Meeting of the Fulton County Commissioners Tuesday, November 21, 2017 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and Commissioner Lynch Absent: Commissioner McCray The Commissioners opened their meeting with prayer and recited the Pledge of Allegiance to the Flag. Motion by Commissioner Ulsh to approve the minutes of the Tuesday, November 14, 2017 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payable dated November 17, 2017 in the amount of $146,658.56. All in favor. All in favor. The Commissioners met with Anthony D'Anna regarding the Pike Trail. The Commissioners met with Susan Cubbage from the Food Basket and Brad Seville, Director of Building and Grounds regarding issues with a door at the Food Basket. The Commissioners agreed the purchasing of a new door. The Commissioners met with Brad Seville, Director of Building & Grounds regarding other Building and Grounds matters. Motion by Commissioner Ulsh to accept the preliminary proposed 2018 Budget. The Commissioners will Adopt the 2018 Formal Budget at their December 19th Meeting. All in favor. Motion by Commissioner Lynch to honor the appointment of Holly R. Falkosky, a registered Democrat to fill the vacancy created by the resignation of Ellen R Wager as Fulton County Auditor term will be until the first Monday in January 2020. All in favor. Motion by Commissioner Lynch to appoint the following individuals to the Fulton County Agricultural Land Preservation Board for the following term: All in favor. Seville Member-at-Large Position) term expires 12/31/2019 Motion by Commissioner Ulsh to appoint the following individuals to the Fulton County Agricultural Land Preservation Board for the following term: All in favor. Lonnie Palmer (farmer position) term expires 12/31/2020 Mark Knepper (farmer position) term expires 12/31/2020 Tom Nesbitt (farmer position) term expires 12/31/2020 Ellis Yingling Member-at-large) term expires 12/31/2020 Motion by Commissioner Lynch to authorize execution of the contract Between the County of Fulton and Elect Technology Management for the time period of. January 1, 2018 through December 31, 2018 for IT Staffing and Support. All in favor. The Commissioners attended the Safety Committee Meeting. Motion by Commissioner Lynch to approve the hiring of Sandy Novak and Kathleen Reimold as Court Tipstaff. All in favor. The Commissioner attended a Salary Board Meeting. Motion by Commissioner Lynch to endorse the Certification Statement for the Fulton County Children & Youth Social Service Programs. All in favor. Motion by Commissioner Ulsh to approve the 2017 Liquid Fuels Application for County Aid from Dublin Township in the amount of $2,159.49. All in favor. Motion by Commissioner Ulsh to execute the 2017 9-1-1 Statewide Interconnectivity Grant Agreement between the County of Fulton and the Commonwealth of emnyvanb-Pemnyvans Emergency Management Agency 9-1- 1 Fund in the amount of $429,338.01. The Funding is to be used towards the SCM/R13 Regional ALI, SCM/R13 Fiber, SCM MW ESinet Monitoring and Southern Alleghenies Cooperative Recorder projects. All in favor.
