MINUTES OF THE HANOVER BOROUGH RECREATION BOARD MEETING April 1, 2025 The regular meeting of the Hanover Borough Recreation Board was called to order at 5:30 PM Tuesday, April 1, 2025, in the Hanover Borough Council Chambers, Hanover, Pennsylvania. Attendance: In attendance were Recreation Board Members, Andrea Hutton, School Representative Maria Shea, Bill Markel, Zac Zawisa, Jared Laird, & Councilperson Dr Rupp, Public Works Director AJ Grimm, Public Works Operations Manager Lori Musselman, Parks and Recreation Director Matt Purkins. Minutes: A motion was made to approve March 4, 2025, minutes by Mr. Laird and seconded by Mr. Zawisa. Motion Carried. Public Comments: Robert Holt- 513 High St: Mr. Holt expressed his dissatisfaction with the boat launch at Long Arm Dam. He also expressed his dislike of the public participation process sanctioned by PA Department of Conservation and Natural Resources for the master plan study committee. Agenda Item: Department Updates: Recreation Master Plan Study committee: Mr. Grimm stated that the Long Arm & Sheppard-Myers Reservoir Parks Master Plan Study Committee was formed through the Pennsylvania DCNR sanctioned process of required public participation rules, which include the formation of a study committee. It was explained that the Rec Board was involved in a similar process when creating the Parks Comprehensive Plan for the Borough. Mr. Grimm stated that Recreation Director, Matt Purkins would give an update at each Rec Board meeting on the general topic of discussion for the Study Committee that month. Mr. Purkins reported that the committee, which just had it's second meeting, was made up of a mix of different board members, community members from the Borough and surrounding areas along with recreation and environmental professionals. Mr. Purkins also mentioned that beyond his meeting updates, there would be other opportunities to share information including postings made by Study Committee members on their social media pages with one member, Austin Graham, already noting that they intend to post regularly. The Study Committee will also hold public meetings and plans to have other public participation events such as a survey, interviews and onsite activities. All notices and updates will be posted on the Borough website and social media pages ADA Dock/Boat Launch grant: Mr. Purkins and Borough Manager Lewis met with EZ Dock in March at Long Arm to discuss site plans and final concept plans. Pennsylvania Fish & Boat awarded the Borough $50,000 towards this project, with the Borough matching that for $100,000 total. Master Plan for Reservoirs: Mr. Purkins reported that in their second meeting, the Study Committee held discussions including the types of upcoming public participation events and general recreation and environmental opportuntes/concers. Market: The Market House has been busy on Saturdays. Some vendors from the old Markets of Hanover have moved to the Market House. Public Comment: Robert Holt-513 High_St: Mr. Holt expressed his dissatisfaction with the public participation process for the Master Plan. He also expressed his dislike for the Rec Director mentioning Study Committee member Grahams' social media page and felt it could be interpreted as an endorsement Adiournment: A motion was made to adjourn the meeting at 6:13pm by Mr. Laird and seconded by Mr. Markel.
