Call to Order Ms. Warburton called the meeting to order at 3:02 p.m. Introductions were made. Public Comment for Agenda Items There were no public comments. Approval of Minutes Ms. Warburton asked for a motion to approve the minutes from the September 19, 2024 meeting. Mr. Pugh made a motion to approve, Mr. Szura seconded. In favor: 5 Opposed: 0 Abstentions 0 Mental Health Report Ms. Rettig reported that the QA position has been filled. The candidate has a background in mental health and is very invested in our community. She is in the process of creating a questionnaire to take out to the providers, looking at quality outcomes of people. The Suicide Coalition has events coming up: Marni provided printouts to hand out at the Grapevine center. NAMI's family-to-family group and peer-to-peer group will be starting in March. The International Survivors of Suicide Loss Day was held in November with eleven attendees. QPR Training will take place in the senior centers in February. 1 MHEIID Advisory Board Meeting February 20, 2025 Ms. Rettig reported that some state items have changed recently: Revised Peer Specialist staff qualifications and a revision to the psychiatric rehabilitation for the younger demographic. Ms. Rettig reported that they continue with the initiative around crisis and law enforcement collaboration, meeting every other month. Ms. Wearing spoke at a recent meeting, talking about intellectual disabilities services. There was a first responders case review meeting, covering the first responders' interactions with individuals across human services programs, giving them a better idea of how much contact individuals have with law enforcement. Two law enforcement officers recently attended the Power in Peers' training. The officers will become trainers, in an initiative for law enforcement officers to help their peers who have experienced trauma. providing a safe peer to talk to, as well as more positive interactions. Ms. Rettig reported two reinvestment plans; one to buy a house/2 bed home next to the CRR, serving as a step-down before permanent supportive housing. The second reinvestment plan is an expansion oft the forensic housing options, which would add a 3-bedroom female house for individuals with serious mental illness that have a forensic history. This is also a transitional supportive housing home to assist individuals while they prepare for permanent supportive housing. There is currently a 3-bedroom male house. The Care Center will provide staffing. Early Intervention Report Ms. Wearing reported the Early Intervention numbers for November& December2024 and January 2025. In November there was a total of 525 children; 488 with active plans and 37 enrolled in tracking. In December there was a total of 511 children; 472 with active plans and 39 enrolled in tracking. In January there was a total of 505 children; 466 with active plans and 39 enrolled in tracking. Ms. Wearing reported that there will be an onsite review by OCDEL (Office of Child Development and Early Learning) April 1-3. The verification will consist of record reviews, interviews with parents, and observations of service delivery and team planning. At the end of January, we received the 23/24 Determination Report which measures results based on compliance data. We are scheduled to discuss the results ofthe determination on 2/26 with OCDEL. Intellectual Disabilities Report Ms. Wearing provided copies of the Spring 2025 newsletter; The Vision' for the Board. She gave an overview ofthe articles, events, and activities. Parent Groups are paused in December and January. The February parent group was canceled. The next meeting is scheduled in March. 2 MHEIID Advisory Board Meeting February 20, 2025 Ms. Wearing reported that Ms. Vettori partnered with an Outreach Coordinator to create a mini first responder video including fire, police and EMS on how to respond to individuals with disabilities. These have been uploaded to flash drives and are being provided to all departments in the county. We will also be looking for a way to upload to YouTube SO that link can be shared. This helps continue our education for our first responder decals as well. The Christmas party was the most successful party to date. The families loved the space provided by the Atrium. On January 1st, ODP (Office of Developmental Programs) launched Performance Based Contracting for residential 4services. Letters were sent to all individuals being served with residential services in February. This is aimed at increasing more quality services for supporting individuals with high needs. This will rank residential providers into 4 quality tiers which will be available to the public for choice of services. Fiscal Report Mr. Achezinski reviewed the fiscal report which was through December 31, 2024. New Business MH/EIID Administrator Report Ms. Rettig gave an overview oft the governor's proposed budget for intellectual disabilities and mental health. Ms. Rettig reported Covid (2020) and post-Covid (current) funding. The state has mandated some rate increases. Locally, we are talking to our provider community about how to support people to enroll in Medicaid. There will be a training held in April in the UL conference room, Butler County Government Center. Ms. Rettig explained reinvestment dollars and how they are reinvested back into the community. They have built the Indiana Regional facility, slated to open later this spring. They are in the process oflooking at a short-term residential treatment facility for kids. This is a program that will include collaboration with strong parental involvement. Ms. Rettig reported that WO scholarship programs have been started. One through Southwest Behavioral Health, and one scholarship program for our current providers that are in Butler County, pursuing a higher education in a clinical field or Human Services field. Ms. Rettig reported another reinvestment plan- the Drug & Alcohol inpatient unit at Butler Hospital will be expanded by two beds and will receive an overall update. Board Members' Concerns/Commentw/Announcements There were no comments. Public Comment for General Items Ms. Clouse reported that the achoaerin.e-communiy survey will be uploaded by June. 3 MHEIID Advisory Board Meeting February 20, 2025 Advisory Board Work Session MH/EI/ID Administrator Posting Commissioner Boozel reported that there were four internal applicants, and explained the framework provided by the state for selecting the MH/EI/ID Administrator. Mr. Pugh made a motion to move Amanda Feltenberger's application to the state for recommendation for the MH/EI/ID Administrator. Ms. Clouse seconded.
