First I will briefly go over the procedure for today's meeting. To begin, a brief presentation will be given by the consultant for the project. The DAC members will then give their comments on the plan. The meeting will then be opened up for anyone in attendance that may have questions or comments about the plan. Today's meeting is recorded and minutes are taken from that recording. The minutes will be published on the Department of Planning and Zoning's website. There is also an attendance sheet on the back table there for anyone who would like to sign in. If an email address is provided on the attendance sheet, a copy of the minutes will be sent to you once they are completed. We have two plans on today's agenda. Richardson Engineering. Good morning. Rick Richardson - Richardson Engineering Good morning. Rick Richardson with Richardson Engineering. The project now, we had originally come in forthe property that' S on Joppa Road and had proposed a building back there and the owners got some interest in the other property that's up on the front that is facing on Pulaski Highway SO we are back now trying to combine it into one project. This is going to be al building that is running kind of perpendicular to Pulaski Highway and it's about 10,000 square feet. The one in the back is still proposed at about 12,000 square feet. The one up front here is going to be, the use in the back will be the same as proposed before, the one in the front is potentially retail and/or kind of office/warehouse depending on the exact user that he does get involved in it. We are also modifying the stormwater facility here that is between us and the Wawa Store in conjunction with Wawa who is also, maybe if, I don't knowi ifyou have seen it or not, they are planning on doing some renovations to that site on the corner as well. Justin Mannion = Emergency Operations - Read by Bill Snyder The proposed commercial storage building shall be addressed 605 Pulaski Highway. The proposed buildings must display 10 - 12 inch address numbers and letters. The addresses must be clearly visible from Pulaski Highway. And then there is also a public safety wireless radio communications statement that will be included in the notes. That's all. The proposed construction will require an adequate sediment and erosion control plan. The erosion control plan must meet the minimum standards per the 2011 Maryland Standards and Specifications. Prior to the "Final Plan" submission to our office, please provide our district review fee and voucher. The sediment control plan should be integrated with your stormwater management during your design phases. Ijust want to highlight the need to import additional topsoil, maybe. This should be investigated due to the soil conditions and root management you have out there. We have seen a lot of plants come through with too little topsoil. And the proposed plan does appear to create a disturbance of greater than 1 acre, an NDPES permit is required as such. And please contact MDE for more information on that. Cari Biscoe - Harford County Health Department Thank you Crysta, good morning Rick. The Harford County Health Department has extended its approval for the above referenced site plan. Lot 107, which is known as currently 1035 Joppa Road, is located on east side of. Joppa Road, south of Pulaski Highway (US 40). Lot 73, known as 605 Pulaski Highway, is located on the north side of Pulaski Highway (US 40), east of. Joppa Road. The plan proposes to develop and construct two buildings, one 10,000 square foot and another 12,000 square foot, for storage of commercial vehicles and equipment. As you stated it could be whatever the user/developer decides. The site is serviced by Harford County public water and sewer. We have the following comments regarding the project: The owner/developer is reminded that during the development of this project when soil moisture conditions are low, measures must be implemented to prevent the generation of dust until permanent vegetation or cover is established and all paving is completed. Additional comments from this office will be provided at the time of the building permit or certificate of occupancy. It is the responsibility of the owner/operator to be aware of any regulatory requirements for the proposed use and for obtaining appropriate permits. We have no further comments, thank you. Chris Dombeck - Department of Public Works Water & Sewer Thank you. A new series is not required for this. Adequate public facilities for water and sewer are provided. The following comments shall be included as conditions of Site Plan approval for the above-described project: The sewer main located in Joppa Road is a 12" main, correct this on all future plans for this project. Development Advisory Committee Minutes May 7, 2025 Page 4 of24 The construction contract number 6110 must be shown on the 16" water in Pulaski Highway on the site plan submitted with the Commercial Service Application (CSA). The existing fire hydrant along Joppa Road where the proposed sidewalk joins the existing sidewalk must be relocated to 2.25 feet behind the edge of the proposed sidewalk. The fire hydrant relocation design shall be shown on the site utility drawing submitted with the CSA. The location of the County meter and backflow preventor will be determined during the CSA. If an inside meter room is accepted, the meter settings and backflow preventer for each building (605 Pulaski Highway and 1035 Joppa Road) shall be located in a room to minimize the length of the unmetered private water service. If an outside meter vault is accepted, a drainage and utility easement will be required for the vault. Any unused existing water or sewer services must be labeled on the utility plan submitted with