Clinton NORTH CAROLINA MAY 6. 2025, CITY COUNCIL MEETING The City Council of the City of Clinton, North Carolina, met in a regular session at 7:00 PM on May 6, 2025, in the City Hall Auditorium. Mayor Starling presided. Councimembers Ruggles, Corbett, Strickland, DuBose, and Mayor Pro Tem Becton were present. City Attorney Joel Starling, Jr., of The Law Office ofW. Joel Starling, Jr., PLLC, was present. Also present were City Manager James Duncan, HR Director Natalie Blue, Assistant Police Chief Adrian Mathews, Fire Chief Hagan Thornton, Parks and Recreation Director Garrett Bryant, Police Chief Anthony Davis, Public Works Director Chris Medlin, Senior Planner Lyle Moore, Finance Director Rhonda Sommer, and City Clerk Elaine F. Hunt. Planning Director Mary Rose was absent. Carson Kriger of The Sampson Independent was present. Sylvia Chestnutt of The Sampson Weekly was absent. Mayor Starling called the meeting to order. He informed the group that he, City Manager Duncan, Fire Chief Thornton, Police Chief Davis, Interim County Manager Hudson, and Chairman Allen McLamb, traveled to Raleigh on this day and met with Steve Troxler, NC Commissioner of Agriculture, Senator Brent Jackson, Representative William Brisson, and Representative Jimmy Dixon to discuss the ag waste spills. Mayor Starling stated that the meeting was very productive. Mayor Starling asked Councilmember Wanda Corbett to introduce the next speaker. Councilmember Corbett stated that her pastor oversees two churches and serves as a district elder. She praised him for all he does and introduced him to the group, District Elder Anthony Flow, Pastor of Saint Stephens United Holiness Church, Turkey, NC. Pastor Flow gave a heartwarming prayer. CITY COUNCIL = APPROVAL OF THE MINUTES Councilmember Strickland, seconded by Councilmember Ruggles, moved that the minutes of April 1, 2025, regular and April 15, 2025, special city council meetings be approved unanimously. PROCLAMATION = NATIONAL PUBLIC WORKS WEEK = MAY18 - 24, 2025 Upon a motion made by Mayor Pro Tem Becton, seconded by Councilmember Strickland, the following proclamation passed unanimously: National Public Works Week Proclamation May 18-24, 2025 "People, Purpose, Presence" WHEREAS, it is in the public interest for the citizens, civic leaders, and children in the City of Clinton, North Carolina, to gain knowledge of and maintain an ongoing interest and understanding ofthe importance of Public Works and Public Works programs in their respective communities; and WHEREAS, this year's theme, "People, Purpose, Presence," highlights three cornerstone ideals that motivate public works professionals to serve in their communities every day, working in the background to advance quality ofl life for all; and WHEREAS, Public Works professionals focus on infrastructure, facilities, and services that are ofvital importance to sustainable and resilient communities and the public health, high quality of life, and well-being oft the people oft the City of Clinton; and WHEREAS, these infrastructure, facilities, and services could not be provided without the dedicated efforts of Public Works professionals, who are engineers, managers, and employees at all levels ofg government and the private sector, who are responsible for rebuilding, improving, and protecting our nation's transportation, water supply, water treatment, and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and WHEREAS, 2025 marks the 65th Annual National Public Works Week, sponsored by the American Public Works Association. PROCLAMATION - NATIONAL POLICE WEEK - MAY 11 -17,2025 Upon a motion made by Councilmember Strickland, seconded by Councilmember Ruggles, the following proclamation passed unanimously: NATIONAL POLICE TVER WEEK PROCLAMATION NATIONAL POLICE WEEK 2025 May 11-17, 2025 WHEREAS, there are more than 800,000 law enforcement officers serving in communities across the United States, including the dedicated members of the City of Clinton; and WHEREAS, since the first recorded death in 1786, there are currently more than 24,000 law enforcement officers in the United States who have made the ultimate sacrifice and been killed in the line of duty, including Officer Donald Tucker ofthe City of Clinton Police Force; and WHEREAS, the names ofthese dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, DC; and WHEREAS, it is essential