CITY OF CITRUS HEIGHTS CITY COUNCIL MINUTES Special and Regular Meeting of Wednesday, May 28, 2025 City Hall Council Chambers 6360 Fountain Square Dr., Citrus Heights, CA CALL SPECIAL MEETING TO ORDER The special meeting was called to order at 5:01 p.m. by Mayor Karpinski-Costa. 1. BUDGET WORKSHOP 2. SUBJECT: Fiscal Year (FY) 2025/2026 and 2026/2027 Biennial Budget Overview Discussion STAFF REPORT: S. Talwar IA. Preciado RECOMMENDATION: Staff recommends the City Council receive an update and provide feedback on the preliminary FY 2025/2026 and 2026/2027 Biennial Budget. Administrative Services Director Talwar delivered a presentation providing a general overview of the Budget approach, all City funds, and revenues and expenditures. She reported that the proposed Fiscal Year 2025/2026 and 2026/2027 Biennial Budget was reviewed with the Finance Committee and individual City Council Members the week of May 12, 2025. Senior Accountant Jenkins reviewed the proposed General Fund Revenues in more detail. She explained that investment revenue is projected to go down due to the City spending more on infrastructure than investments. Finance Manager Preciado reviewed the proposed General Fund Expenditures in more detail. He reported that, for the first time, a proposed vacancy factor is included in both fiscal years, which will cause cost savings in salaries and benefits. Department Directors each presented their own budgets. Director Talwar discussed proposed position requests and changes and reviewed the 10-year financial forecast. General Services Director Cave presented the 5-year Capital Improvement Program. Manager Preciado presented the Appropriations (Gann) Limit. City Council comments and questions were received throughout the presentation. City Manager Feeney thanked the Council Members for their engagement in the budget process and staff for their efforts in developing the budget and administering funds in the best interests of the City. Presentation by Republic Services - Annual Report and Scholarship Awards Annah Rulon presented the Republic Services 2024 Annual Report and reviewed the services provided to the residents of Citrus Heights, including curbside collection, recycling, Neighborhood Clean-ups, and seasonal supplemental programs. She discussed community volunteer activities of Republic Services employees and Outreach and Education highlights. She reported on the materials collected, landfilled and diverted from the landfill, as well as recycling highlights. Megan Smith Fajardo of Republic Services and Jonathan Wesson of the San Juan Education Foundation announced the 2025 Sustainability Scholarship winners. Makenzie Dawson of Mesa Verde High School and Tristyn Scott of Del Campo High School each received $1,000 awards and were presented with certificates by Mayor Karpinski-Costa and the City Council. 5. Annual Presentation by the Sacramento-Yolo Mosquito & Vector Control District Luz Maria Robles, Public nformation Officer of the Sacramento-Yolo Mosquito & Vector Control District, provided the 2025 presentation discussing the current issues and challenges related to mosquito control. She gave a reminder of the services the District provides. City Council comments followed. He provided an update on Hoopes Drive and made suggestions regarding additional police/code enforcement needs. COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Nelson reported on attending the Memorial Day Mass at Calvary Cemetery and the American Legion #637 event at Sylvan Cemetery. She attended the State of Tourism event put on by Visit Sacramento. Council Member Schaefer reported on attending a Finance Committee meeting. He attended the Memorial Day event at Sylvan Cemetery. He attended the re-grand opening of Master Donuts. He gave ar reminder of the upcoming heat wave and encouraged everyone to visit local ice cream shops. Vice Mayor Lopez-Taff reported on meeting with Kathilynn Carpenter, Executive Director of the Sunrise MarketPlace Property and Business Improvement District. She attended a budget briefing with City staff, as well as the Big Day of Service event. She discussed attending her Neighborhood Area meeting featuring Police Chief Turcotte. She attended the San Juan Unified School District Most Valued Partner Awards, where City Clerk Van accepted the Most Valued Partner Award on behalf of the City. She provided a report from the Sacramento Public Library Authority Board meeting. She attended the Memorial Day service at Sylvan Cemetery. Mayor Karpinski-Costa reported on attending the Big Day of Service event. She hosted Monday with the Mayor and encouraged community members to attend. She attended a meeting of the Sacramento-Yolo Mosquito and Vector Control District and discussed information on potential sources of mosquito production. She attended a Citrus Heights Chamber of Commerce meeting. She attended the ribbon cutting ceremony for Caravan Uzbek Cuisine and presented a Certificate of Recognition. She reported on attending a Finance Committee meeting. She attended the Memorial Day service at Sylvan Cemetery. She attended the Area 10 Sylvan Old Auburn Road (SOAR) Neighborhood Association meeting featuring the Citrus Heights Historical Society. She reported on attending a briefing with the General Manager of the Sacramento Area Sewer District as well as the Board of Directors meeting, where the Fiscal Year 2025/26 budget was approved. She and Council Member Middleton attended a meeting with City Manager Feeney, City staff and the owner of Sunrise Mall. CONSENT CALENDAR 6. Move to Determine the Proposed Amendments are Exempt from the California Environmental Quality Act (CEQA) Under Section 15061(b)(3) of the Guidelines; and b. Move to Introduce for a First Reading, read by title only and waive the full reading of Ordinance No. 2025- 003, An Ordinance of the City Council of the City of Citrus Heights amending various sections of Chapter 106 of the Citrus Heights Municipal Code (Zoning Code Section) C. Move to Adopt Resolution No. 2025-034, A Resolution of the City Council of the City