the CSA as to be abandoned in accordance with the Division of Water and Sewer Maintenance Department. Any sewer cleanouts that are located within the paved area shall be installed using the County cleanout in paving detail S-28. The detail shall be shown on the utility plan and referenced on the plan and/or profile drawing. A CSA must be completed by the owner for each lot and approved by Harford County before a building permit will be issued for the project. The CSA Numbers are 20339 for 1035 Joppa Road and 20373 for 605 Pulaski Highway. These must be added to the title block ofthe site plan submitted with the application for approval. Contact the Division of Water and Sewer Administrating and Permitting Section at 410-638-3300 for additional information. That'sit for me. Gabriel Patino - Department of Public Works Engineering Thank you Crysta, the following comments are offered from the division of highways and environmental stability on the solution plan submitted: SEDIMENT CONTROL Required Design Standards . MDE- Maryland Standards and Specifications for Soil Erosion and Sediment Control, dated 2011, or latest edition. Required Plan Approvals . A sediment control plan is required for the development of this site. . A grading permit is required. STORMWATER MANAGEMENT (SWM) Required Design Standards . MDE-Maryland Stormwater Design Manual Volumes I & II (October 2000, Revised Development Advisory Committee Minutes May 7, 2025 Page 5 of24 May 2009) or latest edition . SWM - Harford County Code Chapter 214 Required Plan Approvals (All comments must be addressed on subsequent submittals) . SWM Concept Plan SWM Site Development Plan . SWM Final Plan (approval required before issuance of grading permit) Required Permits Grading Stormwater Management permit Required Easements . A 20' wide access easement is required to any stormwater management facilities for maintenance purposes. . An easement agreement or letter of understanding is required for grading on the adjacent property as pond is shared by the Sheetz for quality management. Outfall Investigation . Suitable outfalls must be provided for the stormwater management facilities and shall be approved at the time of final design. . Additional topo shall be shown for the outfalls to ensure that the adjacent property owner will not be adversely affected by the runoff from the site. MAINTENANCE . Maintenance oft the stormwater management facilities is the responsibility of the lot owner (s) and shall be stipulated on the association documents. . Practices located on individual lots are the maintenance responsibility ofthe owner. SWM DESIGN COMMENTS . A Stormwater Management Concept Plan shall be submitted for review and must be approved before preliminary plan approval. . A maintenance inspection shall be conducted for the pond providing stormwater management for the site. Any items listed on the inspection report shall be completed as a condition oft the grading permit for the site. Stormwater Management practices designed for and located on individual lots shall be constructed and inspected before the issuance of use and occupancy permits. Discharge pipe locations for proposed stormwater management facilities must be shown on the plan. . The need for an Industrial Stormwater NPDES (National Pollutant Discharge Elimination System) Permit through MDE shall be investigated by the engineer. Development Advisory Committee Minutes May 7, 2025 Page 6 of24 HIGHWAY ENGINEERING Required Plan Approvals e Road and storm drain plans will need to be approved and a Public Works Agreement will need to be executed prior to the issuance of building permits for the site. Required Design Standards . Harford County Road Code . Maryland Manual on Uniform Traffic Control Devices (MdMUTCD) 2011 or latest edition (for the pavement striping and traffic control signs.) Kightorwayltasemen Required . Drainage and utility easements are required along all storm drains from the edge of the right-of-way to the end of the outfall treatment. Sidewalks Sidewalks shall be constructed along the entire property frontage. . Handicap ramps shall be constructed at the entrance near the PC/PT of the curb returns such as perpendicular pedestrian crossing are created. Drainage On-site water shall not be allowed to enter the public right-of-way. Computations are required to ensure the existing storm drain system is adequate to handle the additional runoff from the site. . Suitable outfalls must be provided for the proposed storm drain systems and shall be approved at the time of final design. Design Comments . The 12" HDPE pipe under the driveway shall be replaced with a 15" RCP to meet Harford County's standards. . The northbound lane of Joppa Road shall be widened to a minimum of 15' at the proposed entrance and transitioned/tapered to the existing road width (19") at the Sheetz entrance. . The northbound lane of Joppa Road (beginning at centerline of the roadway) shall be resurfaced due to the road improvements. . Provide arrows along the storm drain pipes to show the flow direction. Grading in the vicinity of SD I-101 shall be revised such as the sump area is outside ofthe public right of way. . Site entrances shall have adequate sight distance for a 40-mph design speed. A sight line profile for the intersection is required before preliminary plan approval. The entrance width shall be 35' with 25' minimum curb radii. . The driveways must be paved within the County right-of-way before the issuance of any use and occupancy permits. Those are the comments. The State Highway Administration has reviewed the site plan for The JPG Property and has no objection to the approval ofthe plan with the following comments: 1. The curb connection between this site and the site to the west should provide a 10' tangent between the entrances. 