REQUEST FO RELEASE OF FUNDS On or about June 17, 2025 the Hollidaysburg Borough will authorize the Blair Regional YMCA to submit a request to the HUD Office of Community, Planning & Development for the release of Community Project Funding funds under Public Law 117-103 of the Consolidated Appropriations Act, 2022 to undertake a project known as Blair Regional YMCA Early Learning Center Building Addition for the purpose of relocating the current early learning center to a new location, with a grant amount of $2,000,000.00 at 1111 Hewit Street, Hollidaysburg, PA 16648. The new construction and renovation to an existing portion of the current Y facility would house ten childcare classrooms to provide childcare for infants to young school age children. In addition, the scope of the project will include a ymnasummutpurpose activity room, conference rooms, administrative offices, commercial kitchen, storage, outdoor play area, bathroom facilities and increased security features. Approximately 9000 SF of existing building will be renovated and incorporated into the proposed addition. The new construction additions will be constructed of steel frame with masonry and/or steel stud backup with a combination of brick masonry, metal panels with glass and aluminum windows and entrance systems. The roof system will be a low-pitch single-ply membrane system. Interior finishes will include painted masonry and gypsum walls, resilient tile and carpeted flooring, suspended acoustical tile ceilings, wood interior doors with hollow metal frames and plastic laminate cabinetry. The building perimeter entrance and egress points will be monitored by door access control system. Mechanical, electrical and plumbing systems, including fire suppression will be incorporated to support the design. www.hulkeyphump.on: Page I 2 FINDING OF NO SIGNIFICANT IMPACT The Hollidaysburg Borough has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Hollidaysburg Borough and the Blair Regional YMCA and may be examined or copied weekdays 8 A.M to 4 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments as to the ERR to the Hollidaysburg Borough. All comments received by June 16, 2025, will be considered by the Hollidaysburg Borough prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Hollidaysburg Borough certifies to HUD that Ethan Imhoff in his capacity as Borough Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilties under NEPA and related laws and authorities and allows the Blair Regional YMCA to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Hollidaysburg Borough's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on of the following bases: (a) the certification was not executed by the Certifying Officer of the Hollidaysburg Borough; (b) the Hollidaysburg Borough has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at William S. Moorhead Federal Building, 1000 Liberty Avenue - 10th Floor, Suite 1000, Pittsburgh, PA 15222-4004 and sent to PGHCPDObjections@hud.gov.
