RIVERSIDE COUNTY DEPARTMENT OF ANIMAL SERVICES INTRODUCTION OF "PET OF THE MONTH" "Bubba" a 6 year-old male Pit Bull mix who has been at the shelter for over 30 days was introduced to the Council. Anyone interested in giving Bubba a home is encouraged to contact the City's Animal Control Services Department at htps/wwwredas.org Page - 1 B. MUNICIPAL CLERK WEEK PROCLAMATION Mayor Brian Berkson and City Council proclaimed the week of May 4 th through May 10th, 2025 as the 56th Annual Municipal Clerks Week in the City of Jurupa Valley. Evelyne Ssenkoloto, Interim City Clerk accepted the proclamation. C. PUBLIC WORKS WEEK PROCLAMATION Mayor Brian Berkson and City Council proclaimed the week of May 18th through May 24th 2025 as Public Works Week in the City ofJurupa Valley. David French, Deputy Director of Public Works accepted the proclamation. 6. PUBLIC APPEARANCE/CE/COMMENTS Melisa Flores, California State University, San Bernardino student spoke on water safety and advocating for stronger local action around AB1313 to address commercial stormwater pollution. Irene Rodriguez thanked Council Member Armando Carmona for being proactive in the community more especially regarding his quick response to the recent downed power/cable lines in the streets. Laura Shultz, announced upcoming events in the community: Escaramuza Caballo de Palo Recreation Class to be held May 3, 2025 through May 17, 2025; Hoof, Paws, Claws & Community to be held on Saturday, May 17, 2025 from 1:00 p.m. to 5:00 p.m. 7. INTRODUCTIONS, ACKNOWLEDGEMENTS, COUNCIL COMMENTS AND ANNOUNCEMENTS Council Member Armando Carmona commended Public Works Department, Code Enforcement Manager Irwin Salas and Code Enforcement Supervisor Ryan Batista on an excellent job responding to illegal dumping and encampments in the community. He announced the upcoming first Saturday ofthe month community-clean up event to be held on Saturday, May 3, 2025 from 7:00 a.m. to 10:00 a.m. The City of. Jurupa Valley works closely with the Riverside County Regional Park and Open Space District on the community clean-up efforts. Mayor Pro Tem Chris Barajas announced the upcoming Jurupa Valley Pro Rodeo to be held on June 6th and June 7th, 2025. Mayor Brian Berkson thanked the City of Jurupa Valley Chamber of Commerce for hosting the 13th Annual Mayor's Prayer Breakfast in observance of the National Day of Prayer. Page - 2 8. CITY MANAGER'S UPDATE City Manager Rod Butler announced the upcoming events: 2nd Annual Public Works Open House to be held on Saturday, May 10, 2025 from 9 a.m. to 1 p.m. at Jurupa Valley Operations Center; Code Enforcement Community Meeting for District 4 on Wednesday, May 21, 2025 from 6 p.m. to 7 p.m. at Jurupa Valley Operations Center; The City's Community Development Department to launch the new Home Recognition Award Program, celebrating homeowners who go above and beyond to beautify and maintain their properties (nominations are being accepted through May 31, 2025). 9. Adopt and approve the attached Resolution No. 2025-44 to establish a policy which delegates settlement authority of tort liability claims, $10,000 to PERMA and $50,000 to the City Manager, or designee. 2. Authorize the City Manager, or designee, to execute the Department ofJustice documents including the ability to make minor non-substantive changes, if applicable. Discussion ensued regarding delegated authority to PERMA, justification for the increase from $25,000 to $50,000 for City Manager's authority; claims settlement amount in the last one year; retention and liability numbers; and pending settlements. Council Member Carmona requested the following: 1. Settlement authority of tort liability claims for the City Manager to be increased to $35,000 and not $50,000 as stated in the staff report and resolution. 2. Requested a quarterly litigation/claims report that outlines the status of each claim. APPROVAL OF A RESOLUTION TO ESTABLISH ACCESS TO STATE FEDERAL AND LOCAL CRIMINAL HISTORY INFORMATION FOR EMPLOYMENT, LICENSING OR CERTIFICATION 1. Adopt and approve the attached Resolution No.2025-45 to request access to summary criminal history information (resulting from live scan fingerprints) for employment including volunteers and contracted employees from the Department of. Justice. 2. Authorize the City Manager, or designee, to execute the Department of Justice documents including the ability to make minor non-substantive changes, if applicable. Ms. Ward gave an overview of the Pedley Town Center Plan which included the following: purpose, vision and set ofrecommendations and strategies for public and private investment; process and community engagement; General Amendment process to adopt the plan as an "Area Plan"; Pedley Town Center goals, priorities and vision statement; public realm and focus area opportunities and strategies; plan organization; and Environmental Review and Planning Commission recommendation. Mayor Brian Berkson opened the public hearing. Kristy Crawford-Estrada requested clarification on future plans for the field along Limonite. Staff provided additional information and responded to Ms. Estrada's questions. There being no further comments, the public hearing was closed, Further discussion followed. Council Member Armando Carmona requested a number of modifications on the Pedley Town Center Plan. By consensus the City Council agreed to the following: 1. City Council to provide a list of requested modifitcations/concems to staff to make changes; 2. Keep the public hearing closed, and staff to bring the item back to city council - (meeting date undefined); and 3. Per legal counsel, with the meeting date uncertain, the hearing will have to be re- noticed. Following discussion, a motion was made by Mayor Pro Tem Chris Barajas, seconded by Mayor Brian Berkson to continue Public Hearing Item B off calendar with a date uncertain; staff to redesign and bring the item back to city council with recommendations requested by Council Member Armando Carmona and any other council member; and the public hearing to be re- noticed. COUNCIL MEMBER REQUESTS FOR FUTURE AGENDA ITEMS Request from Mayor Berkson to Schedule a Future Discussion of Whether the City Should Provide a Proposal Regarding the Long-Term Financial and Operational Sustainability ofthe Jurupa Mountains Discovery Center (JMDC). Mayor Berkson presented the report. Herequested a consensus from City Council to direct staff to analyze and present to council a plan for the city to take over Jurupa Mountains Discovery Center (JMDC). For the record, one written communication was received from Pam Waller in opposition. There were no oral public comments. Street takeovers are illegal gatherings where individuals illegally occupy a street, often for the purpose of driving recklessly, engaging in stunts, or racing. 16. CITY ATTORNEY'S REPORT City Attorney Maricela Marroquin had no report. 17. COUNCIL MIEMBER REPORTS AND COMMENTS Page - 13 Council Member Guillermo Silva wished all mothers a Happy Mother's Day. Mayor Pro Tem Chris Barajas wished all mothers a Happy Mother's Day. Council Member Armando Carmona wished his wife and all mothers a Happy Mother's Day. He: reminded the community ofthe upcoming first Saturday ofthe month community- clean up event to be held on Saturday, May 3, 2025 from 7:00 a.m. to 10:00 a.m. The City of. Jurupa Valley works closely with the Riverside County Regional Park and Open Space District on the community clean-up efforts. Mayor Brian Berkson reminded the community that the last two performances of"Frozen: The Musical" will be on Friday, May 2, 2025 and Saturday, May 3, 2025 at 6:00 p.m. at Patriot High School. 18.
