MINUTES CITY OF WESTMINSTER Mayor and Common Council Biennial Organizational Meeting May 19, 2025, at 7:00 p.m. 1838 Emerald Hill Lane, Westminster, MD 21157 YouTube Channel Link CALL TO ORDER Elected Officials Present: Mayor Becker, Councilmember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, Councilmember Hoff and Council President Pecoraro. Staff Present: Director of Human Resources Brown, City Administrator Imhulse, Director of Information Technology Moore, and Director of Finance Rodgers. Guest Present: Heather DeWees, Carroll County Clerk of the Circuit Court. PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE Council President Pecoraro led the Pledge of Allegiance and a moment of silence. REPORT FROM MAYOR Mayor Becker opened by thanking her Common Council colleagues for their work over the last four years and looks forward to serving as Mayor for the next four years. COUNCIL COMMENTS AND DISCUSSION Councilmember Chiavacci thank all those who took the time to vote in the 2025 Election. He noted that looks forward to serving for the next four years. Councimember Dayhoff noted that he looks forward to working with the Mayor and Common Council. Councilmember Gilbert noted that she looks forward to working with the Mayor and Common Council. Councimember Hoff thanked all those who came out to vote on a very rainy day. He looks forward to serving another four years. Council President Pecoraro congratulated his colleagues on their election win. Council President Pecoraro looks forward to continuing the work of the Mayor and Common Council. UNFINISHED BUSINESS There was no unfinished business to be discussed by the Mayor and Common Council. NEW BUSINESS City of Westminster Election Results of May 9, 2023 City Administrator Imhulse announced the results of the City of Westminster Election held on Tuesday, May 13, 2025. The total number of votes cast was 827. Of that number the votes cast for each candidate were as follows: Mayor Mona Becker - 678; Nicholas Thomas - 143. Common Council Tony Chiavacci - 702; Dan Hoff - 665. ADJOURMENT SINE-DIE Council President Pecoraro adjourned for a recess at 7:07 p.m. CALL TO ORDER Council President Pecoraro reconvened the meeting at 7:08 p.m. Elected Officials Present: Mayor Becker, Councilmember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, Councilmember Hoff and Councilmember Pecoraro. Staff Present: City Administrator Imhulse, Director of Human Resources Brown, Director of Information Technology Moore, and Director of Finance Rodgers. Guest Present: Heather Dewees, Carroll County Clerk of the Circuit Court. Oath of Office for Mayor Heather DeWees, Carroll County Clerk of the Circuit Court, officiated the Oath of Office for incoming Mayor Mona Becker. Oath of Office for the Common Council Heather DeWees, Carroll County Clerk of the Circuit Court, officiated the Oath of Office for incoming Councimember Tony Chiavacci, and Councilmember Dan Hoff. BIENNIAL ORGANIZATIONAL MEETING Election of Council President Councimember Hoff nominated and moved to elect Councilmember Chiavacci as Council President. Councimember Gilbert seconded the nomination and the motion. VOTE AYES: Councimember Dayhoff, Councilmember Gilbert, Councimember Hoff and Councimember Pecoraro. NAYS: None. Election of President Pro Tem Councimember Dayhoff nominated and moved to elect Councilmember Pecoraro as President Pro Tem. Councimember Gilbert seconded the nomination and the motion. VOTE AYES: Council President Chiavacci, Councimember Dayhoff, Councilmember Gilbert, and Councilmember Hoff. NAYS: None. Council President Chiavacci noted that the Common Council Standing Committee's stand until they will be reseated on Monday, June 9, 2025.
