and adopted by a vote of5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby agrees that the topic of Norfolk/Western be pulled from the consent portion of the agenda for further discussion. ROBERT'S RULES OF ORDER SUSPENDED Upon motion of Supervisor Gillespie, seconded by Supervisor Stacy and adopted by a vote of5 to 0, the Tazewell County Board of Supervisors hereby suspends Robert's Rules of Order, allowing the Board to move through the agenda out of order. CONSENT CALENDAR Upon motion of Supervisor Stacy, seconded by Supervisor Hrovatic and adopted by a vote of 5 to 0, the Tazewell County Board of Supervisors hereby approves the following items presented as "Consent Calendar", as amended. The person with the address of 334 Dot St., Richlands, VA 24641 declined to speak. Martha Wollbrink = 178 View Hill, Tazewell, VA 24651 = shared her thoughts regarding the resolutions Supervisor Stacy commented about the agenda packet that was made available at the door. He stated that the first resolution has been revised and the new version is contained in that packet. He explained that these resolutions are statements of belief on behalf of this Board, are neither laws nor ordinances and carry no consequence or sanction, yet reflects the statement that the majority of people in our community wanted voiced. Tazewell County Board of Supervisors * October 4, 2022 * Page 5 Tazewell County Board of Supervisors hereby approve the Resolution entitled Sanctuary for the Rights of the Unborn and the Resolution entitled Promote Life Resolution. Copies of the Resolutions are available in the County Administration Office at 197 Main Street, Tazewell, Virginia 24651. ADMINISTRATIVEFINANCIAL/COUNTY PROJECTS UPDATE Horse shows at fairground County Administrator, Eric Young and Dave White met with Ms. Jeffers regarding having horse shows at the fairground horse arena. Ms. Jeffers is working to organize a non-profit entity and desires to host multiple, regularly scheduled horse shows. Mr. Young believes these events will be beneficial financially. Ms. Jeffers has offered to make improvements to the arena such as fencing and asked that the use of the arena for the demolition derby be limited due to debris which can cause injury to the horses. Mr. Young and Mr. White looked at the track near the livestock market but found several safety issues that would bar use of that facility for the derby. Supervisor Hrovatic asked whether the horse show schedule and the derby schedule might be used during opposite seasons, eliminating the need for repeated dirt replacement. Mr. Young suggested scheduling the derby dates in October and March, which would be outside ofthe horse show season, SO that the dirt would only need to be turned once but new dirt would need to be acquired following a derby event. He said there may also be a way to "recycle" the horse show dirt, but not the derby dirt. Supervisor Gillespie suggested there may be environmental or safety issues involved in the debris deposited in the soil, referring to glass and metal that come off the derby vehicles. Mr. Young mentioned that one suggestion to the Fair Association might be rodeos rather than a demolition derby in terms of revenue for them. Supervisor Asbury pointed out that Gordon Lusk, who recently purchased the Pocahontas High School, is planning to donate the bleachers to the County and those will be used at the fairgrounds. Demolition of old animal shelter building Mr. Young addressed the quote of$7,500.00 that was given for the demolition of the old animal shelter building. He suggested waiting until spring to demo the building since there's no rush to do SO. Supervisor Stacy expressed concern as to whether the bulding/property is secured/posted for liability reasons. Mr. Young stated that the property will be posted/secured if it has not been already. Disaster Relief Resolution The County Administrator spoke about a resolution to enact the flood relief program, which will provide two separate funds, the first being for direct relief to flood victims and the second being for emergency management to direct purchase items for immediate distribution such as bottled Tazewell County Board ofSupervisors * October 4, 2022 * Page 7 which shall come from the donation from the IDA for this purpose and the remaining $6,000.00 is to come from contingency. Consider F350 Upon motion of Supervisor Gillespie, seconded by Supervisor Stacy and adopted by a vote of 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby approve to surplus a 2006 Ford F350 truck (VIN IFTSE4XL6DB23452. Consider 2006 Chevrolet Upon motion of Supervisor Gillespie, seconded by Supervisor Stacy and adopted by a vote of 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby approve to surplus a 2006 Chevrolet truck (VIN IGCHK23DX6F259035. Welding Center Update Mr. Young reported that there are fourteen students enrolled in the program