Call to Order The meeting was called to order at 6:02 PM by Mayor Cuevas. II. Mayor Cuevas went over the housekeeping for being a Councilmember. Town Clerk. Andrea reviewed the Correspondence for the May 13 Town Council Meeting. 1 a III. Approval of Minutes The minutes from the April 8, 2025, Public Hearing and the Special Meeting of April 22, 2025, Town Council meeting were reviewed. Councilwoman Evans moved to approve the minutes as presented. Second: Councilman Swanson. No questions. Vote: Motion passed unanimously. Proclamation 2025-08 Public Works Week was read aloud by Mayor Cuevas. Presentations: Greg Comer- Americans from the Sky - Canceled IV. Public Hearings Resolution 2025-07 Waste Pro Services Agreement Councilwoman Cooney Motioned to accept the agreement, and Councilwoman Evans 2nd the motion. Town Clerk read the resolution by title only. Councilman Swanson asked about having multiple dumpsters. Larry Flaman asked about the preakfast trash and having access to the dumpsters. The vote was unanimous to approve the Resolution 2025-07. V. Unfinished Business, Including Committee Reports Finance Officer's Report: Jennifer Paul presented the financial statements and budget updates. Councilwoman Evans asked about Polar Engraving. Councilwoman Linkswiler asked about a bed bath and beyond purchase. Finance Officer Jennifer explained it is a purchase for Memorial Park. Beautification Chair Martha Mann- Gave the May Deautification report. Hills Hardware were the winners of the quarterly beautification contest. Breakfast was provided to all the staff at Hills Hardware. Founders Day Celebration Market 8am-2pm. Events throughout the day. Community Garden dedication will be postponed until further notice. Martha Mann gave Public Works a big thank you for getting the garden water, with the electrical issue at the building. Breakfast will be the only event during the summer months. VI. Mayor's Recreation Report: Mayor Cuevas provided updates on town initiatives and upcoming events. Mayors Park septic tank is completed. Playground equipment at Mayors will be installed on May 27. Middleton Beach Park has new white beach sand. April 18 the bathroom was vandalized. The Beach Cleanup was completed with volunteers from the Community. Mayor Cuevas recognized the volunteers and the cost saving measures. A special thanks to the Council members and staff. Larry Flaman asked about weeds on the bulkhead. Bruce Wolfred explained that roto tilling would just create more mud. 2 3 VII. New Business FRDAP Projects Exercise Trai-Councilwoman Evans motioned to accept the bid from DO ALL Concrete for the exercise trail and Councilwoman Cooney 2nd the motion. Councilman Swanson asked about the turnaround time for funds. Unanimous Vote Kayak Launch- A discussion was had on the different kayak launches. Town Clerk Andrea showed the Mobi Mat videos and photos. Councilwoman Evans motioned to accept the quote for the Mobi Mat for $1737. Councilwoman Mead 2nd the motion. Council voted unanimously. Trash Receptacles -Councilwoman Evans motioned to purchase 6 trash receptacles for Middleton Beach project to be paid from the Better Place Funds, as budgeted. Councilwoman Cooney 2nd the motion. Unanimously approved. Garden Building Repairs- Bruce Wolfred explained the repairs needed for the electric pole. Councilman Swanson asked about if it was the neighbor's tree do we have any recourse. Councilman Swanson asked about the cost of repairs. IWorq Invoice-Bruce Wolfred explained what the lworq's program does for Public Works. This program is used to capture the cost of labor, parts, tree work for the sign. Councilwoman Evans- motioned to pay the Iworq's invoice of $3,000 and Councilwoman Mead - 2nd the motion. Motion passes unanimously. Discussion of Matters not on the agenda- Councilwoman Evans spoke to everyone about the Chain of Command. She spoke that if you need something please go to the Mayor or the Town Clerk. We need to be mindful of the Public Works Time. Call, Send an email. Councilman Swanson asked about the having a sign for the swimming area and alligators. He explained an experience he witnessed with a tourist and an alligator. Town Attorney explained that our duty is to limit risk. Other Towns have put up signs at known areas of problems. Town Attorney's Report: Don Holmes stated he has Leo working diligently on the smoking ordinance. 3 Public Comments- Bud Eckels- spoke about the mayors' actions and spoke about what happened at the CATF meeting. Bud Eckels asked The Clerk about a form that was handed out at the for the meeting. Bud stated that he was going to quit volunteering for the Town. But he was not offended by the Town he was by the mayor. Larry Flaman- spoke about the CATF and the Mayor's response to him during the meeting Larry Flaman is asking the mayor for an apology. Roll Call Present: Mayor Anthony Cuevas Councilman Swanson Councilwoman Linkswiler- absent Councilwoman Evans Councilwoman Mead Councilwoman Kuleski Councilwoman Cooney Also Present: Town Clerk Andrea Almeida Public Works Superintendent Bruce Wolfred Finance Officer Jennifer Paul Purpose of Workshop Mayor Cuevas welcomed everyone and explained the purpose of the workshop was to review and improve the Town's preparedness and response procedures in the event of a natural or man-made emergency. 