City Council Meeting May 27, 2025 1. CALL TO ORDER: Regular Meeting called to order at 6:00pm by Mayor LeBarre. 2. ROLL CALL: City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos DeLeon, Council member Carlos Victoria, Council member Rob Cullen, Council members Oscar Avalos City Staff: City Manager Steven Adams, City Attorney Roy Santos; City Clerk Erica Sonne 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENIS: No reportable action from the last meeting. 5. SPECIAL PRESENTATIONS: A. Swearing in of Stephen Phillips and Michael Rice, New Police Sergeants, by Chief Hunt. Sergeant Rice was pinned by his wife and Sergeant Phillips by his grandson. 6. PUBLIC COMMUNICATIONS: Liz Hall, Waste Management gave a breakdown ofthings coming up.. June 15t, nominations will be excepted for houses and businesses that have beautified their space. Jun 18th is the Kick-off BBQ for beautification week. June 215t is bulky item and hazardous waste drop off at the Salinas Valley Fairgrounds. June 28th compost workshop and give away. Irma Scofield wanted to know the status of a molestation case of her niece because she can't seem to get the status. However, she found out that her sister had gotten a response from the Chief. Steve Vasquez, Operation Manager for CalWater, wanted to let the City know about a new pipeline project on Bassett Street that is happening and they will try to make as little noisy as possible however it will be noisy and dusty. 7. COUNCIL COMMUNICATION5: Council Member Avalos stated he had nothing to report tonight. He just wanted to thank all that attended the fair and KCPD for making it feel safe with their presence. Council member Cullen thanked Councilmember Avalos for all the hard work on the fair. Thanked KCPD for their work at the fair as well. He thanked Councilmember Avalos for attending the April meeting for Salinas Valley Solid Waste Authority in his place. Council Member Victoria stated school will be out next week. CITY STAFF REPORTS AND COMMENTS: City Manager Adams stated the Budget Meeting workshop is Thursday at 4p.m. Finishing touches on the opening of the Visitor and History Center and Downtown Plaza Ribbon cutting this Saturday starting at 11a.m. He also acknowledged CalWater for the Emergency Disaster Training that they supplied and how we appreciated them for that. Consideration: Public Hearing Regarding Vacancies and Recruitment and Retention Efforts City Manager Steve Adams introduced this item. HR Manager Veronica Contreras further introduced this item Chief. James Hunt further introduced this item. KCPOA Vice President Cody Hughes spoke on items that inhibit recruitment and retention of officers to King City in the association's opinion. Mayor LeBarre opened the public hearing. Tara Weaver - former King City Resident feels that officers need incentives, work life balance, vacations and education to make changes happen in a positive way. Terry Garcia - King City resident stated that the need is still here. The City is growing which is nice however the department hasn't grown and it needs to for safety reasons. Officers need more support as far as staffing and public works as well. Irma Scofield - stated she understands now why there is a delay in everything. She feels as a community member that we need to support our police department SO the public feels safer. Mayor LeBarre closed the public hearing. Councilmember Victoria thanked the POA for comments and wanted to know if the Chief meets monthly with the associations. Consideration: New Franchise Agreement with USA Waste of California (DBA Waste Management) for Solid Waste, Recycling and Organics Collection and Processing Services and Rate Adjustment Effective July 1, 2025 City Manager Steve Adams introduced Patrick Mathews. Patrick Mathews introduced this item. Action: Motion to 1) approve the new Franchise Agreement with USA Waste of California (DBA Waste Management, hereinafter "WM") for a ten-year term with up to 2 5-year extensions; and 2) adopt a Resolution approving the recommended rate schedule with a 13.07% rate adjustment effective July 1, 2025 by Avalos and seconded by Victoria.
