City of Coldspring, Texas Minutes of the Regular Called Council Meeting Monday, May 5, 2025 1. Meeting called to order 7:05 PM 2. Roll call. Present: Alderman Jessica Sewell, Jennifer Manuel, Dianne Griffith, Nichole Gatewood, Kyle Currie and Mayor John Benestante Visitors: Michelle Haylock-Coldspring Vol. Fire Dept., Shawna Holman-Coldspring Vol. Fire Dept., Kraig Erwin-CYSA, Judi Benestante Ph.D., Kris Eastham-TDEM, Greg Magee-City Attorney, Luke Sweeney-Precinct 1 Commissioner, Linda Almaguer, Jocelyn Goffney, Calandra Johnson 3. Public Comments: Kraig Erwin with the Coldspring Youth League gave a report on the very successful ball season. The League had 280 kids enrolled to play ball. Kraig reported on some issues with parking on opening day. Ai future project they are working on is getting batting cages. Luke Sweeney the Precinct 1 Commissioner, briefed council on all the projects they have completed for the city. 4. Agenda: Mayor Benestante presented the agenda for the meeting. Alderman Jennifer Manuel made a motion to adopt the agenda with corrections to change minutes for approval to April 7, 2025, not March 10, 2025, and under New Business D., change the event date to May 31, 2025, Alderman Jessica Sewell seconded the motion. All in favor. 5. Minutes: Mayor Benestante presented the minutes from the regular April 7, 2025, meeting. A motion to accept the minutes from the regular called April 7, 2025, meeting, was made by Alderman Dianne Griffith and seconded by Alderman Jennifer Manuel. All in favor. 6. Approval of Bills: The list of bills paid and to be paid were reviewed by the Council for approval. A motion to pay the bills was made by Alderman Jessica Sewell and seconded by Alderman Kyle Currie. All in favor. 7. Reports: A. Operation of Treatment Plant and Collections System = Josh Taylor, the city's sewer operator, presented the report on the Operation of the Treatment Plant and Collections Systems. The plant operated at 26 percent capacity for the month of April and flowed an average of 0.53 MGD. Rain Total was 6.25 inches. Triple V has installed the new. Automatic Transfer switch, and everything is operational. Josh updated on Lift Station 1; Generator Update: The generator is still not working we are waiting on parts to be delivered. The Lift Station has been bottom cleaned and rehabbed by 5B Controls (Mechanical), Triple V (Electrical), and RLS (Pump Truck). The Lift Station is now on 3 Phase power. Lift Stations 2,3,4,5, & 6 had no issues. No sampling issues for March. B. Financial & Legislative Reports - Mayor John Benestante briefed Council with the current financial profit and loss statements for the General account, Sewer & Maintenance, Hotel/Motel, Capital Projects, Investment Report, Community Center, Coldspring Volunteer Fire Department, San Jacinto County Historical Commission. Mayor Benestante asked for any comments or questions regarding the profit and loss statements. There were none. C. GRANT/FUND Reports: Mayor John Benestante briefed Council with the current Grant/Fund Reports for the ARPA (American Rescue Plan ACt-COVID-IDEM, CDBG-MITMOD GLO-5631,000-Sewer Expansion), Texas CDBG (TDA $500,000-Sewer), RCP-(GL0-5300,000 Flood Mitigation/Mapping Studies/Zoning), Transportation Alternatives Set Aside (TxDOT $3,000,000- Sidewalks), Texas Parks and Wildlife ($300,000 City Park 2) Mayor Benestante asked for any comments or questions regarding reports. There were none. D. City Attorney Reports- City Attorney Greg Magee. E. Sewer Reports: Briefing on sewer adjustments & sewer cutoffs - Assistant City Executive Administrator, Amanda Villa briefed Council on the sewer adjustments made to customer accounts in the month of April. Amanda also briefed Council that there were no customer accounts that were cut off for non-pay. 8. OLD BUSINESS: A. Briefing on Visit Coldspring, Texas B. Discussion and possible action on potential changes to Public Event Ordinance 92-1 and 2023-03 C. Discussion and possible action regarding approving fence required in Ordinance 88-4 (Salvage and Junk Yard) at 301 SH 150 Coldspring, Texas 77331 9. NEW BUSINESS: A. Discussion and possible action on response letter to the San Jacinto County Emergency Services District request for the title to the Coldspring Volunteer Fire Department land and building-After a brief discussion a motion was made by Dianne Griffith to approve the response letter to the San Jacinto County Emergency Services District request for the title to the Coldspring Volunteer Fire Department land and building. This motion was seconded by Kyle Currie. All in favor. B. Discussion and possible action to install sewer tie-in at no charge for Johnnie Berger at 13585 State Highway 150 in exchange for the land donation of .0615 acres for the future 2025 Lift Station- After a general discussion, a motion was made from Kyle Currie to install two sewer tie-ins at no charge for Johnnie Berger at 13585 State Highway 150 in exchange for the land donation of 0615 acres for the future 2025 Lift Station, he will pay monthly sewer fees after hooked up. This motion was seconded by Nichole Gatewood. All in favor. C. Discussion and possible action to allow the City to create. and distribute a quarterly newsletter to citizens with updates on City events, grants, etc.-Mayor Benestante briefly discussed about the city to create and distribute a quarterly newsletter to citizens with updates on City event, grants, etc.. Discussion and possible action on public event application for CAMBA's Annual Car, Truck and Bike Show event on May 31, 2025-After a brief discussion, a motion was made by Nichole Gatewood to accept the application for CAMBA's Annual Car, Truck and Bike Show event on May 31, 2025. This motion was seconded by Jennifer Manuel. All in favor. 10. ADJOURN A motion to adjourn was made by Alderman Nichole Gatewood at 8:32PM and was seconded by Alderman Jennifer Manuel.
