MINUTES PAGE COUNTY PLANNING COMMISSION May 27, 2025 Members Present Catherine Grech, Secretary, District 1 Jared Burner, Chairman, District 3 Chris Adams, District 2 William Turner, Vice Chairman, District 5 Staff] Present Josh Hahn Cassie Richards Call to Order Chairman Burner called the May 27, 2025 Page County Planning Commission Work Session to order in the Board of Supervisors (BOS) Room located at the Page County Government Center, 103 S Court Street, Luray, Virginia at 7:00 p.m. The call to order was followed by The Pledge of Allegiance and a Moment of Silence. Chairman Burner reminded all commissioners and speakers to please turn on and/or speak into the microphones. Mr. Hahn conducted an attendance roll call. Adoption of Agenda Chairman Burner noted that after discussion with staff, the Unfinished Business agenda item titled "Zoning Ordinance Amendments, Banquet/Event Facilities should be removed from the agenda until staff and Commissioners could discuss conçerns raised by the County Attorney. Ms. Grech made a motion to adopt the agenda, as amended, and Mr. Adams seconded the motion. The motion passed by consensus. New Business A. Adoption of Minutes- May 13, 2025 Ms. Grech made a motion to adopt the minutes, as presented, and Mr. Adams seconded the motion. The motion passed by consensus. B. Zoning Ordinance Amendments: Mobile Food Vending Operations and Restaurants. Mr. Hahn referenced the staff memo. Mobile food vending operations, commonly referred to as food trucks, is currently included in the definition OF-RESTAURANT a use only permitted in the Commercial (C-1) district. However, food trucks are commonly used outside of the C-I zoning district. The Board of Supervisors has requested the Planning Commission address this issue by allowing food trucks outside of the C-1 zoning district. In its draft proposal for a consolidated Zoning and Subdivision Ordinance, the Berkley Group recommended new definitions to encompass restaurants and similar uses, to include definitions and, in some cases, regulations for catering facilities; restaurant, drive-thru; restaurant, general; and restaurant, mobile. Staff modified their proposal in the attached draft, where noted. Mr. Hahn noted that he did not receive specific guidelines from the Board regarding this request, except a general request that food trucks be allowed outside ofthe C-1 district. Lengthy discussion ensued regarding the Zoning Ordinance proposed redline document for restaurants, drive-thru restaurants, mobile food vending operations, and catering facilities. There was discussion regarding why catering facilities were included, since this seems outside the Board's request. Mr. Hahn stated that in using the changes recommended by Berkley Group, which included language regarding catering facilities, he felt it appropriate to address all matters relevant to food services, but that this could be removed from the amendments. Planning Commission Minutes- May 27, 2025 In W-C and A-1 districts, catering facilities should be moved from by-right use to accessory use. In R district, catering facilities should be moved from SUP to accessory use, and mobile food vending operations should be removed, entirely. In I-1, mobile food vending operations should be moved from by-right use to accessory use. Language changes for catering facility parking (S 125 21 (1)). General discussion recommending supplemental regulations be added for catering facilities, similar to that which is included for home occupations. There was lengthy discussion regarding the new recommended supplemental regulations for mobile food vending operations. Mr. Hahn noted that he edited most of these from Berkley Group. Ms. Grech noted, and Mr. Hahn confirmed, that the Berkley Group had not included mobile restaurants as a use in the A-1 and W-C districts this request came from the Board. Numerous changes to the redline were made, which will be reflected in the next redline draft. Discussion included, but were not limited to: o Making signage language conform to existing sign regulations, specifically for temporary signs. C Keeping music prohibition, but adding "amplified" modifier. O Specifying non-alcoholic beverages. C Ms. Grech expressed conçern that A (2) section should not be among other language exempted from zoning rules if regulated by Chapter 55. - The potential need for VDOT approval. The need for a safety area sO pedestrian traffic, such as in the service line for the food trucks, was not too close to parking or traffic areas. Unfinished Business A. Zoning Ordinance Amendments: Banquet/Event Facilities [This item was removed from the agenda.] B. Zoning Subcommittee Report Ms. Grech provided an update on the Zoning Subcommittee. They have moved on to reviewing Commercial uses. The next meeting is June 3, 2025 at 4 p.m. C. Comprehensive Plan Subcommittee Report Ms. Grech provided an update on the Comprehensive Plan Subcommittee. The Subcommittee reviewed "Tourism" at the most reçent meeting. The next subcommittee meeting is June 5, 2025 at 6 p.m. Adjourn Mr. Turner made a motion to adjourn. Ms. Grech seconded the motion.