2. The proposed entrance onto US 40 will be reviewed during the access permit plan process to ensure it meets all standards and criteria. Once the County has approved the site plan, SHA will require the submittal of access permit plans fori improvements on US 40. The engineer must followi the requirement ofthe SHA Access Manual when preparing Access Permit Plans. All plan submittals should include hydraulic computations and plans and supporting documentation including test pitting. All SHA Policies, Standards, and Specifications must be followed when preparing the access permit plans for review, including, but not limited to the following documents: SHA Access Manual . SHA Business Standards and Specifications SHA Accessibility Policy and Guidelines for Pedestrian Facilities . SHA Bicycle Policy and Design Guidelines . SHA Complete Streets requirements The Access Management Plan Review Checklist must be utilized in drafting the SHA improvement plans. Please include a copy of the completed checklist with each submittal. All ofthese documents along with additional guidance can be found on the web site under Business Center. And Teresa Eller's with the SHA's contact information is on here if you have any questions. Jenni Daniels = Department of Planning and Zoning Good morning. The property is located partially within the Edgewood Enterprise Zone. Please contact the Office of Economic Development for more information. The property is located entirely within the Chesapeake Science and Security Corridor and is subject to Harford County Zoning Code Section 267-64. Harford County Historic Preservation Commission review is not required for this plan. The property is not designated as, adjacent to, or within 500 feet of a Harford County Historic landmark nor within the boundaries of a designated Harford County Historic District. The Forest Conservation Plan as submitted can not be approved. Harford County does not allow fee-in-lieu or mitigation credits to meet reforestation requirements. The total afforestation required shall be met through plantings. The plan proposes to remove specimen trees. A specimen tree waiver request must be submitted to the Department of Planning and Zoning for each individual tree proposed for removal. There are six bullet points, those are found in our Development Advisory Committee Minutes May 7, 2025 Page 8 of24 zoning code. The Site Plan can not be approved as submitted. The proposed sign on lot 73 must be relocated outside of the Natural Resources District. The industrial use of the proposed lot 73 must be specified as well as the setbacks must be adjusted to meet the industrial design standards. A 20' type "C" buffer is required on the property line fronting Joppa Road. The Landscape Plan can not be approved as submitted. The protective measures statement must be signed by the owner/developer. Foundation plantings are required on the sides of both buildings facing Joppa Road and US 40. The buffer yards do not meet the minimum requirements of a type "C" buffer yard. At minimum the 20' buffer yard requires six (6) large trees, five (5) medium or small trees and twenty-five (25) shrubs per 100 linear feet. A 20' type "C" buffer yard is required on the property line fronting Joppa Road. And an itemized cost estimate must be submitted with a revised Landscape Plan. The existing billboard sign located on Lot 73 shall be removed prior to building permit applications. The parking proposed exceeds 130% ofthe requirements. Any spaces above this limit shall be composed of a structured pervious surface and labeled on the plan. All signs proposed shall conform to the sign code. Permits shall be obtained from the Department of Planning and Zoning. And lighting shall be designed and controlled SO that any light shall be shaded, shielded or directed SO that the light intensity or brightness shall not adversely affect the operation of vehicles or reflect onto residential lots or buildings. Hi, I am Peter Soprano with Site Resources, the civil engineer for the project. This project we are excited to present to you it's for the new combination Harford Academy and new elementary school that is located at 301 North Fountain Green Road, Maryland 543 Development Advisory Committee Minutes May 7, 2025 Page 10 of 24 and Eva Mar Boulevard will be the primary entrance for the site. The existing use is a vacant property and the proposed use is, of course, institutional. The owneris the Board of Education ofHarford County, Harford County Public Schools and the site is approximately 44 % acres in total. The site plan meets the, in general, the miscellaneous zoning requirements and the parking is meeting the or exceeding the minimums but not exceeding the maximum 130% for the full site and parking. Public water and sewer is provided to the site. Public water in Eva Mar Boulevard, public sewer is running along Maryland 543, in an easement that is actually on the property today. The widening in Eva Mar Boulevard is being proposed to help better serve the school system and lessen the impacts to the adjacent community. So as you come into the school system there will be a widening lane for excel-decel and a pass through lane but then also a left turn only lane coming from northbound to support the community as well and reduce congestion there. Outside operates in general just from circulation is you have three entrances along Eva Mar Boulevard. Now the school system is combined SO you have an elementary school on the plan right side, some combined use in the middle, and then the Harford Academy use on the plan left side. So the three entrances are serving each one of these uses respectively. So you have on the right side, you