and the adult portion of the program should open this month. He said that equipment availability delayed the preparation and opening of the program and the grant officer has advised that the County request an extension for the Supervisor Hrovatic asked if any local employers have been made aware of the training program. Mr. Young replied that Pemco, Lawrence Brothers and Volvo have both committed to sending employees to the program. Hiking Trails Update Eric Young advised that the County has approval for the environmental permit for the Cavitts Creek hiking trail; however, if DCR determines that the long-eared bat is an endangered species, construction can only take place during certain times of the year. He said the bid process has begun. EV Update During a meeting with Virginia Community Capital, Mr. Young was informed that there is a grant opportunity for EV stations. VCC advised the County to select five locations to be evaluated in a feasibility assessment and VCC will facilitate contact with a company to operate the EV stations and the billing process and share the profit ofthe station with the County. Mr. Young asked for recommendations for EV locations based on the flow of traffic. Supervisor Gillespie recommended getting input from the Town of Tazewell as to potential locations. AASC Mr. Young explained the appointments for AASC. He stated that AASC changed their bylaws, which changed the appointment process such that our Board has two appointments and there are two additional appointments from Tazewell County, but those appointment are not made by this Board. Mr. Young recalled that the Board has already appointed Ginger Branton and Moon Tazewell County Board ofSupervisors * October 4, 2022 * Page 9 Appointments Wireless Service Authority Upon motion of Supervisor Hrovatic, seconded by Supervisor Gillespie and adopted by a vote of 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby defers the Wireless Service Authority appointment until the November meeting. Industrial Development Authority Supervisor recommended that Seth White be appointed to the IDA Board. Chase Collins advised that Mr. White is a current tenant at the Bluestone Industrial Park; however, that relationship predates a possible appointment to the IDA. Upon motion of Supervisor Plaster, seconded by Supervisor Hrovatic and adopted by a vote of 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby appoints Seth White to service on the IDA, pending legal review. Cumberland Mountain Community Services Supervisor Gillespie explained that he has tendered his resignation from the CMCS board in favor of someone who fits the criteria to be able to serve on that board. Upon motion of Supervisor Gillespie, seconded by Supervisor Plaster and adopted by a vote of5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby accepts the resignation of Supervisor Gillespie from the CMCS board and appoints Jared Smith to serve on the CMCS board. BOARD CONCERNS Supervisor Plaster Richlands High School Boys Basketball Upon motion of Supervisor Plaster, seconded by Supervisor Hrovatic and adopted by a vote of5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby approves the amount of$800.00 to the Richlands High School Boys Basketball team for the purchase of shoes for the players. Funds are to come from the Northwestern District discretionary account. The County Administrator is hereby authorized and directed to issue said warrant in accordance with this action and which said warrant will be converted to negotiable check by the Treasurer of Tazewell County, Virginia. Labor ofLove Upon motion of Supervisor Plaster, seconded by Supervisor Stacy and adopted by a vote of5 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby approves the amount of $2,500.00 to Labor of Love to help fund the White Christmas project. Abbs Valley Elementary PTO Upon motion of Supervisor Asbury, seconded by Supervisor Plaster and adopted by a vote of 5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby authorizes the amount of $1,000.00 from Northern District funds to help fund the Fall Festival on October 22, 2022. The County Administrator is hereby authorized and directed to issue said warrant in accordance with this action and which said warrant will be converted to negotiable check by the Treasurer of Tazewell County, Virginia. Supervisor Gillespie Second Tuesday Sewing Group Upon motion ofs Supervisor Gillespie, seconded by Supervisor Asbury and adopted by a vote of5 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby authorize $150.00 to the Second Tuesday Sewing Group from Southern District funds. Funds are to cover the rental cost of the Fuller-Peery Building. The County Administrator is hereby authorized and directed to issue said warrant in accordance with this action and which said warrant will be converted to negotiable check by the Treasurer ofTazewell County, Virginia.
