Penbrook Borough Council Meeting Minutes April 7, 2025 1. Call to order A. On April 7, 2025 President Deardorff called the Borough Council to order at 6:37 pm followed by a salute to the flag and a prayer by Pastor Mark. B. Roll call was performed. All were present except for the Mayor. Stokes joined virtually. Solicitor Kern and Manager Hogarth were in attendance as well. 2. Citizen comments on agenda items: N/A 3. Consent Agenda: Burdine motioned to approve, Newcomer seconded. Passed unanimously. Items listed were March 3 minutes, March 17 minutes, March 2025 Treasurer's report, Approval ofbills to be paid. 4. Reports A. ChiefHogarth provided Council with the March 2025 Police report. B. Manager: i. A link to the new design oft the web page was sent to all elected officials SO they could provide feedback. ii. The water bill dispute with CRW for the service ofthe CP concession stand has been resolved and the past due invoice will be paid. iii. A progress report was given for the Little Valley Park project. iv. A progress report was given for the STMP. C. Solicitor: The Solicitor reviewed the two field use agreements for the baseball organizations which will be acted upon under new business. She also provided a draft ofthe SWA MOU. D. STEMS - N/A E. Fire Chief - Asst. ChiefHeftelfinger reviewed the monthly activities report. F. Committees i.Codes - Monthly department activities were reviewed. ii. Public Safety - EMC Bloss commented on the County's relocation drill he participated in. The drill required him to simulate an incident for which it was not safe to remain at the Borough building. He utilized the Public Works building and all went well in the temporary location. iii. Parks and Property = Planning for the Little Valley Summer Program continues. Newcomer is meeting with the committee to create a maintenance checklist for ESSP. Stokes commented that the Fall Fest 25 date will be 9/27 with a 10/4 rain date. iv. Public Works = Shaw reviewed the monthly activities performed by the public works staff. V. Personnel - No report vi. Community and Government - Moore reviewed upcoming events including breakfast with the Easter Bunny and will be asking Council for funds for that event as a new business action item. She accepted a recognition award from the PA Municipal League on behalf oft the Borough. vii. Budget - No report viii. Authority - Dry reported that the Authority continues to evaluate data for a possible change in how fees are calculated, and the MOU draft is to the satisfaction ofthe members and now needs considered and acted upon by Council. ix. Planning Commission - Stokes said that the Commission is further exploring possibilities for use ofthe empty lot at 27th and Walnut as a possible municipal parking area. 5. New Business A. A discussion and if necessary, action on the field use agreements for the little league baseball field at Community Park. Moore made a motion to approve and Burdine seconded. Newcomer then recapped the conversation he had with the Maverick's organization and is confident the two organizations will work together. The motion carried unanimously. B. A review of and action on the MOU between the Borough and the Stormwater Authority. Armbruster made a motion to postpone because he hadn't had a chance to read the draft. Moore seconded. The motion passed with Dry and Deardorff voting no. C. A motion is needed to approve funding for the cost of the breakfast items forthe "breakfast with the Easter bunny" event. Moore shared the invoice with all for $525.00. Moore made a motion to approve and Armbruster seconded. Carried unanimously. D. A review of a possible use of Microsoft Teams for collected newsletter articles and photos. Nate Shaw went over his proposal. All agreed it would be good to use his format. 6. Citizen Comments A. Donna Zimmerman brought concerns about an unlicensed, uninsured driver that caused an accident and significant damage to a vehicle parked on her property. She also commented on non-existent curbs or curbs that should be painted. 7. Council comments A. Moore said she received a concern about a possible sink hole near 27th and Banks. Hogarth commented that it's a failed street cut restoration by a utility company and will be fixed soon. 8. Shaw made a motion to adjourn the public meeting at 7:35 pm. Moore seconded.
