CALLTO ORDER The meeting was called to order at 7:30 p.m. by Chairman Ralph Ghent, who also led the Commission in the Pledge of Allegiance. 2. APPROVAL OF MINUTES Motion: Ralph Ghent motioned to approve the March 31, 2025, Planning Commission Minutes. Seconded by Bill Butts. Vote: All in favor, none opposed. 3. CITIZEN COMMENTS (for items not on the agenda) None 4. CARROLL FREDERICK COUNTY PLANNERS Carroll County Planner - Vacant - The Carroll County Planning Department submitted an update memo for review to the Town Planning Commission. John Breeding and Ralph Ghent went over the update with the Commission Members. Frederick County Planner Vanessa Moreno--Vanessa updated the Commission on the Frederick County Planning pipeline. The Planning Commission meeting on Cherry Run Development is on May 14, 2025, at 9:30 a.m. at Winchester Hall in Frederick. 5. SITE PLANS/ SUBDIVISIONS/ DEVELOPMENT PROIECTS None 1 6. NEW BUSINESS/ INTRODUCTION/ RECOMMENDATION A Simplified Site Plan Process - Introduction and Discussion ofthe Simplified Site Plan Process to be introduced to the Town Council as an ordinance and a possible addition to the Town Code. John Breeding presented the Simplified Site Plan Process Draft to the Commission. As this progresses, Chairman Ralph Ghent asked Jason Evans, Council Liaison, to inform the Commission whether this goes to a formal ordinance code change or ifit stays simply as a new set of rules for town staff deliberation on smaller efforts. Food Truck Regulations - Introduction and Discussion ofthe proposed Food Truck Regulations process to be introduced to the Town Council as an ordinance and a possible addition to the Town Code. John Breeding presented the Food Trucks Draft to the Commission. The consensus ofthe comments is that the Commissioners aren't against the beginning ofthis process. Our caution is not to be over-regulatory. Our aim is to be focused on safe operations at appropriate locations. In concert with private property ownership approval, in those instances where it's not a town-sponsored event. 7. REPORTS/OTHER BUSINESS/FUTURE ITEMS Council Liaison Report - Councilman Evans updated the Commission on the April 07, 2025, Town Council Meeting. Zoning Administrator Report-The Town Zoning Administrator approved 19 permits for March 2025, generating $397.50 in revenue. Next Planning Commission Meeting Date The next meeting will be on Monday, May 19, 2025, at 7:30 p.m. at the Town Hall. 8.
