Hamilton, County Council Appointee Announcement from Robert McCord Mr. Robert McCord notified the attendees that Harford County Government was following protocol under the Open Meetings Act. Approval of Minutes of the May 6, 2025 Board of Estimates Meeting The minutes of the May 6, 2025 Board of Estimates Meeting were approved by general consent. Item No. 05-20-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Gable presented Solicitation No. 25-161A; Netzsch Pump Parts for Sod Run Wastewater Treatment Plant; Competitive Sealed Bid. Mr. Phillip Gable from the Department of Public Works is requesting approval for the purchase of Netzsch pump parts to be used at the Sod Run Wastewater Treatment Plant. Netzsch pumps are a necessity for moving wastewater through the treatment process. Netzsch aftermarket and OEM parts are essential to maintain pump functionality as wear from continuous operation can lead to failures. Without readily available parts, pump downtime could disrupt treatment processes, risking untreated wastewater discharge, environmental violations, public health hazards, and substantial daily fines from the Maryland Department of the Environment. The Department of Public Works recommends award in the amount not to exceed $300,000.00 per year to ACCA Industrial LLC of Katy, Texas, Liberty Processing Equipment of Arlington Heights, llinois, and Pyrz Water Supply, Incorporated of Harleysville, Pennsylvania in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Hebel presented Solicitation No. 20-108; Woodley Road Extension Design; Change Order # 6. 1 Mr. Glen Hebel from the Department of Public Works stated that this proposal is for the engineering and design services necessary for extending Woodley Road from its current terminus across Aberdeen Proving Ground property to MD715. The work is required by Abeerdeen Proving Ground prior to their site approval for the road extension and the utility infrastructure relocation. The Department of Public Works requests approval for Change Order # 6 in the amount not to exceed $384,904.12, increasing the contract not to exceed total to $1,674,507.97 to Rummel, Klepper & Kahl, LLP of Baltimore, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Dorbit presented Solicitation No. 25-051; Repair and Resurfacing of Sand Pebble Drive, etc.; Competitive Sealed Bid. Mr. Timothy Dorbit from the Department of Public Works is requesting approval for the repair and resurfacing of Sand Pebble Drive, Beckon Drive, Lake Front Drive, Willow Bend Drive, Pirates Court, Ahoy Court, Starboard Drive, West Shore Drive, and the speed humps on Lexington Road. The Department of Public Works recommends award in the amount of $937,399.50 to Grey & Son, Incorporated of Timonium, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. McLain presented Solicitation No. 25-221; HVAC Maintenance, Repair, and Inspection Services; Change Order #2. Ms. Alicia McLain from the Department of Public Works stated that this proposal is for HVAC maintenance, repair, inspection services, materials, labor, and replacement of units. The Department of Public Works, Water and Sewer Division, are requesting additional units. The Harford County Detention Center is requesting additional units and repairs. The Department of Public Works, Capital Projects, has requested that the Department of Emergency Services have repairs on the flow meter and temperature sensors. The Department of Public Works, Facilities and Operations, is requesting an additional unit at the courthouse, as well as additional units no longer under warranty at the Fleet Maintenance Facility, and at the Board of Elections. The Department of Public Works requests approval for Change Order # 2 in the amount not to exceed $300,000.00 per year, increasing the contract not to exceed total to $735,000.00 per year to Flotron Contracting, Incorporated of Hunt Valley, Maryland and Electrical Automation Services, Incorporated of Pasadena, Maryland in accordance with Section 41-25 of the Harford County Code. Item No. 05-20-25-05 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. 2 Ms. Miller presented Solicitation No. 25-305; HCSO Rubrik; Piggyback- State of Maryland Hardware and Services Contract # 060B2490022. Ms. Emily Miller from the Harford County Sheriffs Office stated that this proposal is for the purchase of Rubrik maintenance and support that provides an immutable backup storage solution that is a critical component of the cybersecurity infrastructure, ensuring robust protection against ransomware attacks, and to maintain uninterrupted access to technical support services, software updates, and critical system maintenance necessary for safeguarding data assets. The Harford County Sheriffs Office recommends award in the amount of $189,781.61 to ePlus Technology, Incorporated of Herndon, Virgina in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-06 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Kuba presented Solicitation No. 22-281; ServiceNow Service Desk Software; Change Order # 2. Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for ServiceNow software which provides the Office of Information and Communication and Technology Service Desk Team with a centralized and managed communication platform for service desk operations that support County employees and Fire Services. The Office of Information and Communication Technology requests approval for Change Order # 2 in the amount of $100,065.84 per year for option years four, five, and six, increasing the contract total to $635,585.08 to Carahsoft Technology Corporation of Reston, Virgina in accordance with Section 41-25 of the Harford County Code. Mr. Kuba presented Solicitation No. 25-308; Refresh Servers; Piggyback- State of Maryland Hardware and Services Contract # 060B2490022. Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the purchase of Dell PowerScale F710 Nodes, Infiniband Switches, and Professional services to replace and refresh the current Dell Isilon storage that is used to store unstructured data, including text documents, emails, images, videos, and audio files for the County. The Office of Information and Technology recommends award in the amount of $1,182,507.00 to IP DataSystems, Incorporated of Ellicott City, Maryland in accordance with Section 41-25 of the Harford County Code. Item No. 05-20-25-08 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. 3 Mr. Kuba presented Solicitation No. 25-309; Dell VSAN; Piggyback- State of Maryland Hardware and Services Contract # 060B2490022. Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the purchase of Dell VSAN Ready Nodes, PowerEdge Server, required Broadcom VMware licensing, and Professional services to replace and refresh the current Virtual Desktop nfrastructure (VDI) that provides virtual desktop computers to various departments in the County. The Office of Information and Technology recommends award in the amount of $789,649.00 to IP DataSystems, Incorporated of Ellicott City, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-09 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Wakefield presented Solicitation No. PM15-016; 124 Industry Lane, Units 5 & 6, Forest Hill; Negotiated Procurement. Mr. Peter Wakefield from the Department of Law, Property Acquisition, is requesting approval to lease portion of property located at 124 Industry Lane, Units 5 & 6i in Forest Hill, Maryland for the EOC Radio Shop. The Department of Law, Property Acquisition, recommends award in the amount of $76,971.72 per annum, plus CAM, with a two percent (2%) increase per annum for renewal term year three (3) to T-2, LLC of Forest Hill, Maryland in accordance with Section 1-29 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 05-20-25-10 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Wakefield presented Solicitation No. PM02-002 on behalf of Tricia Miller; 2201 Commerce Road, Forest Hill, Maryland; Negotiated Procurement. Mr. Peter Wakefield from the Department of Law, Property Acquisition, is requesting approval to lease property located at 2201 Commerce Road in Forest Hill, Maryland, consisting of 16,200 square feet, for the Harford County Sheriffs Office, Criminal Investigation Division. The Department of Law, Property Acquisition, recommends award in the amount of $228,932.52, paid in equal monthly installments of $19,077.71 for years one & two, and a rent increase of two percent (2%) per year shall be made at the beginning of renewal years three, four and five to W-4 LLC of Forest Hill, Maryland in accordance with Section 1-29 of the Harford County Code.