have the elementary school staff and bus parking, loading and drop off, and you have also this service drive to the rear of the building for all of those uses. In the middle you have the main parent and visitor drop off as well as the main entrance and then on the left hand side of the plan you have the Harford Academy entrance that is serving the buses, staff for Harford Academy and also any community use that would like to use the ball fields that are located on the northern most part of the site. Several, multiple play areas surrounding the site on the exterior that all meet the programmed educational specifications. And then of course internal play areas as well. Same for the accounting for storm water management. There is about thirty facilities that are quality for this site just because it's SO large and SO much additional impervious and you have a lot of quantity facilities as well, five in total, including one underground. In general, that is our project. That is the site and we look forward to hearing back from you for any of your comments. Bill Snyder = Volunteer Fire and Emergency Services Thank you. So, this combined school, will it, will there be two official entrances, for each section ofthe school? The sediment control plan should be integrated with your Storm Water Management strategy during your design phases. And that is going to be a little bit multi-tiered there. The proposed total sediment disturbance does exceed 20 acres and as such is subject to the gradient limits ofHarford County. Please refer to requirements as outlined in Harford County Bill 24-011, as amended, when preparing your final design for additional phasing stabilization should be expected, requirements should be expected. The proposed plan does appear to present a disturbance of greater than one acre and as such an MPDS permit will be required. Thank you. The site is located on the southeast corner of Eva Mar Boulevard intersection of North Fountain Green Road known as MD 543. The site is serviced by Harford County public water and sewer. We have the following comments for this project: The owner/developer is reminded that during the development of this project when soil moisture conditions are low, measures must be implemented to prevent the generation of dust until aj permanent vegetation cover is established and all paving is completed. Any food service operations planned for this site must be reviewed and approved by the Harford County Health Department prior to the issuance of any building permits. A separate plan review must be submitted to the Harford County Permits and Plan Review Division in order for this office to be able to review any Food Facility Plans. Any structures intended to be razed, will require a demolition permit that is secured through the Harford County Health Department Planning and Zoning. All aspects of the demolition work must be reviewed, approved, and completed to satisfy the Harford County Health Department. All documentation concerning the demolition work must be forwarded to this office for review. If the owner/developer has any questions concerning the demolition work, they may contact the Health Department. Any additional comments will come forth from our office at the time ofthe building permit or certificate of occupancy permit. It is the responsibility ofthe owner/operator to be aware of any regulatory requirements for the proposed use and for obtaining appropriate permits. The Division of Water and Sewer has evaluated the proposed water and sewer utilities on this plan and has determined that is approval conditions are complied with the adequacy standards of the county code will be met. A new version of this plan is required to address the following comments, concerns and or the requirements of the Department of Public Works Division of Water and Sewer on the above described project. The site work within the roadway is difficult to decipher, an enlargement must be added to the next version or an individual plan may be submitted to the Division of Water and Sewer prior to the next submittal for review. It must show all existing features and the proposed work SO that the Division of Water and Sewer may assess any impacts to the public utilities caused by the proposed work. If an individual plan is submitted, address it to Chris Dombeck at ndombeck@harfordcountymdgoy. The Division ofWater and Sewer allows one sewer house connection per buildable lot. Revise the next version to only include one sewer house connection. The service must be shown and labeled to be abandoned in accordance with the Division of Water and Sewer Maintenance Department on the utility drawing submitted with the Commercial Service Application (CSA). Approval by the Division of Water and Sewer for the previous development required system improvements as a condition of approval. These system improvements must be constructed concurrently with the development of the proposed school and must be made operational prior to a Certificate ofOccupancy. Prior to the next submittal, the engineer shall provide the Division of Water and Sewer with anticipated average day and maximum day sewer discharge calculations for the proposed school SO it can determine if additional improvements are necessary. At a minimum, the existing offsite sanitary sewers shall be upsized from existing manhole 4A of contract 6025 to existing manhole 2 of contract 2943, that would be a 12-inch to 16-inch upgrade, and also from existing manhole 3 to existing manhole 6 of contract 9106, that would be an 8-inch to 12-inch upgrade. This work will be provided, this work will provide the required sewer capacity. These replacement sewers shall be constructed and made operational concurrent with the construction of the