31 Meeting of the Fulton County Commissioners - Tuesday, April 12, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: None Commissioner Bunch opened the meeting and led with prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Bunch to approve the minutes of the April 5, 2022 meeting. All in favor. Motion by Commissioner Shives to approve the accounts payable dated April 8, 2022 in the amount of $241,738.26. All in favor. Fund 100 General Fund 188,362.33 TOTAL GENERAL FUND $188,362.33 Fund 235 Law Library 2,213.36 Fund 238 911 51,162.57 TOTAL ALL FUNDS $241,738.26 Commissioners met with Loy Garber and Todd Alexander with the United Church of Christ to discuss parking for the construction workers while construction is going on. Commissioner Bunch told Gerber and Alexander once they get a contractor to get back with the county to talk to Building & Grounds Director, Brad Seville for allocation on parking. Motion by Commissioner Shives approving the application for burial expenses of a deceased service person, Mr. Douglas Clair Shafer, payable to his wife, Nancy Shafer in the amount of $100. All in favor. The Commissioners met with Dan Miller, Chief Probation Officer, about the 2022-2023 IP Grant, Intermediate Punishment Treatment Program. Miller stated that the grant started in 1995 and would be the same amount as in the past three years, $35,000 with the county requesting one fourth of it each quarter. Miller explained that the grant has to be in place before the courts can sentence someone to the program. Motion made by Commissioner Ulsh approving the 2022-2023 Intermediate Punishment Treatment Program. All in favor. 32 Motion made by Commissioner Shives approving the Proclamation for 911 Public Safety Telecommunicator Week, April 10-16, 2022. All in favor. Motion made by Commissioner Ulsh to hire Carol Wright for the Property Transaction Clerk position. All in favor. Commissioners held a brief Salary Board meeting. Commissioners met with CDBG Director and Director or Elections & Voter Registration, Patti Hess. Hess explained the HART Intercivic quote with the commissioners to purchase batteries for the voting machines. Hess also noted she was in the process of ordering ballots and went over training dates for the upcoming general primary election. The Commissioners met with John Schriever with Sideling Hill Financial for account signatures for the Krivak Trust Fund. Schriever also suggested using the account like an endowment fund and noted that there is no cost to move things around as the county sees fit going forward. Mike Lamb, Wessel & Co. and Lisa Beatty, Fiscal Administrator were also in attendance. The Commissioners met with Justin Evan, Director for Planning & Mapping/Recycling, about the "Tire Collection Event" which will be held June 24th, 12-5 p.m. and June 25th 9-1 p.m. The Commissioners also met with Brad Seville, Director of Buildings & Grounds, to discuss purchasing a recycling trailer and a lift for the county coroner's office. Motion by Commissioner Ulsh to purchase a trailer for recycling and maintenance from Metzler Auto, Truck & Trailer, a costar dealer, in the amount of $10,200. All in favor. Motion by Commissioner Ulsh to authorize Brad Seville, Building & Grounds Director, to sign paperwork for the tags and title for the trailer purchase from Metzler Auto, Truck & Trailer. All in favor. Motion by Commissioner Bunch to add emergency item to the April 12, 2022 agenda "Special Counsel Discussion". All in favor. Motion by Commissioner Ulsh to enter into Executive Session at 11:09 a.m. to discuss personnel matters. All in favor. Motion by Commissioner Ulsh to exit Executive Session at 11:49 a.m. All in favor. No action taken. Motion by Commissioner Ulsh to remove Tom King, Tom Breth and Dillon McCandless King Coulter & Graham, LLP as special counsel for the County of Fulton regarding election matters. All in favor. Motion by Commissioner Ulsh to appoint the Law office of Stefanie L. Lambert PLLL and Attorney Thomas J. Carroll as special counsel to represent the County of Fulton relating to past election 33 matters and election equipment with legal services being pro bono. Motion carried on a 2 to 1 vote.
