REGULAR SESSION April 7, 2025 PAGE 1 Notice is hereby given that a Public Meeting was held on April 7, 2025, at the Garrison City Hall. Members present were Mayor Keith Yarbrough, Arnie Kelley, Tim Wright, Hope Hallmark, Darrell Lunsford, and Travis Simon. Others present were Jack Brown, Tim Barton, Myke Chandler, Herbert Hancock, and Jenny Frederick. Mayor Yarbrough called the meeting to order at 5:02 P.M. Jack Brown led in prayer. There were no public comments. Jenny Frederick presented the minutes from March 10, 2025, for approval. Arnie Kelley moved to approve the minutes from March 10, 2025. Travis Simon seconded. All voted yea. There was no VFD report. Police Chief Tim Barton presented the police report. There were 11 calls for service, 162 stops made, 87 citations written, 75 warnings issued, 1 arrest, 2 agency assists, 2 MVA's, and 1 animal complaint. There has been a rash of burglaries within the city. Myke Chandler presented the Municipal Court report. The court received a total of $10,747.80. The city will keep $6,352.46, and $4,395.34 will be remitted to the state. Delores Griffith did not attend the meeting. Dusty and Kathy McFadden discussed the Mark's Lawn Care contract with the council. Discussion ensued. Arnie Kelley made a motion to adopt the Mark's Lawn Care contract for 2025-2026. Tim Wright seconded. All voted yea. Council discussed bids for Greenwood Street repairs. Mayo Dozer Service bid $24,408 with the city purchasing the oil sand. JBC Excavation LLC bid $29,700 with the city purchasing the oil sand. Discussion ensued. Arnie Kelley moved to accept Mayo Dozer Service as presented. Tim Wright seconded. There were 4 yea votes and Darrell Lunsford abstained. Jack was told to get sealed bids for the oil sand. Council discussed bids for the generator for the City Office. Outdoor Solution LLC bid $9,625. CC Electrical bid $12,540.26. Both bids include a 5-year warranty, and the city will hook up the gas regulator and the gas line. Arnie Kelley moved to accept Outdoor Solution's bid for a generator at City Hall. Travis Simon seconded. 4 voted yea, Darrell Lunsford abstained from voting. Council discussed bids for the washout on Woodland Oaks. JBC bid $9,100, Mayo bid $7598. The council wants another bid. Arnie Kelley moved to table until April 21, 2025. Tim Wright seconded. All voted yea. The ESD agreed to 50% ofthe VFIS insurance bill. The city will pay the bill then bill the ESD quarterly. Hope Hallmark moved for the ESD to pay 50% of VFIS insurance bills. Travis Simon seconded. All voted yea. REGULAR SESSION April 7, 2025 PAGE 2 Hope Hallmark moved to approve David Godwin's engagement letter. Tim Wright seconded. All voted yea. The council reviewed the scholarship recipient's list. Hope Hallmark made a motion to award the City of Garrison Scholarship to the following students in the amount of $200 each: Amy Musick, Caly Blackshire, Dallas McFadden, Briley Rambin, Gavin Pollard, and Aubrey Townsend. Travis Simon seconded. All voted yea. Jack Brown presented the Superintendent's Report. A handout was given to all council members. The new booster pumps and motors have been installed at plant 2. Water tank inspections have been completed. Ground storage tank 1 needs repaired. The water plants are being prepared for TCEQ inspection on April 22, 2025. The casing across Jopling creek bottom failed. A temporary water line was installed across the creek. A bid was received from Iribarren for a sewer main replacement at West Magnolia. Aerators 2 and 3 are not working at the WWTP. The start capacitor on aerator 2 failed and was replaced. Aerator 3 had a splash plate that was making a grinding noise. The Railroad Commission Audit was competed on March 17, 2025, and there were no violations. Jenny Frederick presented the Secretary's report. The city's total account balances were $1,002,989.34. The balance sheets, profit and loss statements, adjustments for the month, and bank statements and reconciliations for all accounts were provided for review. The sales tax report was unavailable. Jenny Frederick presented the bills for approval. Travis Simon made a motion to approve paying the bills. Hope Hallmark seconded. All voted yea. Travis Simon made a motion to adjourn the meeting.