proposed school. The required easements for this work must be obtained before the construction drawings may be approved. These improvements were designed under sewer contract number 19958 and must be updated. The Division of Water and Sewer would like a copy of the approved private water and sewer contract drawings for the County record files. They shall be submitted to Ms. Belinda Resh at lish2hrfankumomlgwy. All publicly owned sanitary sewers and their associated easements shall be located outside of any stormwater management pond, including any portion of the embankments. All stormwater management outfalls shall be extended beyond the sewer trenches in the final design. There is an existing 8-inch water service to an existing meter building that was constructed as part ofthe previous development. If this service is not used, the utility drawing submitted with the Commercial Service Application must indicate that it is to be abandoned in accordance with the Division of Water and Sewer' S Maintenance Department. Any existing fire hydrants that need to be relocated must be labeled on the utility drawing submitted with the CSA and include all pertinent information for their construction. The location of the meter and backflow preventor will be determined during the Commercial Service Application. Ifan inside meter setting is required, the water service to the building must be designed to minimize the length of the unmetered private water service. The construction contract numbers for the existing utilities shall be shown on the drawing submitted with the Commercial Service Application. Any sewer cleanouts that are located within a paved area shall be installed using the County cleanout in paving detail S-28. The detail shall be shown on the utility plan and referenced on the plan and/or profile drawings. A Public Works Utility Agreement or PWUA is required for the construction ofthe system improvements associated with this project prior to the issuance of a building permit. A building permit cannot be issued until the improvements are either operational or bonded for construction. It is the developer'sowner's or their representative's responsibility to contact the Division of Water and Sewer, W&S Administration Section at smishrfosmoisw to request the preparation of the PWUA concurrently or following the submittal of the sewer contract drawings for review. A CSA must also be completed by the owner and approved by Harford County before a building permit will be issued for the project. Sidewalks Sidewalks shall be constructed along the property frontage and shall connect to the existing sidewalk termination point to ensure continuous pedestrian access. . Design Comments . Site entrances shall have adequate sight distance for a 30-mph design speed. Sightline profiles for each entrance are required before preliminary plan approval. The entrances shall conform to Harford County road code standards for commercial entrances and turning movement templates shall be provided to demonstrate school buses can adequately turn into the entrances. . The proposed improvements must provide adequate on-site stacking for student drop-off and pick-up. Additionally the plan details multi-purpose fields, baseball diamond fields, exterior play areas and the required associated parking. A preliminary plan must be submitted to revise a previously recorded plat, as has been already noted the Traffic Impact Analysis for this project is under review. The Forest Stand Delineation, FSD125-2025, was approved. Forest Conservation Plan was submitted. The plan as submitted can not be approved at this time. Specific questions can be directed to Ms. Jenni Daniels with the Department of Planning and Zoning. A Landscaping Plan was submitted to the Department of Planning and Zoning and is under review. The Department recommends, we know that we do a good job of planting landscaping. We would like to recommend that you have some foundation plantings around the entrances ofthe facility. Sidewalks and trails shall be constructed along frontages including proposed parking areas. Proposed sidewalks along Eva Mar Boulevard must connect to the existing paved trail along North Fountain Green Drive. We would like to se a detail as to how that might connect because sidewalks are typically constructed with concrete and you've got asphalt as has been mentioned earlier. They do get a lot ofuse, there are people that use them all the time SO we want to make sure that we have that walkability, pedestrian or bikeability. You have touched upon the total number of parking spaces. I think we showed 396 parking spaces which have been provided. Of note, is that this site contains existing tributaries, wetlands and prior farm pond which was located on that proposed site. The stream shall receive the appropriate buffers as well as appropriate buffers are required from the edge of the each identified non-tidal wetlands and any Natural Resource District identified on the site. But probably not because it is very detailed plan but you do have a walk coming through here and connecting to that existing walk. Then it wraps around and then eventually leads you to that asphalt. But certainly that can be used in that sense or at least the school system is allowing for that connection for the school to be used to connect back here, the asphalt bike trails. So they are working through that right now with one of their Harford County Public School "on-call" contractors. So that is separate SO I am kind of removed from that process. But that is something Harford County Public Schools has heard from the community and understands it is a bit of an eyesore and you know, they want to try to address things to make things better SO they are working on that.
