Meeting oft the Fulton County Commissioners - Tuesday, September 7, 2021 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: None Commissioner Ulsh opened the meeting with a silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the minutes of the August 31, 2021 meeting. All in favor. Motion by Commissioner Bunch to approve the accounts payable dated September 3, 2021 in the amount of $29,063.49. All in favor. All in favor. Motion by Commissioner Bunch to approve the remaining ARC Contribution for 2021 in the amount of $161,548. All in favor. The Commissioners met with a group of representatives from Franklin Fulton MH/IDD/EI as well as Franklin Fulton Drug & Alcohol for the purpose of Suicide Prevention Month and Recovery Month. Those attending were. Julia Dovey, Fulton County Family Partnership; Cori Seilhamer, Franklin Fulton Mental Health; James Eagler, Franklin Fulton Drug & Alcohol; Erin Nye, Franklin Fulton MH/IDD/EI; and Gen Harper, TMCA, Motion by Commissioner Shives to endorse a Proclamation recognizing September 2021 as National Recovery Month. All in favor. Motion by Commissioner Bunch to endorse a Proclamation recognizing September 2021 as Suicide Prevention Month. All in favor. Motion by Commissioner Ulsh to call the Tax Assessment Appeal Board to Order at 9:30 a.m. All in favor. Those in attendance were: Solicitor Stein, Commissioner Ulsh, Commissioner Bunch, Commissioner Shives and Chief Assessor, Michelle Sowers. The annual Assessment Appeals hearings will be held on Tuesday, October 5, 2021 from: 9:00-10:00 a.m. Motion by Commissioner Shives to dismiss the Tax Assessment Appeal Board Meeting at 9:50 a.m. All in favor, Please note that Chief Assessor: Sowers maintains the minutes for the Tax Assessment Board. The Commissioners met with MDJ Horne regarding maintenance at the recently purchased building in Ft. Littleton. MDJ Horne also wanted to express thanks and appreciation to the Board for all their efforts with employee incentives over this past year as well as the purchase of his office building. The commissioners met with Tyler Drombroski, SEDA COG regarding CDBG Matters via conference call. The Commissioners met with Patti Hess, Director of Elections and Eldon Martin, IT Director regarding follow up to the recent Election Machine Demos. Motion by Commissioner Ulsh to lease Hart Voting Equipment fori the General 2021 Election with option to buy in. January 2022 fora approximately $169,032; pending Solicitor Stein approval of contract. All in favor. The Commissioners also discussed the following CDBG Matters: Motion by Commissioner Shives to endorse the Agreement for Professional Engineering Services for Fulton County CDBG Activities during 2021-2023 between Fulton County and CES Engineering, LLC. All in favor. After Consultation with DCED, Al Motion was made by Commissioner Ulsh to retract the motion made at last week's meeting to award a secondary CDBG Engineering Services Contract to Gwin Dobson and Foreman; DCED does not recommend awarding to multiple firms. All in favor. Motion by Commissioner Shives to increase Patti Hunsinger's hours to assist in the Commissioners' Office with Elections and Human resources on a temporary as need basis. All in favor.
