IN THE AMOUNT OF $84,900.00 VIA OMNIA COOPERATIVE PURCHASING CONTRACT #2020002755 (FINANCE DIRECTOR BIANCA REDMON AND PURCHASING MANAGER AJ GOODSON) Councilmember Horne-Williams requested Tyler Technologies Inc. item be discussed in regular session. Motion, to approve the Consent Agenda, as presented, except for Tyler Technologies, Inc., contract, was made by Mayor Urbanovsky and seconded by Councilmember Smith. Motion carried unanimously. TABLED THE FIVE-YEAR AGREEMENT WITH TYLER TECHNOLOGIES, INC. FOR THE IMPLEMENTATION AND USE OF ERP FINANCIAL MANAGEMENT SOFTWARE AND SELECTED MODULES, IN AN AMOUNT OF $431,765.19, UTILIZING THE SOURCEWELL PURCHASING COOPERATIVE CONTRACT #060624-TTI (FINANCE DIRECTOR BIANCA REDMON AND PURCHASING MANAGER AJ GOODSON) Finance Director Bianca Redmon provided background information. Councilmember Horne-Williams inquired about the contract terms, cost, and renewal. Ms. Redmon explained that the current contract was renegotiated at the time of renewal and includes a built-in annual price increase. She advised that the city has been using Incode software for several years. Staff reports high satisfaction with the platform, citing its adaptability and ease of modification to meet operational needs. The contract includes a 60-day notice clause for non-renewal. Councilmember Horne-Williams questioned whether the pricing remains competitive in the current market and suggested exploring whether other vendors offer comparable features and support at a more competitive cost. City Manager Micah Grau noted that there is no current time constraint should the Council direct to pursue other options. Councilmember Horne-Williams advised that it would be a good opportunity for staff to review other vendors before committing to another long-term renewal. Motion, to table the item, was made by Councilmember Horne-Wiliams and seconded by Councilmember Smith. Motion carried unanimously. Minutes Page 361 May 20, 2025 Volume 151 WORKSHOP PRESENTATION, WORKSHOP, AND DIRECTION TO STAFF REGARDING THE LOCATION OF A PROPOSED DISC GOLF COURSE Assistant City Manager Lindsey Baker and Parks Director Tony Host presented background information. Councilmember Davidson expressed concern about allocating time and resources to this project, given the current competing priorities. Mayor Urbanovsky's concerns included: parking availability, restroom access, pedestrian interaction and safety, preservation, and integration of trees. Parks Director Tony Host advised that consultation has already taken place with professional disc golf consultants, and Garlic Creek was identified as the most suitable location. The Council recommended that the project be remanded to the Parks and Recreation Commission for further community engagement and exploration of alternate locations. Public comments were made by Sheridan Scott of 156 Maribel Avenue, Buda, Ann Janette Moreno of 2476 Garlic Creek Dr, Buda, Dak Geeslin of 155 Maribel Avenue, Buda, Justin Foster of 235 Maribel Avenue, Buda, Josh Gothia of 544 Clear Springs Hollow, Buda, and Kimberley Goodman of 505 Cullen Blvd, Buda. PRESENTATIONS PRESENTATION ON THE CAMPO FM 1626 & RM 967 INTERSECTION STUDY Development Services Director/ City Engineer Angela Kennedy introduced Kevin Hoffman of Tetratech. Mr. Hoffman presented background information. A copy of the presentation is part of the supplemental minutes. General discussion was held on accident reduction, short-term improvements, and potential viable options. Mayor Urbanovsky requested a map or visuals of potential concepts and an estimated funding breakdown for each proposed concept. Mr. Hoffman advised that an update in June will provide more detailed concepts and designs, preliminary cost estimates, opportunities for public input, and additional viable options for review and discussion. UPDATE FROM THE HAYS COUNTY HOMELESS COALITION - 2025 POINT-IN-TIME (PIT) COUNT REPORT RESULTS City Manager Micah Grau introduced Lisa Young and Claudette Blythe from the Hays County Homeless Coalition. Ms. Young provided background information. Page 362 Minutes Volume 151 May 20, 2025 Councilmember Davidson inquired about the process following the release of the Point in Time report results. Ms. Young explained that the data collected is submitted to the Texas Homeless Network, which uses it to determine the number of housing vouchers allocated for the area. It also supports awareness efforts and helps secure funding for local homeless services. REGULAR AGENDA APPROVAL FOR THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH PARKHILL, SMITH, & COOPER INC., UTILIZING PRE-QUALIFIED CONSULTANTS LIST (RESOLUTION 2024- 148), FOR THE DESIGN OF THE PUBLIC WORKS/PARKS FACILITY EXPANSION PROJECT (CIP# F01) IN AN AMOUNT NOT TO EXCEED $725,000.00 Public Works Director Blake Neffendorf presented background information and introduced Chris Casey with Parkhill, Smith, & Cooper Inc. General discussion was held on the procurement method, scope of services, and design fee structure. Mr. Casey also explained that Parkhill, Smith, & Cooper Inc. is a full-service architectural and engineering firm responsible for most of the design and engineering services, noting that the agreed-upon fee is an "all-in fee" including standard and additional service items. City Manager Micah Grau noted the complexity involved in the facilities design and master plan, which includes three phases. Parkhill, Smith, and Cooper Inc. will be designing Phase One, but they must also carefully consider how Phases Two and Three will unfold. He advised that it is essential that current decisions support, rather than limit, the successful development of the future phases. Motion, to approve the agreement, as presented, was made by Mayor Urbanovsky and seconded by Councilmember Davidson. Motion carried unanimously. APPROVAL OF 60% DESIGN OF THE BUDA SPORTSPLEX RENOVATION PROJECT AND DIRECTION ON PROJECT PHASING Parks Director Tony Host provided a briefing on the project and introduced Darren Strozewski from DCS Engineering. Mr. Strozewski presented background information. General discussion was held on the Sportsplex emergency services access points, clarification on the kiosk equipment rental center, staffing, and phasing of implementation. City Manager Micah Grau advised that there is a budget shortfall related to Phase 1A and Phase 1B. He emphasized the importance of adhering to the project timeline to stay on track with the overall schedule. Mayor Urbanovsky recommended proceeding with Phase 1, Option B, with a cost of $11M.
