Implementation of plans, now targeted for those parks and no longer including the Marlboro neighborhood by Taft and Batavia contaminated by a railroad track, will improve our environment with EPA funding of a coalition grant through the OC Council of Governments. Before it was acquired by the City in 1999,Grijalva Park at Santiago Creek had been a railroad site, asphalt batch plant, surface mine, materials processing plant and landfill, with another landfill next to it at Cerro Villa. The city needed more sports parks, and residents in that area had been waiting a very long time for one, noted Mayor Slater while he was a councilmember in 2001. The City applied for and received in 2001 an EPA grant to assess the land, which resulted in the finding of lead contamination, Because methane is often a by-product of landfills, monitoring was done for several years, with none detected. In 2006 the City received an EPA cleanup grant, used for a five-acre soil cover to cap the lead and to prevent leaching into Santiago Creek. The City also applied for and received an Urban Park Grant from California. The Grijalva Park expansion with sports center formally opened in 2011. There has also been a long wait for a skate park, for which the City received a conceptual design for Grijalva last year. Yorba Park, built on the site of another former landfill, was closed in 1998 when methane gas from the dumpsite was detected and the City received notice from the County to mitigate its potential migration. Venting and monitoring systems were installed and the park reopened in 2018, along with the Yorba Dog Park, which also has a methane monitor. A path was added from the parking lot to connect to the Santiago Creek Bike Trail, linking Yorba Park to Grijalva Park and Hart Park. The Santiago Creek Commission and the Santiago Creek Greenway Alliance can provide input, along with the Sustainability Group and all interested residents, on the Market Feasibility Report for Yorba Park. Severe & Persistent Mental IlIness. They provide crucial services such as group therapy & healing activities like art, music & yoga. They also offer vital coping skills ie Stress Management & Trauma Recovery. Services offered are mostly beneficial, but management is whimsical. Those who avail themselves of the free services are called "Members" & assigned a serial number. Wellness Center Orange & its counter part in Lake Forest are both fully funded by County of Orange, which is supposed to have complete oversight & final say as to propriety of activities & rules & regulations that define the operations of these facilities. Members must adhere to 'social agreement" purposely written in vague ambiguous manner, eg expressly prohibits 'offensive" speech but does not define that. So any PoV not acceptable to staff is offensive. It's completely arbitrary & heavily anti Christian. Penalty for saying something "offensive" is suspension, even if there was no ill-intent. Clarvida Wellness Centers aggressively ban mention of Christianity. If Christians have conscientious objection to a given activity, they are told to leave facility, or refrain from coming in the first place. Wellness Center released its June calendar only on last business day in May, not really enough time for any Member to voice concerns about upcoming events. There is widespread dissatisfaction & frustration by Members over the "pride" activities planned in June because they amount to GROOMING. A significant % of Members have mild to moderate Mental Retardation to where they don't qualify for a driver's license & cannot open a bank account. So while theyre chronologically adults, many are not fully legal adults. This grooming by' Wellness Center is unethical & possibly unlawful, depending on maturity & functional level of Member. A look at June calendar reveals jewelry making class now requires Members make "pride" themed creations. Another group, supposed to be for art is now completely pride" centric with creations having to be related to homosexual or transexual stuff. This is deviant,disturbing disgusting, & disrespectful. June 20th, all classes from noon to 4:30 are cancelled SO Wellness Center can promote perverse sexuality they call "pride celebration". Food-insecure members are lured into this pride abomination with enticements of free catered lunch from food trucks. We're asking public bring this to attention of County personell. Wellness Center initially lied, told County the pride celebration" on 20th would be from only 1-2pm but keep changing calendar & according to what we found Wellness Center South website it actually lasts from 1-4:30pm. And when others say they're planning to leave, we are the ones who hold the line. Who protect the services residents rely on. Who keep the City standing through transitions, budget constraints, and emergencies. Now, as we enter contract negotiations, the City has a choice. You have an opportunity--to do right by the people who have been holding things together. To value the work we do, and to ensure we don't lose even more institutional knowledge, experience, and leadership. You have an opportunity to protect city services- -not just through staffing fire and police, but by investing in those who quietly, consistently, and professionally keep this City running every single day.