that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and WHEREAS, the citizens of Clinton recognize and appreciate the contributions made by law enforcement officers at all levels of government. PROCLAMATION - SMOKE ALARM SATURDAY - JUNE7,2025 Upon a motion made by Councilmember Strickland, seconded by Councilmember DuBose, the following proclamation passed unanimously: Proclamation Smoke Alarm Saturday Whereas, Smoke Alarm Saturday is a one-day, statewide smoke alarm canvassing event to bring awareness ofthe need to have working smoke alarms in homes; and Whereas, fire departments across North Carolina come together on the first Saturday in June to help educate their communities on how to be as safe as possible in a home fire; and Whereas, the City of Clinton is committed to ensuring the safety and security of all those living in and visiting our City; and Whereas, fire is a serious public safety concern both locally and nationally, and homes are the locations where people are at the greatest risk of fire; and Whereas, in 2024, there were 123 fire-related deaths across North Carolina, involving 108 fatal fires, including five vehicle fires; and Whereas, fire fatalities occurred in sixty of North Carolina's 100 counties, highlighting the widespread impact oft this public safety issue; and Whereas, working smoke alarms cut the risk of dying in reported home fires in half, and residents who have planned and practiced a home fire escape plan are more prepared and will, therefore, be more likely to survive a fire; and Whereas, Clinton's Fire Department is dedicated to reducing the occurrence of home fires and home fire injuries through prevention and protection education; and Whereas, installing smoke alarms in as few as five homes gets us that much closer to saying, "We had zero fire fatalities this year." Now, therefore, I, Lew Starling, Mayor of the City of Clinton, NC, do hereby proclaim Saturday, June 7, 2025, as: "SMOKE ALARM SATURDAY" In conjunction with the North Carolina Office of the State Fire Marshall, I urge all citizens to contact the Clinton Fire Department for a smoke detector check this day and in the coming weeks. PRESENTATION - USDA = NRCS EMERGENCY WATERSHED PROTECTION PROGRAM = MRS. SHAMEEKA MCKOY Mrs. Shameeka McKoy appeared before the City Council to brief them on the USDA- NRCS Emergency Watershed Protection Program. She stated that she is a retired military Air Force officer. Mrs. McKoy informed the group that this is a federally funded program. She said that they respond to natural disaster occurrences. Mayor Starling mentioned the area behind Grove Park Church and the Clinton Fire Department. He wanted to know if these areas qualify for this program. Mayor Pro Tem Becton asked if occurrences occurred within the City and if the State had to declare an emergency. Mrs. McKoy responded, "No." She stated that the Mayor could submit a letter, which would be sufficient. Mayor Starling thanked Mrs. McKoy for her presentation and stated that she would receive calls for assistance. PUBLICHEARING = OATHS No oaths were given for the May 6, 2025, City Council meeting. P& Z - ALONG MARTHA LANE - MINNIE WEBB, OWNER = ANNEXATION Mayor Starling opened a public hearing on the annexation of property along Martha Lane and the consideration of adopting an ordinance. No one appeared to be heard, and the hearing was closed. CLOSING OF PARKING LOT = WEST END OF SAMPSON COUNTY COURTHOUSE = CLINTON MAIN STREET PROGRAM PROMOTION COMMITTEE Mrs. Kay Raynor, Chairperson for the Clinton Main Street Program Promotion Committee, appeared before the Clinton City Council. She requested that the parking lot at the west end oft the Sampson County Courthouse be closed on the second and fourth Saturdays from May 2025 to September 2025 from 9:00 AM until 3:00 PM. Mrs. Raynor stated that the Committee is trying to find ways to bring "traffic" to downtown Clinton. She mentioned that business owners decided upon a fresh market on the Square. They believe that this fresh market will attract people to downtown Clinton. Mrs. Raynor stated that approximately eight (8) to ten (10) vendors will participate. Also, she noted that some businesses will have sidewalk sales. The Committee will encourage people to visit and rent the Clinton City Market during these activities. Upon a motion made by Mayor Pro Tem Becton, seconded by Councilmember Corbett, it passed unanimously