ADMINISTRATION OF THE OATH OF OFFICE FOR NEWLY ELECTED CITY COUNCILMEMBER The Oath of Office for Counçimember-elect Betty Martinez Franco was administered by her daughter, Paola Kosmicki, who then presented her with a Certificate of Election. CITY COUNCIL COMMENTS Councilmember Martinez Franco expressed her appreciation to her family and friends, as well as the community, for their support. The Mayor and each Councilmember congratulated Councimember Martinez Franco on her successful election. 1. PRESENTATIONS 1.1 Water Safety Season Floatie Exchange Program Cory Hilderbrand, Community Services Manager, and Jenn Priest, Aquatics Supervisor, provided a brief overview of the Water Safety Season Floatie Exchange Program and responded to questions. The following individuals spoke in support: Julia Christina Shea, Irvine resident Phyllis Agran, Irvine resident and pediatrician at the University of California, Irvine City Council discussion included: noting the statistics related to child drowning deaths and dangers posed by floaties; inquired about anticipated participation; questioned whether the program's focus would be based on participation at William Woollett Jr. Aquatics Center (Woollett); reiterated the availability of existing swim classes/programs at Woollett; and suggested the formation of a water safety committee. By consensus, received and filed. 1.2 Urban Forest Master Plan Update This item was agendized at the request of Mayor Agran, who requested an update presentation regarding the City's existing tree inventory, strategies, and funding options for expanding tree canopy coverage. Prepared by the City Clerk's Office 2 City Council Minutes May 13, 2025 Luis Estevez, Acting Director of Public Works & Sustainability, provided a brief presentation on the City's Urban Forest Master Plan (UFMP). Jay Bruce spoke in support of the UFMP. Beth Krom, Irvine resident and President of the Village Park Community Association Board of Directors, noted the impact of trees as they relate to insurance coverage and spoke in support of community association engagement. Matt, Irvine resident, spoke in support of the City's due diligence related to fire maps and hazards posed by trees, including consultation with local fire authorities. Sylvia Walker, Irvine resident, spoke in support of the UFMP and the inclusion of fruit trees for harvest and potential use in the City's food distribution program. City Council discussion included: inquiring about the inclusion of sufficient resources for the planting and maintenance of trees in the proposed Fiscal Year 2025-27 budget; questioned the timetable for budget approval; inquired about maintenance responsibility for trees planted by the City at the request of homeowners' associations (HOAs); questioned the water needs and fire resistance of replacement trees; inquired about methods employed to remove diseased and infected eucalyptus trees; questioned the selection criteria for proposed City tree planting locations, including priority sites; inquired about specific tree species; questioned plans for the Irvine Business Complex; inquired about engagement with HOAs; suggested a review of areas with minimal tree coverage; questioned challenges experienced with forestation on the utility-owned Walnut Trail; and inquired about the number of licensed arborists in the City. PUBLIC COMMENTS - NON-AGENDIZED ITEMS Susan Sayre, Irvine resident, spoke in support of a proposed Irvine CONNECT ridership survey process that includes survey location numbers at senior centers, village community centers, independent living senior communities, mobile home parks, and City Hall; and an interactive survey structure that would inform participants of street names and amenities on proposed routes. Alan Meyerson, Irvine resident, welcomed Councimember Martinez Franco to the City Council; spoke in support of the City Council's diversity and anticipated collaboration; and suggested that critics of the proposed Whoosh gondola system wait for full information availability and completion of negotiations prior to taking a position. Prepared by the City Clerk's S Office 3 City Council Minutes May 13. 