The Easter Egg Hunt and the 321 Plant Swap were excellent events. She thanked all ofthe city employees for you for supporting 322 our City the way they do. 323 324 Commissioner Larkin stated the Plant Swap was a great event. He learned a lot, especially about 325 bonsai trees and how you could bonsai any tree. Mark gave thanks to the staff for doing what 326 they do day in and day out, SO they can do what they need to do. 327 328 Commissioner Evans-Robinson thank all for attending this evenings meeting. She thanked Mr. 329 Bennett for bringing his issue to the attention of the Board in a way that was looking to help 330 with solutions. She stated that the Appearance Committee did an impeccable job on the Plant 331 Swap. She confessed that she did not know the City hosted a plant swap. This was her first one 332 and can not wait until next year. Lastly, She thanked the City ofHavelock Citizens for putting 333 her in the Commissioners seat. 334 335 Commissioner Walsh thanked the Fire and Police departments for all they do on a regular basis. 336 He also thanked the Public Works Department and the Public Utilities Department for their 337 outstanding hard work. He stated that their hard work did not go unnoticed. Lastly he asked for 338 prayers for his sons girlfriend as she is battling cancer. 339 340 Commissioner Cantey expressed his apologies for missing the Plant Swap. He was with this 341 Havelock High School Band that morning. Hats off to Parks and Recreation Department for all 342 oftheir work on the City's outdoor Events. He stated Kim Walters has never missed a beat since 343 stepping into the role of Finance Director. He thanked Public Servies for all their hard work 344 keeping the city clean and the water and sewer running. Lastly, he thanked Fire/Ems and Police 345 for what they do and believes there might be a need to have a listening session of pulling over 346 and protocol for when emergency vehicles are on the road. 347 348 MAYOR'S REPORIS/COMMENTS 349 350 Mayor Lewis shared that Tom Braaten was given the North Carolina S.T.E.M. The presented proclamation calls upon all 73 citizens and organizations of] Havelock to acquaint themselves with the issues involved within 74 public works. In addition, the proclamation recognizes the contributions that public works 75 officials/staff make every day to our health, safety, comfort, and quality of life. 76 77 Mayor Lewis publicly submitted Proclamation #24-P-08, proclaiming the week of May 18-24, 78 2025 as National Public Works Week in the City ofHavelock. The Mayor also thanked the First 79 Methodist Church in Havelock who provided a generous amount of snacks for the Public Works 80 employees. 81 82 OFF TO] PURCHASE - 206 HOLLYWOOD BOULEVARD - FINAL RESOLUTION 83 84 As initially reported at the January 13, 2025 meeting, the City received an executed "Offer to 85 Purchase and Contract" for 206 Hollywood Boulevard, along with the required deposit. This 86 property isj jointly owned by the City ofHavelock and Craven County as a result of a foreclosure. 87 It was listed on Craven County's website as available for purchase. 88 89 Based on the offer, the Board adopted a resolution at the March 24, 2025 meeting authorizing 90 the City Manager to begin the upset bid process for the property. Craven County adopted a 91 similar resolution on March 17, 2025.. An advertisement for upset bids was published on April 92 3, 2025, with a 10-day period for any upset bids to be submitted. No upset bids were received 93 by either the City or the County. 94 95 This evening, a final resolution is presented for the Board's consideration to accept the offer 96 and authorize the execution ofthe original deed and related documents once the bid is formally 97 accepted by Craven County. He has had issues with repeat trespassers, even after court appearances. One 41 individual received a suspended sentence with the condition of staying off the property but has 42 returned. Mr. Bennett wants to now the correct procedure for handling trespassers, including 43 whether they should be re-arrested or if further action with the magistrate is needed. 44 Mayor Will Lewis stated the city will schedule a meeting with the Chiefof Police to discuss the 45 issue and determine the next steps. If needed, the Chief will consult with the city attorney for 46 further information. Mr. Bennett welcomed the meeting and stated he has invested in extra 47 lighting and motion-activated cameras around the buildings. He emphasized the importance of accountability, referencing a previous 55 discussion about the Boys and Girls Club.
