PRESENTATIONS 1.1 Proclaim April 24, 2025, as "Yom HaShoah - Holocaust Remembrance Day" This item was agendized at the request of Councimember Liu, who requested to recognize Yom HaShoah, or Holocaust Remembrance Day, acknowledge those who suffered, and reflect on lessons learned. Councilmember Liu introduced Jerry saak-Shapiro, Senior Director of the Rose Project within the Jewish Federation of Orange County, who provided a brief history regarding the commemoration, and introduced the following individuals for additional historical background: Zorica, Holocaust survivor Shelli Mire, granddaughter of United States Army member who participated in the liberation of the camps Rabbi Reuven Mintz, Chabad Center for Jewish Life and Orange County Holocaust Education Center Julie Marzouk, Irvine resident and Jewish Federation of Orange County Board Member The following individuals spoke in support of the proclamation: Sandi L. Jason Garshfield, Irvine resident Amir Kahana, Jewish Federation of Orange County Board Chair Cherol Katz, on behalf of herself and her mother, Piri Katz Eric Neshanian, Irvine resident, spoke in opposition to the use of the Holocaust for political purposes, non-issued proclamations, previous Israeli collaboration with Turkey and Azerbaijan, the Anti-Defamation League, and perceived inconsistent treatment of different community groups. Prior to considering additional public comments, Councimember Treseder requested an opportunity to respond to comments made by Mr. Neshanian. ACTION: Moved by Councimember Treseder, seconded by Councilmember Liu, to allow Councilmember Treseder to respond to public comments made by a member of the public. Jeff Melching, City Attorney, opined on a Councilmember's ability to respond briefly to public comments and its applicability to the Brown Act. Prepared by the City Clerk's Office 2 City Council Minutes April 22, 2025 Following discussion, Councilmember Liu withdrew her second to Councimember Treseder's motion, and therefore, the motion failed for lack of second. Piri Katz presented a video describing her experience as a Holocaust survivor. Following public comments, Councimember Liu introduced Sophie Nadel, who read the proclamation into the record, following which Councimember Liu presented the proclamation recognizing April 24, 2025, as "Yom HaShoah - Holocaust Remembrance Day." City Council discussion included: noting opposition to hate and antisemitism; discussed Brown Act provisions pertaining to responding to public commenters; and noted certain personal connections to the Holocaust. ACTION: Moved by Councilmember Liu, seconded by Mayor Agran, and unanimously carried to proclaim April 24, 2025, as "Yom HaShoah - Holocaust Remembrance Day. 93 1.2 Proclaim May 11-17, 2025, as "National Police Week" Mayor Agran introduced Michael Kent, Director of Public Safety/Chief of Police, along with members of the Irvine Police Honor Guard, and presented a proclamation recognizing May 11-17, 2025, as National Police Week.' ACTION: Moved by Mayor Agran, seconded by Councilmember Liu, and unanimously carried to proclaim May 11-17, 2025, as "National Police Week." PUBLIC COMMENTS - NON-AGENDIZED ITEMS Darren Parker, on behalf of the Irvine Dog Park Association, spoke in support of reinstating the dog park as part of the Oak Creek Community Park Improvement Project or redirecting funds appropriated for the previously proposed dog park to make improvements to the existing dog park at an accelerated rate. Christina Shea, Irvine resident, introduced Kristin Manna, Development Director for the Arts & Learning Conservatory, and provided a brief overview of the conservatory; and invited members of the City Council to an upcoming tour of its theater. Prepared by the City Clerk' S Office 3 City Council Minutes April 22. 2025 Susan Sayre, Irvine resident, inquired about the inclusion of public transportation within the City's current infrastructure and possible partial funding through development infrastructure fees, contribution requirements for businesses, use of development fees and developer traffic remedial fees for development and maintenance costs, and free park-and-ride lots on Irvine CONNECT routes. Duy Viet Le noted the upcoming 50th anniversary of the end of the Vietnam War and spoke in opposition to the deportation of Vietnamese Americans. Jason Garshfield, Irvine resident, spoke in support of recognizing the Armenian Genocide, eliminating Zoom for public comments, and enhancing communication from Irvine Company regarding repairs in his community; and spoke in opposition to Israeli policy toward Azerbaijan, as well as Armenian weapons deals and military exercises with the Iranian regime. Crit, on behalf of the Irvine Dog Park Association, spoke in support of development of a City-wide dog park master plan. Carol spoke in support of "Yom Hashoah - Holocaust Remembrance Day," spoke in opposition to the City Attorney's interpretation of the Brown Act related to responses to public commenters, and noted Brown Act violation findings by the League of Women Voters. Alan Meyerson, Irvine resident, spoke in support of the City Attorney's interpretation of the Brown Act related to responses to public commenters, the City's withdrawal from the Orange County Power Authority, and "Yom Hashoah = Holocaust Remembrance Day." Leila Yu, member and leader advocate for Kids for Court Appointed Special Advocates (CASA), invited the Mayor and City Council to participate in the gth Annual Kids for CASA Pinwheel Project on May 31 at Newport Beach's Fashion Island. Anna Zeng, Irvine resident, spoke in support of dog parks and enhancing community outreach. Dee Fox, Irvine resident, spoke in opposition to diversity, equity, and inclusion. Eric Neshanian, Irvine resident, noted interactions with a previous public speaker and longstanding community ties, and spoke in support of continued utilization of Zoom for public comments due to facilitation of Americans with Disabilities Act compliance. CITY MANAGERS REPORT City Manager Chi congratulated Maria Ferris, Deputy City Clerk, for attaining the Certified Municipal Clerk designation through the International Institute of Municipal Clerks. Prepared by the City Clerk's Office 4 City Council Minutes April 22, 2025 ANNOUNCEMENTS/COMMITTEE REPORTSICOUNCIL REPORTS Councilmember Liu Councilmembers