Commissioner Bunch opened up the floor to public comments. Gregg Connelly was in attendance but had no comments. Motion by Commissioner Bunch to amend the November 5, 2024 Agenda to add Resolution 9 of 2024, 30 Day Temporary Burn Ban" and "Inmate Physician Request Form". All in favor. Motion by Commissioner Wible to approve the October 29, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve the October 29, 2024 Salary Board Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Accounts Payable, dated November 4, 2024, in the amount of $281,000.20. All in favor. Evans presented a Letter of Resignation. Motion by Commissioner Bunch to accept Mapping, Planning & Recycling Director Justin Evan's Letter of Resignation with regret, effective November 30, 2024. All in favor. Commissioners met with EMA/911 Director Brian Barton to review changes to his 2025 Budget. Motion by Commissioner Bunch to approve Resolution 9 of 2024, "Temporary Burn Ban No. 9 of 2024, The Regulations of Outdoor Burning in Fulton County" to take effect starting Thursday, November 7, 2024 starting at 9:00 a.m. and lasting until December 7, 2024. All in favor. Motion by Commissioner Hann to approve the revised "Fulton County 9-1-1 Communications Policy on Certifications", effective immediately. All in favor. Motion by Commissioner Wible to approve the Sheriff Request Form for Inmate Physician Services. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 9:15 a.m. for Legal Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 9:45 a.m. All in favor. Motion by Commissioner Hann to approve and authorize HR Administrator Mary Huston to execute the PCHIP/Highmark Health Insurance renewal documents for 2025. All in favor. Motion by Commissioner Hann to approve and authorize Commissioner Wible to execute the 1st Quarter MATP Report for Period 7/1/24 through 9/30/24. All in favor. Motion by Commissioner Bunch to approve and execute a Letter of Support for BFJRA (Bedford Fulton Joint Recreational Authority) supporting their application to fund the Old PA Pike (TOPP) Trail to continue development of the asset into a unique tourism attraction. All in favor. Motion by Commissioner Hann to table the Appointment Letter to the Planning Commission until further information is obtained from Mapping, Planning & Recycling Director Justin Evans on the voting policy. Motion by Commissioner Hann to execute a "Letter of Thanks" to Adult Probation Officer Darron Butts for his 25 years of hard work and dedication to Fulton County. All in favor. Motion by Commissioner Bunch to approve and execute the 2nd and 3rd Quarter Court Costs invoice from Franklin County for Fulton County's 10% share in the amounts of $40,344.68 and $37,141.31 respectively. All in favor. Motion by Commissioner Wible to accept a "Letter of Resignation" from 911 Dispatcher Brian Denham, effective November 7, 2024. All in favor. Motion by Commissioner Wible to approve and execute a "Letter of Support" for Union Township to support a project that involves reconstruction/paving of Schultz Road and Lehman Road through PennDOT's Multimodal Grant Funds. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 10:10 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 10:32 a.m. All in favor. Commissioners met with CFO Mike Lamb with Wessel and Co., and Fiscal Administrator Sue Reed. Lamb presented the Commissioners with a 2nd Draft of the 2025 budget for review. The next meeting will occur on November 19, 2024 to seek verbal approval from the Commissioners on the final draft budget. An ad stating that the draft budget will be on public display beginning on November 26, 2024 will be sent to the Fulton County Newspaper.
