CITY OF PARKER SPECIAL MEETING WORKSHOP MINUTES HELD AT. 1001 W. PARK. ST, MAY8, 2025 - 5:30 PM Mayor Andrew Kelly called the meeting to order. The following were present: Mayor, Andrew Kelly, Councilmembers Tonya Barrow, Katy Bodiford, City Clerk Ingrid Bundy, Public Works Director Tony Summerlin, and City Attorney Tim Sloan. AGENDA Impact Fees Public Works Director, Tony Summerlin, presented the details regarding the Impact Fees and the study conducted by the Florida Rural Water Association. His proposal to the council is to increase the water impact fee from $500 to $1,000 and to increase the sewer impact fee from $1,400 to $2,000; resulting in an overall increase of $1,100 applicable to new construction for impact fees. Once approved, changes cannot be made until after four (4) years. Mr. Summerlin shared the comparison of current impact rates ofr neighboring cities. Mr. Sloan confirmed the proposed rates are below what is being recommended by the Florida Rural Water Association. Mr. Garrett Anderson, of Anderson Construction, shared his appreciation for the workshop and expressed his opinion that the proposed rates by Mr. Summerlin are reasonable, appropriate, and competitive. Ms. Melissa Strange, with CPA of Realtors, asked for clarification on capacity and expressed appreciation for the reasonable proposed rates.
