Municipal Building = 4000 Main Present: Mayor Winget, Deputy Mayor Pro Tem Shinder, Councilmember Reaves, Councilmember Gibbs, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Winget called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION REƇONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXEXECUTIVE SESSION MATTERS There was no executive session. 3. CITIZENS INPUT No Online Input Forms were received. There were no citizens input. 4. WORK SESSION 4A. Discuss and consider revision of Park Rules in general and at specified parks. Deputy Mayor Pro Tem Shinder presented this item. Deputy Mayor Pro Tem Shinder discussed the overall changes to park regulations and considered the impact on the community and park usage. The proposed changes will need to go before the Parks Board. She requested to identify parks needing specific rule changes and evaluate reasons for targeted revisions. The Park Rules were adopted in 2009, there have been changes in park use and new state laws that have an impact on existing park rules. The City needs to be in compliance with state regulations. Deputy Mayor Pro Tem Shinder requested to consider revising existing rules and to clarify ambiguous provisions. A few options to amend the Park Rules ordinance are to prohibit jet ski launches from Paddle Point Park and prohibit launching non-paddle sports watercraft, i.e, jet skis, motorboats, and sailboats. The importance of ordinance updates has an impact on citizens and ensure provisions are relevant and desirable, as well as compliance with state and federal laws. Rowlett's Park rules have not been updated in over fifteen years and some provisions are superseded by state law. Section 42.84 of the code of ordinances deals with Archery. Deputy Mayor Pro Tem Shinder asked if the city has any archery designated areas. David Hall, City Manager, stated none at this time, Cityo of Rowlett 10843 however, could have in the future. Deputy Mayor Pro Tem Shinder wanted to review portable grills, suggesting updating to not allow them. Section 42.88 of the code of ordinances deals with flying objects. Suggested having the City Attorney review to see if it needs to be updated for drones, etc. Section 42.93 deals with horses. Maybe further define where horses can be, i.e. driveways. There was also a discussion about whether all park hours need to be the same. Councilmember Schupp stated he would like to see all the parks close at 11 pm, or have a curfew, and have a more robust signage. He wants it to be enforceable with well documented signage. Mr. Hall stated that all of the park signs now have a QR Code and are bigger. Deputy Mayor Pro Tem Shinder added that Section 42.96 states excluding organized activity, what does that mean? Itis ambiguous and needs to be rewritten and clarified. Maybe take out excluding organized activity. Mayor Winget stated let's start with the first section, Section 42.84 dealing with archery. It should state arrow instead of stick, etc. Section 42.87 regarding fires. There are a lot of propane and open flame grills. They should be over concrete. Councilmember Bowers is concerned that "should be on concrete: should not be in the code. She does not want charcoal on sidewalks or parking lots. She would rather see the city install more grills. Make portable grills allowable on metal tables or something metal. Councimember Schupp doesn't want to make it harder to grill, against banning grilling. He feels it should be referred to the Parks Board. Councilmember Bowers and Councilmember Britton bother agreed it need to go before the Parks Board to get input. Mayor Winget stated Section 42.88 should allow drones in restricted areas. There was discussion regarding banning the motorized parasailers. Currently, the person who uses that motorized parasailer takes off from Community Park. The consensus is to not ban it just yet. It shouid go before the Parks Board to get input on this as well. The City Attorney was given direction to research what other cities are doing with regard to drones. Section 42.93 dealing with horses, Councilmember Gibbs feels it should be left as is. Deputy Mayor Pro Tem Shinder wants to take out the word designated". . Victoria Thomas, City Attorney, asked if horses are not allowed in the parks, what exactly are you trying to do. Deputy Mayor Pro Tem Shinder feels there needs to be better definitions. Regarding the hours of the park, the ordinance states daybreak but the signs state 6 am. The consensus is that the sign is fine as it is. Councilmember Gibbs agrees with the closing at 11 pm for all parks. Section 42.100 can address jet skis and motorboats. Councilmember Gibbs stated that you cannot launch at Paddle Point Park due to the barriers. If there is an issue with jet skis in the water at that park, they will need to address that with the City of Dallas. We cannot control the water, that is Dallas' jurisdiction. Dallas can address the wake in that area. Deputy Mayor Pro Tem Shinder stated Section 42.107 states no person shall have weapons/guns. This needs to be repealed due to the passing of the preemption law. Councilmember Schupp spoke about pets not being allowed around any playground area or where an organized activity is taking place. Mayor Winget asked to strike the second part of the sentence. Councilmember Schupp requested the word "area" be removed from sentence next to playground. Mayor Winget stated Section 42.89 deals with fundraising, does it prohibit commerce in the parks unless permitted or authorized. It was decided that it was good as written. The next steps are to work on "drones" in the park rules. Councilmember Schupp will speak to the RC Flying Club to get their input on drones and will then take it to the Parks Board and bring back to city council in a work session. City of Rowlett 10844 4B. Discuss potential DART TIRZ Interlocal Agreement. David Hall, City Manager, presented this item. He gave a brief background. DART recognized that DART Cities dont have 100% of their sales tax with 50% of their sales tax goes to DART. There have been discussions about having a TIRZ and an Interlocal Agreement (ILA). Mr. Hall requested to delay this item until the new councilmember has been elected next month. Councilmember Reaves likes the idea and has tons of questions. This is a great direction and makes a lot of sense. 5. DISCUSS CONSENT AGENDA ITEMS FOR MAY 20, 2025, CITY COUNCIL MEETING No items were discussed. 6.