1 Presentations & Discussion Bruce Wolfred reviewed his PowerPoint and explained the need to cover multiple types of emergencies. Bruce explained the process for the State of Florida and the ever-changing emergency management system. Bruce explained the process of having a chain of command and the reimbursement process. Bruce explained the Emergency Management Structure- Federal, State, Lead Agency. Bruce reviewed the five stages of an Emergency- Prevention, Mitigation, Preparedness, Response, Recovery. Bruce explained the town's response after an emergency. The first process is checking any facilities that is town owned for damage. Councilman Swanson asked about using Churches for an EOC building if need be. Bruce explained the process of making the decision of where the EOC will be set up. Bruce reviewed the 2025 Hurricane Forecast; he explained the impact predictions for this year. Bruce explained the required action for the SOP. ECO, Emergency Coordinating Officer, IO information officer, Emergency Phone number, Order of Succession, Mutual Aid, Develop SOP for each position. Bruce explained the two town officers are the starting point for all information. Bruce recommends working with the local municipalities to have a mutual aid agreement. Councilman Swanson asked about the FEMA being kicked down to the state level. Bruce explained his experience with FEMA. Bruce explained the different staging areas fori the town. Councilwoman Cooney asked about Equipment rescue. Mayor Tony spoke about how the incident command could have the staff placed in the emergency areas. Bruce reviewed the process for shelters and EOC buildings. Councilwoman Kuleski explained the school buildings in construction for shelters. Councilman Swanson asked about Bruce being deployed. Bruce explained the staff do not have the ability to handle this situation. Councilwoman Kuleski asked about the EOC and having someone in the building. Bruce explained the process of what someone in the seat at the EOC would be needed for to communicate with the Town Clerk. Larry Flaman asked about equipment and the laydown area for debris. Councilwoman Kuleski explained how the county steps in depending on the severity of the damage. Larry Flaman asked about the assistance from the county. Bruce explained that all requests go through county. Councilwoman Kuleski explained the Putnam alert system. Bruce explained the need for adjustments for the Emergency Procurement Threshold increase during an emergency. Bruce recommends that during a declared emergency to $5,000. For reasons such as renting equipment would be needed for a week. Bruce explained the need for on-call pay for the staff during the state of an emergency. The recommendation would be for $50 for a 24-hour period while on call. Bruce reviewed the 2 policy suggestions. It was explained how the process works and to change the policies. WHEREAS, the Town Council of the Town of Pomona Park recognizes the need to establish clear procedures for procurement and employee compensation during officially declared states of emergency; and WHEREAS, the Town wishes to ensure continuity of government operations, the safety of its residents, and the fair treatment and compensation of its employees under such emergency conditions; NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF POMONA PARK, FLORIDA: Section 1. Adoption of Policy The Town Council hereby adopts the following policy to be incorporated into the Town of Pomona Park Employee Manual: Emergency Procurement Threshold Increase During a declared state of emergency, the Town Clerk or designee, with approval from the Mayor or Mayor Pro Tem, is authorized to make emergency purchases of goods and services necessary to protect life, property, and ensure continuity of government. The procurement threshold for requiring formal quotes or bids shall be temporarily increased to $5,000 per vendor or project. aa AlL emergency purchases shall be documented and submitted to the Town Council for ratification at the next regular or special meeting. On-Call Pay Authorization Employees required to be on-call during a declared emergency shall receive an additional $50 per 24-hour period while on-call but not actively working. Employees must be designated as on-call in writing by the Town Clerk or Mayor in advance or retroactively acknowledged if assigned during emergent conditions. Overtime Compensation Employees required to work in excess of 40 hours per week during the emergency period shall be paid at 1.5 times their regular rate of pay for all overtime hours worked. Duration and Oversight This policy remains in effect only during the officially declared state of emergency and shall automatically terminate upon its expiration unless extended by a vote of the Town Council. The Town Clerk shall maintain all financial and personnel records related to emergency procurement and compensation and provide a full report to the Town Council following the event. Section 2. Severability If any section, subsection, sentence, clause, or phrase of this resolution is held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions. a3 Section 3.
