TOWN COMMISSION REGULAR MEETING MINUTES TUESDAY, MAY 27, 2025 7:00 P.M. OAKLAND MEETING HALL CALL TO ORDER: This meeting was held in-person and livestreamed as a Zoom webinar. Mayor Taylor called the regular meeting to order at 7:00 p.m. This was followed by the Pledge of Allegiance and Invocation by Commissioner Ramos. ROLL CALL: COMMISSIONERS PRESENT: Commissioner Keller Commissioner McMullen Commissioner Ramos Vice Mayor Satterfield Mayor Taylor COMMISSIONERS ABSENT: None PRESENTATIONS: Proclamation - LGBTQ+ Pride Month - June Mayor Taylor read the LGBTQ+ Pride Month Proclamation announcing June 2025 as LGBTQ+ Pride Month. Proclamation - Memorial Day = May 26th Mayor Taylor stated the Memorial Day Tribute at the cemetery had a great turnout, and he thanked everyone for attending. Commissioner Ramos stated this tribute is on its second year. He gave special thanks to residents, Oakland PD, the Boy Scouts, the Commission, and all participants who were in attendance. Mayor Taylor read the Memorial Day Proclamation announcing May 26, 2025, as Memorial Day. Recognition of Amy Quisenberry Price with the West Orange Times Mayor Taylor recognized Amy Quisenberry Price, a reporter with the West Orange Times, for her 35 years of reporting and writing Oakland's story. She has preserved our Town's history one headline at a time, and the Town is forever grateful. He presented her with a gift from the Town and asked if she would be willing to finish a book about the Town called Town of Oakland The Early Years. She emphasized her amazing, unique, spot-on writing skills and her dedication; and further, she stated she would love Amy to finish the book. Vice Mayor Satterfield thanked Amy for her spectacular work, but the bonus was the wonderful friendship she brought to everyone in the Town. CONSENT AGENDA: a. Minutes 5-13-2025 Town Commission Regular Meeting Mayor Taylor announced the item on the Consent Agenda. MOTION was made by Commissioner Ramos, seconded by Vice Mayor Satterfield to approve the Consent Agenda. AYE: Keller, McMullen, Ramos, Satterfield, Taylor NAY: None MOTION PASSED with 5 Ayes, 0 Nays. PUBLIC FORUM: Public comments were as follows: Scott Hren, 305 Edgegrove Lane, shared his concerns regarding the recycled milled roads producing black dust, loose particles, inconsistent durability, and variable aesthetic appeal. He stated the new material on Vick Avenue and Mather Smith Drive started dusting within 24 to 48 hours after the last rainfall; and further, he has videos showing clouds of dust produced by garbage trucks. He stated, "many longtime supporters of unpaved roads now believe the time has come for a better solution, I and said he had a petition stating that 90 percent of the affected residents want safer, cleaner, and more accessible roads. He urged the Commission to halt the asphalt millage project for a more thorough review with resident input for their health, safety, and quality of life; and further, suggested a committee should be put into place to assess current projects and explore alternative material. Rosalyn Jones, 401 W. Gulley Avenue, commended the police department for their community involvement and stated she is grateful for them. She indicated the vacant lot behind her home has overgrown grass and asked if code enforcement can contact the property owner. She further shared a picture of a big snake she saw near her home. o Public Works Director Parker stated the Town is currently looking to hire a code enforcement officer, but he will stop by to look at the vacant lot. Deputy Chief Bryant said that while they are looking for a code enforcement officer, SRO Lake will be stepping in to help out, and he will have her take a look at the property. Town Commission Regular Meeting Minutes May 27, 2025 - Page 2 Annette Bourgault, 305 Edgegrove Lane, spoke about equality and shared her concerns regarding accessibility with walking on her street stating that they have no sidewalks or level surfaces to walk on, and she is concerned with breathing in the dust from the streets. She called this unequitable, disturbing, and unsafe. TOWN MANAGER/DEPARTMENT HEAD REPORTS: Town Manager Report Town Manager Hui announced two upcoming work sessions for a proposed impact fee increase, and the first budget work session will be on June 24, 2025, at 6:00 pm. She reported that staff meetings are underway in reviewing the FY25/26 budget, and staff is reviewing the budget with each commissioner separately. She reported that cuts will need to be made to the FY25/26 budget as the Town is currently in a deficit position with the preliminary budget. She mentioned she is working on two separate ordinances for trees and a cell tower. Department Head Reports Finance Director Leon reported she is waiting for the final figures from the Property Appraiser's Office in order to finalize the budget. Public Works Director Parker stated the roundabout on the west side of town is almost complete. COMMISSION REPORTS: Commissioner Keller stated she attended the Memorial Day Tribute yesterday, which she was honored to attend. Commissioner McMullen stated he had no report. Commissioner Ramos stated he had no report. Vice Mayor Satterfield announced the 5th Grade Flyaway is tomorrow at 9:00 am. Mayor Taylor stated he had no report.
