PEOPLE'S COUNSEL CITIZENS ADVISORY BOARD April 22, 2025 6:30 P.M. MINUTES OF MEETING PRESENT: Members Conway, Dudderar, LaBarre, Norman, Smolenski & Stromberg; Brian Young, Esquire ABSENT: Member Moon and Andy Chabalowski, Esquire CALL TO ORDER The meeting called to order at 6:35 p.m. by Mr. Stromberg with a quorum. APPROVAL OF MINUTES -The minutes of March 25, 2025 were unanimously approved. CASE PRESENTATIONS - None OLD BUSINESS People's Counsel Update - The current People's Counsel case docket was reviewed by Mr. Young. Cases on Layover Case No. 6027 (Charlie Katlyn, LLC.) - Appeal of written determination by the Director of Planning and Zoning, in written correspondence dated January 28, 2025, that a cannabis dispensary is not a principally permitted use in the B3 General Business District, proposed for 2106 Pulaski Highway, Edgewood. This case was continued on layover. NEW BUSINESS Review of Applications Case No. 6028 (Nick Applegate and Amanda Martinak) - Variance to constructa detached garage within the required 40 foot front yard setback (7.32 foot setback proposed) in the RR Rural Residential District, for property located 909 Rosemont Drive, Joppa. Motion was made by Mrs. Conway and seconded by Mrs. LaBarre recommending People's Counsel enter this Case. The motion carried by a vote of 4-2. Case No. 6029 (Fawn Grove Church of the Nazarene) - Variance to construction an addition within the required 80 foot front yard setback (58 foot setback proposed) in the Agricultural District, for property located 5300 Fawn Grove Road, Pylesville.