2025 Wing Chow, Irvine resident, spoke in support of the City's monthly distribution of 30-pound grocery boxes to eligible residents and the Irvine CONNECT system. A representative on behalf of California Precinct Activators spoke in support of City Council accountability related to Constitutional matters and in opposition to perceived violations of the supremacy clause including Sharia law and sanctuary cities. Robin Gurien spoke in opposition to a recent pattern of inconsistent allowances of Councilmember responses to public comments. Patty Le and Quan Narula spoke in opposition to the proposed Whoosh gondola system in the Great Park. Crit Van Tuyl, founder of the Irvine Dog Park Association, spoke in support of an increased number of dog parks in the City. Jason Garshfield, Irvine resident, welcomed Councilmember Martinez Franco to the City Council; expressed concern about increased locking of merchandise at retail establishments; spoke in support of rent abatements by Irvine Company in instances where repairs violated tenants' rights; and in opposition to the time management of City Council meetings. Mona congratulated Councimember Martinez Franco for her election to the City Council; noted a recent Democrats of Greater Irvine meeting that took place; and spoke in support of Councilmember Liu's MENA Inclusion Act memo and freedom of speech. Dane Carstens spoke in support of Irvine serving as a sanctuary city for its immigrant population; and spoke in opposition to Israeli military operations in Gaza and recent tactics employed by the Department of Homeland Security. Kahlila Mudarri-Spencer spoke in support of Palestine and City Council action to prevent Immigration and Customs Enforcement activity in the City. Jay Bruce spoke in support of utilizing public funds for programs that benefit the community such as Irvine CONNECT, and noted previous uses and applications of the term "fiscal responsibilty" by the City Council. Adam Totounji, Investment Advisory Committee member, congratulated Councilmember Martinez Franco for her election to the City Council and the service that she will provide to the community. Doug Elliott, Irvine resident, Community Services Commissioner, and Orange County Power Authority (OCPA) Community Advisory Committee Member, noted recent community benefits provided by OCPA. Stanley noted the incompatibility of Sharia law with the United States Constitution. Eric Neshanian, Irvine resident, noted the absence of Robert Fluor, James Irvine, and James Irvine, Jr., from the Wall of Recognition; questioned the lack of business licenses held by Councilmembers Carroll and Liu; and spoke in support of dissolving the Diversity, Equity, and Inclusion Advisory Committee. Jeremy congratulated Councilmember Martinez Franco on her election to the City Council and spoke in support of agendizing a ban on use of cell phones on the dais. Dee Fox, Irvine resident, spoke in opposition to a lack of transparency at the OCPA and in support of City's withdrawal. CITY MANAGERS REPORT City Manager Chi provided a brief update regarding the Marine Way Grade Separation and Borrego Channel Undercrossing, noting that staff had worked to finalize all contracts related to the project, which would consist of on-site construction of a 100-foot wide, 100- foot deep, and 45-foot-tall box culvert beginning in June that would be jacked into place over a four-day period in December. In response to feedback and questions related to Swyft Cities and the proposed Whoosh system in the Great Park, City Manager Chi also announced that staff was looking to agendize the matter, including its assessment of all mobility options and a complete accounting of all work completed to date, at the May 27, 2025, Great Park Board meeting. ANNOUNCEMENTSICOMMITTEE REPORTSICOUNCIL REPORTS Councilmember Go Councilmember Go was recently sworn in as a member of the Orange County Transportation Authority Board of Directors (Board), and expressed interest in working with the Board to deliver improvements that include Irvine Transportation Center enhancements and traffic reduction efforts near the Interstate 5 exit at Sand Canyon Avenue. Councilmember Go invited members of the public to attend the Wildfire Preparedness and Home Insurance Town Hall in partnership with Mayor Agran, the Office of California Insurance Commissioner Ricardo Lara, the Orange County Fire Authority, and Irvine Police Department. Discussion topics will include homeowner insurance, fire preparedness, local emergency response, and regional and federal initiatives. Both in-person and virtual attendance will be available. Prepared by the City Clerk's Office 5 City Council Minutes May 13, 2025 Councilmember Liu As the City's representative to the Orange County Sanitation District, Councilmember Liu reported that work has continued at the Main Street Pump Station, where crews are rehabilitating pipelines, pumps, and valves. Construction will continue to take place from 7 a.m. to 5:30 pm with occasional lane reductions and increased noise on westbound Main Street. The Orange County Fire Authority (OCFA) recently held a joint hazardous materials training at the University of California, Irvine, that included participation by campus police, the Orange County Health Care Agency, and Newport Beach Fire Department. The City is undertaking the following in preparation for the upcoming summer and wildfire season: - Adoption of the 2025 Fire Hazard Severity Zone map, which was recently released by the California Office of the State Fire Marshal.
