CLOVIS CITY COUNCIL MEETING May 12, 2025 6:00 P.M. Council Chamber Meeting called to order by Mayor Mouanoutoua at 6:01 Flag Salute led by the Youth Commission Roll Call: Present: Councimembers Ashbeck, Basgall, Bessinger, Mayor Pro Tem Pearce Mayor Mouanoutoua PRESENTATION - 6:02 6:02 - ITEM 1 - Presentation of Proclamation Recognizing the Lifesaving Efforts of Jeremy Brand!. 6:02 - ITEM 2 - Presentation of Proclamation recognizing the live saving off-duty efforts of Captain Brian Torosian. PUBLIC COMMENTS = 6:16 Dr. Jeni-Ann Kren, resident, responded to comments made at the last meeting regarding the local cemetery and the recognition of Hmong veterans, and clarified aspects of the Hmong Recognition Act legislation. Steven Trevino, resident, spoke regarding Letterman's Dog Park, noting that the tower there is currently blank and suggesting it would be nice to have something displayed on it. Rosie Watkins, resident, expressed concern about a slimy gutter and asked the City to take action to address the issue. Cristofer Dean Thrailkill Commander of VFW Post 3225 presented a certificate of appreciation to the City of Clovis Council. CONSENT CALENDAR = 6:34 Steven Trevino, resident, spoke on Consent Calendar Item 10, recalling a past meeting with Peg Bos and expressing that she was an iconic figure who clearly loved the city. Motion by Councilmember Ashbeck, seconded by Councilmember Bessinger that the items on the Consent Calendar be approved, including the waiver of the reading of the ordinance. Motion carried by unanimous vote. 3. Administration - Approval - Minutes from the May 5, 2025, Special Closed Session Meeting, and Minutes from the May 5, 2025, Regular Council Meeting. 4. Administration - Adopt - Ord. 25-07, Adding Chapter 4.4.1 to Title 4 of the Clovis Municipal Code Pertaining to adopting the Designation of Fire Hazard Severity Zones and Reflected in the FHSZ Map. Administration - Approval - Rescind the award to Ingram Technologies, LLC, and award the Request for Proposals and approve the purchase of thirty (30) Mobile Data Computers to LEHR Upfitters, LLC, in the amount of $175,106.45. 6. Finance = Receive and File = Investment Report for the Month of November 2024. 7. Finance - Receive and File = Treasurer's Report for the Month of November 2024. 8. General Services = Approval = Res. 25-45, Approval of a Memorandum of Understanding between the City of Clovis and the Clovis Professional and Technical Employees Association. 9. General Services = Approval - Res. 25-46, Approval of a Memorandum of Understanding between the City of Clovis and the Clovis Employees Association. 10. Planning and Development Services - Approval - Bid Award for CIP 25-03 Peg Bos Plaza to Dave Christian Construction Co., Inc., in the amount of $129,715.50; and Authorize the City Manager to execute the contract on behalf of the City. 11. Steven Trevino, resident, shared his frustration with costly state-mandated truck upgrades and inconvenient emissions systems required by California air pollution regulations. Brian Wilson, resident, questioned the fairness of lowering development fees. Darren Rose with the Building Industry Association expressed support for the reduction in development impact fees. Motion by Councilmember Ashbeck, seconded by Councilmember Basgall, to approve the updated (reduced) Water Major Facilities Development Impact Fee schedule, include a description of the fees for county adoption, explore the possibility of refunds, and add language to the resolution reflecting feedback from the development community and fee fluctuations over time. Motion carried by unanimous vote. PUBLIC HEARINGS - 7:48 7:48 ITEM 15 - Consider Actions related to Annexation of Territory (Annexation #75, MFRDR 2023-1 - Northeast Corner Allvial/Sunnyside, SPR 2021-001 - Northeast Corner Shaw/DeWolf) to the City of Clovis Community Facilities District No. 2004-1 (Police and Fire Services). Councilmember Bessinger recused himself from the item due to a potential conflict of interest, as he owns real property within 1,000 feet of the project site. Mayor Mouanoutoua opened the public hearing and invited additional protests from the audience. No additional protests were submitted. Susan Patterson, a resident, inquired about how the annexation would impact the use of the property. The public hearing was closed. 7:48 ITEM 15a - Consider Approval - Res. 25-48, A Resolution annexing territory (Annexation #75) (MFRDR 2023-1 - Northeast Corner Allvial/Sunnyside, SPR 2021-001 - Northeast Corner Shaw/DeWolf) to the City of Clovis Community Facilities District No. 2004-1 (Police and Fire Services) and calling a special landowner election to annex territory (Annexation #75) to City of Clovis Community Facilities District No. 2004-1 (Police and Fire Services). Motion for approval by Councilmember Ashbeck, seconded by Mayor Pro Tem Pearce Motion carried by 4-0-1 with Councilmember Bessinger recused. 7:48 ITEM 15b - Consider Approval - Res. 25-49, A Resolution of the City of Clovis declaring the results of a special landowner election and directing recording of the Notice of Special Tax Lien for City of Clovis Community Facilities District No. 2004-1 (Police and Fire Services). City Clerk Parra announced the results of the property owner vote for Annexation 75, stating that there were two affirmative ballots representing a total of four votes, indicating it passed.
