Monthly Minutes ofthe Lancaster County Salary Board May 5, 2025 The meeting was called to order by Commissioner Joshua Parsons at 1:30 p.m. in the Commissioners Conference Room 701, 7th Floor, at the Lancaster County Offices, 150 N. Queen Street. Members Present: Commissioner Joshua Parsons, Commissioner Ray D'Agostino, Commissioner Alice Yoder, and Controller Lisa Colôn. Others Present: Judge Merrill Spahn, Brian Pasquale, Larry George, Carly Galura, Rithu George, Amy Coleman, Lydia Kovalchuk, Paul Landers, Jackie Pfursich, Paul Martin, Gary Kline, Tom Lisi, Annie Flaud, Sheriff Chris Leppler, Marc Shaffer, Chris Tallarico, Lisa Willcox, and Kathy Kunkel. Note: there were others present who did not sign in and whose identity is unknown. Commissioner Yoder moved to approve the minutes ofthe April 7, 2025, meeting. Commissioner D'Agostino seconded. The motion carried unanimously. Judge Merrill Spahn, Courts requested as tollows: a. Judicial Operations 1. Approval to create, post, and fill one Court Liaison Staff Attorney position, Grade R, effective January 1, 2026. (Min: $69,774.12 Mid: $87,223.50 Max: $104,656.50). Following discussion, Judge Spahn moved to approve. Commissioner Yoder seçonded. The motion carried unanimously. b. Magisterial District Court 1. Approval to fund, post, and fill one Magisterial District Court clerk position (501062), Grade D, effective upon approval. (Min: $34,534.50 Mid: $43,173 Max: $51,811.50) 2. Approval to fund, post, and fill two Magisterial District Court clerk positions (502724, 503199), Grade D, effective upon approval. (Min: $34,534.50 Mid: $43,173 Max: $51,811.50) Following discussion, Judge Spahn moved to approve items 1 and 2. Commissioner Yoder seconded. The motion carried unanimously. Brian Koenig, Information Technology, requested approval for a temporary 5% salary increase for employee (16185), due to assuming additional duties for GIS Technician position (503983), effective February 28, 2025, for 61 months or until the position is filled. Commissioner D' Agostino moved to approve. Controller Colon seconded. The motion carried unanimously. Salary Board Minutes May 5, 2025 Page 2 Lawrence George, Chief Clerk, requested approval of a temporary 10% increase for employee (26115) for assuming the role of Interim Director of Planning (500584), effective May 5, 2025, until such time that the Director ofPlanning position is filled. Following discussion, Commissioner Yoder moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. Christopher Tallarico, Public Defender, requested as follows: a. Approval to post and fill one Assistant Public Defender Manager position (503784), Grade V, effective upon approval. (Min: $83,148 Mid: $103,935 Max: $124,722). b. Approval to reclassify, post, and fill one vacant Secretary position (504552), LIU Grade 41, to Paralegal position, LIU Grade 43, effective upon approval. (Starting pay $42,042). Following discussion ofitem a, Commissioner Yoder moved to approve items a and b. Commissioner D' Agostino seconded. The motion carried unanimously. Brian Pasquale, Public Safety, requested as follows: a. Approval to reclassify one vacant 9-1-1 Tech Support Specialist position (503314), Grade K, to a DPS 9-1-1 CAD Systems Administrator, Grade O, effective May 5, 2025. (Min: $63,024 Mid: $78,790.40 Max: $94,536) b. Approval to reclassify one 9-1-1 Systems Administrator (500520), Grade I, to 9-1- 1/Public Safety GIS Systems Analyst, Grade L, effective May 5, 2025. This will result in the incumbent (20137) receiving a 7% increase. (Min: $54,454.40 Mid: $68,078.40 Max: $81,681.60). Following discussion of items a and b, Commissioner D'Agostino moved to approve. Commissioner Yoder seconded. The motion carried unanimously. Christopher Leppler, Sheriff, requested approval ofthe following: a. Approval to create, post, and fill, two Deputy Sheriff positions, LIU Grade 46, effective upon approval. (Starting pay $55,993.60). Following a lengthy discussion, Sheriff Leppler moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. b. Approval to reclassify, post, and fill eight part-time Deputy Sheriff positions to four full-time Deputy Sheriff positions, LIU Grade 46, effective upon approval. (Starting pay $55,993.60). following a lengthy discussion, SheriffLeppler moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. Salary Board Minutes May 5, 2025 Page 3 Rithu George presented the Quarter 1 Turnover Report. Ms. Rithu highlighted the following: Over last 5 years, lowest turnover quarter. The 1st quarter 2025 County Turnover rate is 3.84% Resignation in good standing #1 reason for separation. Top reasons for seeking other employment: I. Compensation 2. Career Change 3. Career advancement opportunities 4. Work conditions 5. Work culture Most important areas for staff separating employment: Pay, work/personal life balance, work schedule, benefits, and team environment. 70% of separating employees would recommend the County ofLancaster to a friend as a positive place to work. Head count (1821). Hires significantly reduced in February and March once the hiring freeze kicked in. Commissioner D'Agostino moved to adjourn the meeting at 2:42 p.m. Commissioner Yoder seconded.