to close the parking lot at the west end oft the Sampson County Courthouse on the second and fourth Saturdays from May 2025 to September 2025 from 9:00 AM until 3:00 PM. RESOLUTION = SAMPSON COUNTY CVB CAPITAL GRANT -THEATER SEATING City Manager Duncan announced that the City has been awarded a $45,378.70 Sampson County Convention and Visitors Bureau Capital Grant for new seating in the balcony oft the Downtown Clinton theater. He said the staff requested that the City Council adopt a resolution to accept the Grant. Upon a motion made by Councilmember Ruggles, seconded by Mayor Pro Tem Becton, the following resolution was adopted unanimously: City of Clinton Resolution of Acceptance ofa Sampson County CVB Capital Grant WHEREAS, the City of Clinton's City Council had indicated its desire to assist in development efforts within the City of Clinton; and WHEREAS, the Clinton City Council supports the proposed Clinton Theater restoration project, which will restore the exterior façade and interior portions oft the city- owned historic theater building located at 115 Fayetteville Street, Clinton, North Carolina. NOW, THEREFORE, BE IT RESOLVED that the City Manager or his designee is hereby authorized to accept a $45,378.70 Capital Grant from the Sampson County Convention and Visitors Bureau (CVB) to install balcony seating in the City-owned Community Theatre as part of the current project entitled, "The Show Must Go On, Revitalizing Clinton's Historic Downtown Theater." POLICY - AMERICAN RESCUE PLAN ACT (ARPA) FUNDING REGULATIONS City Manager Duncan stated that policies were required to obtain COVID-19 monies. He stated that in December of 2024, several policies were adopted, and the Clinton City Council is asked to adopt the following policy, which was included in the May 6, 2025, City Council agenda packet: PROPERTY MANAGEMENT POLICY Upon a motion by Councilmember Strickland, seconded by Mayor Pro Tem Becton, the PROPERTY MANAGEMENT POLICY was unanimously adopted. She stated that the amendments reflect current projections of expenditures at year-end, to fund transfers to and from various projects for closeout. APPOINTMENTS Notifications of appointments to the Historic Preservation Commission were given. The City Council will be asked to appoint individuals to this board at the June 3, 2025, City Council meeting. It was stated that the tollowing individuals are not eligible to be reappointed: a. Historic Preservation Commission - 4-year terms Greg Thornton Candace Taylor Frank Leak Also, notification to appoint someone on the Recreation Advisory Board was given. Jason Aycock, representing District 1, is relocating to another district. Because oft the move, he will be unable to continue serving for District 1. It was stated that at the June 3, 2025, City Council meeting, someone will be appointed to fill Mr. Aycock's unexpired term. REPORTS The monthly combined staff report was acknowledged. STAFF REPORTS Although the 2025 Spring Clean-up Report was on the agenda for the City Manager to discuss, Mayor Starling asked Public Works Director Chris Medlin to report. Mr. Medlin stated that this clean-up was the second largest performed by the City. He mentioned that they collected fifty-two (52) televisions and one hundred (100) tires, along with many other items. CITY MANAGER REPORTS City Manager Duncan had nothing to report. PUBLIC COMMENTS Councilmember Ruggles asked the following individuals to come forth-Megan Roberts, Natalie Peterson, and Victoria Bishop. They identified themselves as, "NextGen." Ms. Peterson stated that they are a community-driven group ofyoung adults ages 20s and 30s, working together to promote local events in Clinton, NC. She mentioned that one goal is to get businesses to stay open later during the week, as well as on Saturdays. Furthermore, it was noted that they created a website, and they are good with social media. They volunteered their assistance to help anyone in need with this online platform. Ms. Peterson mentioned that the Sampson Independent interviewed them. Also, it was said thati in all posts combined, NextGen has approximately 50,000 views. Ms. Peterson stated, "When young people feel welcome, they stay. They feel skipped over." Ms. Peterson concluded by stating that NextGen has a five-member advisory board with fifty (50) members, and they are advocating for the rest of Clinton to join.