of Citrus Heights, California, repealing and replacing Appendix B of the Stock Ranch Guide for Development and Amending Figure 3.4 of The Boulevard Plan Senior Planner Bermudez provided information on the staff report and associated documents. She stated that the aim of this item is to amend the documents to expand the allowable land uses in the City; to streamline the permitting process; to align terminology across Planning documents; and to advance the Economic Development Work Plan adopted by the City Council. The amended documents were provided to the public for review and comment and no comments have been received. They were also presented to the Planning Commission and recommended for approval. SUBJECT: Rangoon Grocery - 7601 Sunrise Boulevard - Request for Letter of Public Convenience and Necessity (PLN-25-02) STAFF REPORT: C. Kempenaar /S. Lui RECOMMENDATION: Staff recommends the City Council review the application for the Public Convenience and Necessity and make one of the following motions: a. Move to approve the Letter of Public Convenience and Necessity to allow the issuance of a Type 21 license for the sale for beer/winelspirits for Rangoon Grocery at 7601 Sunrise Boulevard. b. Move to deny the Letter of Public Convenience and Necessity to not allow the issuance of Type 21 license for the sale for beer/wine/spirits for Rangoon Grocery at 7601 Sunrise Boulevard. The Community Development Department provided a presentation. Director Kempenaar stated that this public hearing is a requirement of the California Department of Alcoholic Beverage Control (ABC) and allows the City Council to determine if additional liquor licenses are serving a public convenience and necessity. Associate Planner Lui provided more details about the application and displayed a map showing current ABC licenses in relation to the proposed license at Rangoon Grocery. The Applicant is requesting a Type 21 License (off-sale beer/wine/spirits). The application was reviewed by City staff and the Police Department and there was no opposition to the issuance of the license. Mayor Karpinski-Costa opened the public hearing at 7:19 p.m. Applicant Eaint Poe Ou, owner of Rangoon Grocery, and his representative addressed the City Council explaining the types of alcohol they intend to sell with a Type 21 License and responded to Council questions. Public Comment Surjit Kahlon spoke in opposition to the Letter of Public Convenience and Necessity. Gurpreet Singh spoke in opposition to the Letter of Public Convenience and Necessity, stating that there are too many liquor licenses in the area. Karamjit Minhas spoke in opposition to the Letter of Public Convenience and Necessity, citing concerns of too many homeless individuals gathering around the liquor stores. Dimitrios Lambros Tsarnas, Jr. spoke in opposition to the Letter of Public Convenience and Necessity, citing concerns of too many homeless individuals gathering around the liquor stores. Kathy Morris spoke in opposition to the Letter of Public Convenience and Necessity, stating that there are plenty of other places in the area that sell liquor; this proposed location has limited access and is not a good place for a liquor license. Mayor Karpinski-Costa closed the public hearing at 7:32 p.m. City Council comments followed. ACTION: On a motion by Council Member Schaefer, seconded by Council Member Nelson, the City Council approved the Letter of Public Convenience and Necessity to allow the issuance of a Type 21 license for the sale for beerlwine/spirits for Rangoon Grocery at 7601 Sunrise Boulevard. SUBJECT: Compliance with Assembly Bill 2561/Government Code Section 3502.3 regarding Vacancies, Recruitment and Retention Efforts STAFF REPORT: S. Talwar /B. Lorda RECOMMENDATION: Staff recommends the City Council receive and file the presentation for information purposes. Human Resources Manager Lorda provided a presentation. She reviewed the City's vacancies by month and recruitment process. She reported that the City's average vacancy rate each month is 8.94%. She provided 2024 statistics, including a retention rate of 89.34%, which is a positive indicator. Council comments and questions followed. SUBJECT: Neighborhood Clean-up Update DEPARTMENT: General Services Page 7of8 Printed on Recycled Paper Citrus Heights City Council Wednesday, May 28, 2025 Republic Services distributed materials to the City Council at the dais. Operations Manager Poole provided a presentation on efforts to date since the contract with Republic Services was amended in November 2024 to start enforcing the 48-hour set-out rule for the curbside bulky trash collection service. She discussed the history of the Neighborhood Clean-up Program, its challenges, enforcement implementation and next steps. She reviewed the customer education and outreach that has been offered to the community regarding program changes. She noted that no penalties have been issued to date. City Council comments and questions followed. CITY MANAGER ITEMS City Manager Feeney provided a presentation. He announced the groundbreaking ceremony for the Habitat for Humanity community on Sayonara Drive, scheduled for June 2. He discussed community meetings scheduled for June 21 for Congressman Bera and Supervisor Rodriguez. He announced that the City Scoop events are scheduled for June 4, July 16 and August 20 at various locations. He reported that the Sacramento Municipal Utility District (SMUD) will be removing palm trees in the median as part of a major transformer replacement project. He noted that the Sunrise Boulevard Pavement Resurfacing project has begun. He highlighted the Most Valued Parter Award presented to the City on May 21 by the San Juan Unified School District. He commended Manager Lorda for being recognized as a 2025 Top Influencer in Local Govemment by Engaging Local Government Leaders. ITEMS REQUESTED BY COUNCIL MEMBERS / FUTURE AGENDA ITEMS Mayor Karpinski-Costa requested that the annexation of two corner parcels at Fair Oaks Boulevard and Madison Avenue be revisited, and Council Member Schaefer concurred.
