205 Meeting of the Fulton County Commissioners Tuesday, May 23, 2023 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Guests: Steven Wible Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners Minutes of the May 16, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated May 19, 2023 in the amount of $72,609.74. All in favor. Miller made a recommendation noting that there were two rounds of interviews with the candidate. Motion by Commissioner Bunch to hire Brannon Salzetti as an Adult Probation Officer for the Probation Department, effective date pending clearances with a Salary Board meeting at a later date. All in favor. Motion by Commissioner Shives to approve the Lease Agreement between the Township of Bethel, County of Fulton and the Warfordsburg Lions Club replacing a similar lease dated April 14, 1998, terminating May 31, 2023. The current lease will remain effective as long as the Warfordsburg Lions Club exists. All in favor. Commissioners met with McConnellsburg Fire Chief Pete Lynch and EMA/911 Director Brian Barton to sign a Proclamation naming the McConnellsburg Volunteer Fire Company as an Official EMS Training Institute. The Fire Department received a Certificate of Accreditation, Accreditation Number 0068118525, from the Pennsylvania Department of Health Pursuant to the Emergency Medical Services System Act, Act of August 18, 2009, P.L. 308, No. 37, as amended, and as set forth in the rules and regulations. The certificate was issued March 28, 2023 and expires March 31, 2026. Barton holds an Instructor Certification and will be the instructor for the Institute. Barton stated that SO far 14 individuals signed up for training. 206 Motion by Commissioner Ulsh proclaiming that the McConnellsburg Volunteer Fire Company as an Official EMS Training Institute to conduct educational programs for prehospital personnel in the Commonwealth of Pennsylvania. All in favor. Commissioners met with Julie Dovey, Executive Development Director for Fulton County Partnership. Dovey presented Resolution 3 of 2023 for execution supporting increased funding for mental health services from the FY 2023-24 state budget. Dovey also asked for approval to send out letters to Representative Jesse Topper and Senator Judy Ward in support of increased funding for Fulton County. Motion by Commissioner Shives to approve Resolution 3 of 2023 supporting increased funding for community-based mental health services in the FY 2023-24 state budget and also to authorize Dovey to write and present a letter to Representative Jesse Topper and Senator Judy Ward. All in favor. Commissioners discussed safety measures in the Tax Assessment Office and asked that phone calls go out to individuals with specific information of when the department is doing fieldwork on their property to promote awareness in the community and safety for employees. A suggestion was made by Steven Wible to have the department wear fluorescent vests when doing fieldwork. Motion by Commissioner Ulsh to adjourn at 10:23 a.m. All in favor.
