All in favor. Motion by Commissioner Hann to approve the Accounts Payable, dated February 26, 2024, in the amount of $195,267.11. All in favor. All in favor. Commissioners met with John Schriever, Sideling Hill Financial, to discuss the Krivak Trust Fund. Schriever stated he would drop off paperwork to be signed by Commissioner Bunch. Motion by Commissioner Wible authorizing John Schriever, Sideling Hill Financial, to reallocate a portion ($112,601.00) of account ending in 776, the Boston Partners All Value Fund (BPAIX) to be liquidated and reinvested in the Pacer Trendpilot Nasdaq- 100 (PTNQ). All in favor. Motion by Commissioner Hann to enter into Executive Session at 9:15 a.m. for Legal Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 9:56 a.m. All in favor. Commissioners met with Brad Seville, Building and Maintenance Director, for a follow up discussion from Craig Starr with Keller Engineers, Inc. in relation to a structural assessment of the Neighborhood Services Building due to drainage issues. Seville stated that the assessment showed that everything was "sound and good" and that the only work needing done was waterproofing. Seville said the work could be completed by the Maintenance Department. Commissioners met with Municipal Services Supervisor Michael Bowser and Municipal Services Specialist Jesse Theys from PennDOT to discuss allocations to the townships going forward and tracking them in the dotOrants 2.0 system. Commissioners expressed that they wanted to continue giving the townships allocations. Chief Clerk Stacey Golden stated she would send out letters stating that the county plans to give allocations contingent on what is received from PennDOT's allocation to the county. A brief Salary Board meeting was held at 10:30 a.m. for discussions for the Domestic Relations Department and MDJ Washabaugh's Office. Separate minutes are on file. A brief Retirement Board meeting was held at 11:00 a.m. with Dave Lytle, Conrad Siegel, to discuss a recommendation to remove the standalone real estate target from the plan's asset allocation. Separate minutes are on file. Motion by Commissioner Bunch to approve an application for Burial Expenses of a Deceased Service Man's Widow, Elizabeth M. Kerlin, payable to son, Stanley J. Kerlin. Merrill W. Kerlin served during World War II. All in favor. Motion by Commissioner Wible to approve an application for Burial Expenses of a Deceased Service Person, Ellis Yingling, payable to Personal Representative, Heather C. Helm. Ellis Yingling served in the Korean War. All in favor. 367 Motion by Commissioner Hann to pay the Quarterly Investment Advisory Fee for the Fulton County Employees' Retirement System, in the amount of $3,613.25. All in favor. Motion by Commissioner Hann to approve the Farmland Preservation Resolution in accordance with Act 43 of 1981 to reflect the new board members appointed to terms starting in 2024. All in favor. Motion by Commissioner Wible appointing Jason Shives as the Farmland Preservation Board Chairman, term to expire December 31, 2024. All in favor. Commissioners tabled signing off on "Act 48-2015 Appointment of Deputy Tax Collector" forms from the Borough of McConnellsburg, Belfast and Ayr Townships until more information was obtained from Insurance Agent Bobby Snyder to ensure that they were bonded. Motion by Commissioner Bunch to approve the February 2024 Retirement Fund Report. All in favor. Motion by Commissioner Hann to enter into Executive Session at 11:53 a.m. for Litigation Matters with Special Counsel. All in favor.
