CITY COUNCIL MEETING Tuesday, May 06, 2025 Regular Meeting 6:00 PM City Hall - City Council Chambers 425 Webster Street, Colusa, CA. 95932 MINUTES CALL TO ORDER- Mayor Codorniz called the meeting to order at 6:00 pm. ROLL CALL Council Members Vaca, Markss, Conrado and Mayor Codorniz were present. Council Member Ponciano was absent/excused. PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA -There was council consensus on the agenda approval. PUBLIC COMMENTS - Citizen Dora Green expressed her frustrations with city streets flooding their triplex at 6th and Parkhill). She said she called the city last Fall for help but nothing was done. She also expressed the issues she has had with the sewer system. PRT Chair (Parks, Recreation & Tree Commission) Elizabeth Yerxa expressed her concerns about the 100-foot flagpole to be installed at the entrance of the State Park/Boat Ramp. She recommended an attractive, informative plaque with artistic sculpture and landscaping. CONSENT CALENDAR - All items listed on the Consent Calendar are considered. by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, in which case, the item will be removed: for separate consideration. 1. Approve April 15 Council Draft Minutes 2. Receive and File - Police Department March report 3. Receive and File - Code Enforcement April report ACTION: Motion by Council Member Markss, seconded by Council Member Vaca, to approve the consent calendar. Motion passed unanimously. COUNCIL MEMBER ICITY MANAGER REPORTS AND STAFF COMMENTS Councilmembers provided updates on meetings and events they attended. City Attorney Jones will provide a report from the City Attorney League of California Cities conference. City Manager Cain provided updates on projects and meetings. Police Chief Fitch provided updates in the Police Department. Fire Chief Conley provided updates in the Fire Department. Jake Morley provided updates in the Planning Department. Grant Writer Ash provided updates on grants. PUBLIC HEARING 4. Public Hearing to introduce Zoning Ordinance 49 Grant Writer Ash and Planning Consultant Morley provided information about the dwelling units and answered council and public questions. This Ordinance is based on state standards. Public Hearing opened at 6:32 pm with the following comments: Citizen Elizabeth Yerza inquired about property taxes. Bob Buckner, Colusa County Assessor, asked for clarification on a section. Public Hearing closed at 6:41 pm. ACTION: Motion by Mayor Pro-Tem Conrado seconded by Council Member Vaca to introduce and read by title only the "Ordinance of the City of Colusa City Council adding a new. Article 49 - Accessory Dwelling Units and Junior Accessory Dwelling Units to Appendix A- Zoning of the City of Colusa Municipal Code and finding this action exempt from the California Environmental Quality Act I with the exclusion of the last sentence of Section 49.06. Motion passed 4-0 by the following roll-call vote: AYES: Markss, Vaca, Conrado, and Codorniz. NOES: None. ABSENT: Ponciano. COUNCIL CONSIDERATION 5. Consideration of the revised Lease Agreement with SF Metalworks for continued tenancy in the Colusa Bio innovation Center City Manager Cain provided the report. Public Comments: Ron Moore, SF Metalworks discussed the improvements he made and his future expansion. ACTION: Motion by Council Member Markss, seconded by Council Member Conrado to adopt Resolution 25-24 approving a Lease with Ronald Joe Moore at 1480 Will S Green for 12,933 square feet and authorizing the City Manager to sign the lease agreement. Motion passed 4-0 by the following roll-call vote: AYES: Markss, Vaca, Conrado, and Codorniz. NOES: None. ABSENT: Ponciano. 6. Consideration to purchase Surplus Type 1 OES Engine, and approval to use Colusa Collision Center for painting services. Fire Chief Conley provided the report. ACTION: Motion by Council Member Vaca, seconded by Mayor Codorniz, to adopt Resolution 25-25 authorizing the purchase of a Surplus Type 1 Fire Engine from the Office of Emergency Services and approving the use of the Colusa Collision Center for painting services. Motion passed 4-0 by the following roll-call vote: AYES: Markss, Vaca, Conrado, and Codorniz. NOES: None. ABSENT: Ponciano. DISCUSSION ITEMS Police Chief Fitch and Sadie Ash explained possible grants and loans for the future Police Department. Sadie Ash explained that the Clean California grant is for park improvements. City Manager Cain provided an update on the Arco project.
