SUBJECT: City Council Project Tour of the Denver Metro Area Presentation STAFF REPORT: C. Kempenaar RECOMMENDATION: Study Session Presentation City Manager Feeney introduced the item which will provide a detailed overview of the project tour and some key takeaways from the study mission that are relevant to Citrus Heights. Community Development Director Kempenaar and Economic Development & Community Engagement Director Huber gave a presentation on the City Council Project Tour of the Denver Metro Area including Belmar (Lakewood), Downtown Westminster, Edgewater Public Market, and 40 West Arts District (Lakewood). What is now known as Belmar, originally opened in 1965 and the mall slowly declined until closure in 2001. The City of Lakewood identified a need for a public/private partnership and partnered with Continuum Partners to develop the old mall. Utilizing the public/private partnership, Belmar was developed in several phases and today covers 22 city blocks and has created over 2,500 jobs in 110 businesses, about two million square feet of retail space and 375,000 feet of office space, and about 1,200 residential units. The Belmar project includes $160 million in public improvements such as streets, infrastructure, parking garages, parks and stormwater detention. In Westminster the city decided to act as the master developer and the city invested $120 million between the mall purchase and infrastructure investment. This resulted in a long-term return on investment of 50+ years, and the city was able to have control of development and determining purchases of development sites. They presented an overview of the Edgewater Public Market that was a former grocery store that had been vacant for quite some time and the city purchased the property to control its destiny. The city partnered with a developer and now the public market houses several different shops including food and retallentertainment, They presented an overview of the 40 West Arts District which is an arts-focused business improvement district. SUBJECT: Ordinance Amending Citrus Heights Municipal Code Chapter 38 - Fire Prevention and Protection, Article II. - Fireworks, Sections 38-78 and 38-81 STAFF REPORT: M. Wells / R. Jones RECOMMENDATION: Introduce for a First Reading, and read by title only, of Ordinance No. 2025- An Ordinance of the City of Citrus Heights Amending Citrus Heights Municipal Code Chapter 38 - Fire Prevention and Protection, Article III. = Fireworks, Sections 38-78 and 38-81 Police Chief Turcotte presented the ordinance amendments to include clarification of host's liability to better explain when and where they would be liable ift the violation occurs in the public right-of-way adjacent to the host's private property, which includes the streets, sidewalks or any property that appears to be under the host's immediate control. The penalties for violation of this code are proposed to be increased to $1,000 for the first violation, $2,500 for the second and $5,000 for the third. City Council questions and comments followed. Public Comment David B. Shelton spoke in support of increased enforcement of illegal fireworks. City Clerk Van read the following written comments submitted by Cherie McCormick, "I am glad to see that this amendment is being worked on. live between Carriage, Van Maren, Auburn, and Cobalt, have no problem with people shooting off their fireworks (Legal) within a reasonable time, but when some decide to set off their illegal ones at 10:30 pm or later, iti is very disturbing to all concerned. Not only does it disturb those sleeping the animals are affected as well." Van RECOMMENDATION: Staff recommends the City Council consider appointing two councilmembers to a limited-term City Council Arts & Culture Ad Hoc 2x2 Committee City Clerk Van reported that at the March 12, 2025 City Council meeting, the City Council received a presentation on proposed arts and culture programming to further support arts and culture in Citrus Heights. As part of the discussion the City Council discussed creating a City Council ad hoc 2x2 committee comprised of two council members that would be added to the annual appointments listing which the Mayor make in January of each year. ACTION: On a motion by Council Member Schaefer, seconded by Council Member Nelson, the City Council confirmed the appointments of Council Member Middleton and Council Member Nelson to the City Council Arts & Culture Ad Hoc 2x2 Committee. SUBJECT: Discussion Concerning City Council Stipends for Service on Various Regional Boards and Commissions STAFF REPORT: A. Van RECOMMENDATION: Staff recommends the City Council review the options presented and provide direction to staff City Clerk Van reported that at the March 12, 2025 City Council meeting two councimembers requested that a discussion item be brought back at a future meeting to discuss stipends that the councilmembers receive from various regional boards. Pursuant to California statutes councilmembers may not personally accept compensation, above the $1,900 maximum, from other boards if the stipend was not established by a separate statute. Jones RECOMMENDATION: Council to consider Resolution No. 2025-020 A Resolution of the City Council of the City of Citrus Heights, California, Approving an Amendment to the Employment Agreement Between the City Manager Ashley J. Feeney and the City of Citrus Heights City Attorney Jones reported the proposed amendments would be to adjust the base salary to $24,167 a month, a car allowance of $500 per month, and a cost-of-living adjustment consistent with unrepresented employees. The Contract would be an at-will contract that is ongoing unless terminated by either party. SUBJECT: Police Department Annual Report DEPARTMENT: Police Department Chief of Police Turcotte presented the Police Department Annual Report. He noted some of the promotions that have occurred over the last twelve months. He highlighted the department's 2024 goals and accomplishments that included a continued focus on CARES campaign support / quality of life enforcement, illegal drug possession and intoxication enforcement, revitalize crime and traffic strategic enforcement program, animal services enhancement, and youth safety and engagement. He provided Police Department statistics which included an increase in crimes against persons of 6.68%, decrease in crimes against property of $1.02% and an increase in crimes against society of 77.31%. In 2024, a total of 6,755 traffic citations were issued and 355 DUI arrests were made. He also provided department statistics for the Code and Rental Housing Enforcement and Animal Services Unit. Page 5 of6 6 Printed on Recycled Paper Citrus Heights City Council Wednesday, April 9, 2025 CITY MANAGER ITEMS City Manager Feeney reported that over 250 attendees participated in the Habitat for Humanity interest meeting. He announced National Drug Take Back Day is April 26. He also announced a community workshop will be held on April 29 for the Citrus Heights Gateway Activation Project. He announced the City is participating in the Big Day of Service to be held on May 17.