Liu and Go visited the Irvine Ranch Water District (IRWD) and learned about the vital role that IRWD plays throughout Southern California. The Kids Art Contest, in partnership with South Coast Chinese Cultural Association and Pretend City Children's Museum, remains open for submissions through April 30. The selected artwork will be displayed in Councimember Liu's office. As the City's representative to the Orange County Housing Finance Trust, Councimember Liu visited a new 65-unit affordable senior housing community in Lake Forest. In addition, affordable apartment homes will be available at the Cartwright Family Apartments located at 17861 Cartwright Road in the Irvine Business Complex, which will offer 60 units with anticipated availability beginning in June 2025. Councimember Liu and her staff visited Families Forward and learned about the impact of affordable housing on individuals experiencing homelessness. During the month of March, the Orange County Fire Authority (OCFA) responded to 1,615 incidents, which included 1,010 rescue and EMS calls, 108 service calls, 104 false alarms, and 91 traffic incidents. As the City's representative to the Orange County Sanitation District, Councilmember Liu has participated in strategic planning policy workshops and gained understanding of policy objectives, goals, and implementation strategies. Councilmember Liu's office will host a Wildfire Prevention Plan event with OCFA on May 19 from 6 to 8 p.m. at OCFA neadquarters. Participating organizations include OCFA, Irvine Police Department, Irvine Ranch Conservancy, and Southern California Edison. The Irvine Junior Games will take place on Sunday, May 4, from 9 a.m. to 6 p.m. and is open to Irvine Unified School District students in grades 4-8. The event serves as a key fundraiser for the Irvine Children's Fund. Prepared by the City Clerk's Office 5 City Council Minutes April 22, 2025 Councilmember Go At a recent meeting of the Orange County Power Authority's Board of Directors, the Solar Rebate and Electric Vehicle (EV) Charger Rebate Program was unanimously approved, which will provide a $1,000 rebate for solar panels and/or battery storage systems. The program will also provide a not to exceed $1,000 rebate for residential Level 2 EV chargers on the OCPA Market Place, resulting in no-cost after rebate. Members of the public are invited to attend the State of the Great Park at Great Park Live on May 6 to explore the past, present, and future of the Great Park. Mayor Agran The second annual Ciclolrvine will take place on Saturday, May 3, from 11 a.m. to 4 p.m., and members of the public are invited to walk, bike, and roll along a 1.4- mile car-free stretch of Campus Drive between University Drive and Culver Drive. Youssef Kaddeche and James, Irvine residents, spoke in support of 20- minute bus frequencies and additional spending beyond Proposition 116 funding. John Brock, Irvine resident, spoke in support of City Council funding to successfully expand Irvine Connect. Jeremy Ficarola, Irvine resident, spoke in support of enhancing Irvine CONNECT service within Council District 2 and in the Great Park. Harvey Liss, Irvine resident, inquired about the criteria for selecting each section of the proposed Irvine CONNECT routes. City Council discussion included: inquiring about interconnections between the Anteater Express with the proposed amboree/Universiy of California, Irvine route; questioned ridership levels and potential ways to increase ridership; discussed anticipated costs at program build-out; inquired about previous and future public outreach efforts; suggested exploration of other municipalities transit systems while simultaneously assessing summer ridership; noted groups that would benefit from the proposed program expansion; suggested the exploration of additional funding sources; recommended aligning routes with existing commuter traffic patterns; discussed potential Orange County Transportation Authority funding programs; questioned the completion of a budgetary analysis related to proposed routes; inquired about 20-minute bus frequencies and their applicability to different routes; suggested ample notice public notice related to the discontinuance of Irvine Shuttle routes; Prepared by the City Clerk's Office 11 City Council Minutes April 22, 2025 and questioned the acceleration of the timetable for the proposed route in Council District 2. ACTION: Moved by Mayor Agran, seconded by Counçimember Treseder, to: 1) Continue the IrvineCONNECT Yale-Barranca route through Fiscal Year 2024-25 and expand it north to run along Portola starting in July 2025 (Expanded Yale-Barranca Route). 2) Direct that staff assess and develop a budgetary plan to facilitate the addition of two new IrvineCONNECT routes, to include a Jamboree-UCI Route and a Barranca Link Route that would connect the Expanded Yale-Barranca Route with the Jamboree-UCI Route, for implementation in Fiscal Year 2025- 26. 3) Direct the establishment of a Capital Improvement Project for construction of an additional 25 IrvineCONNECT bus stops and execute a contract with the bus operator for the expanded and new routes. 4) Discontinue the three iShuttle Routes by June 30, 2025; transfer iShuttle vehicles and Proposition 116 funding (116 funds) to use on IrvineCONNECT service. 5) Direct that over the course of the next year, staff assess the viability of instituting a fourth vineCONNECT route to link the Great Park area with the proposed expanded IrvineCONNECT system, including the viability of bonding against the City's existing 116 Transit Funding source. ACTION: A friendly amendment was made by Vice Mayor Mai, accepted by Mayor Agran as the maker and Councimember Treseder as the seconder, to: 1) Continue the IrvineCONNECT Yale-Barranca route through Fiscal Year 2024-25 and expand it north to run along Portola starting in July 2025 (Expanded Yale-Barranca Route). 2) Direct that staff assess and develop a budgetary plan to facilitate the addition of two new IrvineCONNECT routes, to include a Jamboree-UCI Route and a Barranca Link Route that would connect the Expanded Yale-Barranca Route with the Jamboree-UCI Route, for implementation in Fiscal Year 2025- 26; and develop a survey for Irvine residents to assess their interest in riding vineCONNECT shuttles, if available, on the proposed routes.
