STATE OF TEXAS 3 3 COUNTY OF CONCHO 3 BE IT REMEMBERED THAT THE COMMISSIONERS COURT OF CONCHO COUNTY, TEXAS, met in Regular Term on this, the 13th day of May 2025 at Paint Rock, Texas, in the District Courtroom, Second Floor, after proper notice to the public for the proper length of time, being Notice #6563, with the following members present, to-wit: David Dillard, County Judge, presiding; Trey Bradshaw, Commissioner, Precinct #1; Eric Gully, Commissioner, Precinct #2; Chad Miller, Commissioner, Precinct #3; Keith Dillard, Commissioner, Precinct #4; Amber Hall, County Clerk and Ex-Officio. Clerk of Commissioner's Court; and Ginger Paul, County Attorney; Scott Spoonts, Justice of the Peace; Brent Frazier, County Sheriff; Destiny Helms, Chief Deputy Clerk; and Members of the Public; Sée Exhibit "A"; when the following business was transacted, to-wit; Judge Dillard called the meeting to order at 10:00 a.m., gave the invocation, and led the pledges. WELCOME AND PUBLIC COMMENTS Terry Smith welcomed all of the Commissioners' Court, County employees, and visitors to a Spring Fling being held at Lake Ivie as a benefit for the Lake Ivie Volunteer Fire Department. There will be pulled pork sandwiches, and the Paint Rock Cheerleaders will be selling baked goods. It will be on Saturday, May 17th from 11 am to 1 pm. CONSIDERDISCUSS BURN BAN = TAKE APPROPRIATE ACTION (last action April 29, 2025) No Action taken. Burn Ban will remain lifted. There was discussion about giving Judge Dillard the authority to lift/instate the burn ban, as needed. The Commissioner's Court had previously asked the County Judge not to lift or instate the burn ban without the Commissioner's Court approval. The Commissioners agreed that Judge Dillard can call each of them to get a consensus about whether to lift or instate the burn ban, without having to call a Commissioners Court. See Exhibit "B" CONSDERDSCUSSAPPROVE TOM GREEN COUNTY SHERIFF'S OFFICE INCREASE ON OUT-OF-COUNTYI INMATE DAILY RATE - TAKE APPROPRIATE ACTION Tom Green County Sheriff's Office mailed al letter to Judge Dillard stating that the rate for housing out-of-county inmates is increasing to $80 per inmate per day. Commissioner Bradshaw made a motion to approve the increase to the daily rate for Tom Green County Sheriff's Office for housing inmates, duly seconded by Commissioner Gully. Motion carried unanimously. See Exhibit "C" CONSDERDSCUESAPPROVE COUNTY INVESTMENT QUARTERLY REPORT = TAKE APPROPRIATE, ACTION Mrs. Hall presented the County Investment Quarterly Report for Mrs. Gierisch. Commissioner Gully made a motion to approve the Quarterly Investment Report with a total of $7,474,958.46, duly seconded by Commissioner Dillard. Motion carried unanimously. See Exhibit "D" CONSIDERDISCUSCUSSIAPPROVE PRECINCT 2 ROLLER BIDS = TAKE APPROPRIATE ACTION Two bids were received; one from Warren CAT - $92.7K; and one from Yellowhouse - $145K. Both bids were rejected. No action was taken. The court took a recess at 10:20 a.m. to read through the previous meetings' minutes and Accounts Payable. The court went back into session at 10:28 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Miller made a motion to approve the minutes from April 29, 2025, Commissioners Court, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. 685 686 RECEIVE COUNTY TREASURER'S REPORT - TAKE APPROPRIATE ACTION None CONSIDERIAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY = TAKE APPROPRIATE ACTION Mrs. Hall presented the monthly Accounts Payable Claim Register for Mrs. Gierisch from April 30, 2025, through May 13, 2025, with a total of $221,665.43. Commissioner Bradshaw made a motion to approve and pay all accounts due and owing by Concho County, duly seconded by Commissioner Gully. Motion carried unanimously. See Exhibit "E" REPORTS, INFORMATION. AND FUTURE AGENDA ITEMS = NO ACTION TO BE TAKEN Commissioner Gully said that an ad was placed in the Eden Echo by Kirk Griffin out of Christoval about items to be placed in the online auction. Commissioner Dillard stated that the brush shredder was worked on, and the DEF header had to be replaced. Commissioner Dillard said that he is going to call Terry Merck from Gallagher Construction to come and give a presentation to Commissioner's Court on May 29th. Mrs. Hall presented the Wildlife report for Mrs. Gierisch, for the record. See Exhibit "F" Mrs. Hall stated that on May 2nd the Treasurer's office receipted in $41,130.86 from the Appraisal District; with the breakdown being $34,049.46 for M&O, $1.03 to 1&S, and $7,080.37 to SRB, for the rècord. See Exhibit "G" Mrs. Hall presented the Pledged Securities for Mrs. Gierisch from First National Bank of Wichita Falls, with total pledges being: $4,457,248.51. See Exhibit "H" Sheriff Frazier advised everyone to be cautious when driving through Eden, with all the construction going on. He also stated that there is going to be an Active Shooter training in Eden in June. Sheriff Frazier stated that he has a new hire starting on June 12th. Judge Dillard said that the Probate Academy that he and Destiney Helms attended last week was highly informative. The next regular Commissioners' Court meeting will be held on Thursday, May 29, 2025, at 10:00 a.m. It was moved from Tuesday to Thursday due to Memorial Day.
