Motion by Commissioner Shives to approve the Tuesday, June 23, 2020 Meeting Minutes. All in favor. Motion by Commissioner Bunch to approve the payroll dated July 2, 2020 for $99,761.82. All in favor Motion by Commissioner Shives to approve the Accounts Payable dated June 29, 2020, for $166,757.60. All in favor. Motion by Commissioner Shives to approve and authorize Chair Ulsh and' Vice-Chair Bunch to sign the Federal Funding Accountability and Transparent Act Sub-recipient Data Sheet and the Delegation of Signing Authority forms for the FFY 2019 CDBG Entitlement contract. All in favor. Motion by Commissioner Bunch to approve the McConnell Park Lease Agreement between the County of Fulton and Nancy Cogan School of Dance for July 23, 25th and 26th for the purpose of a dance recital. All in favor. Motion by Commissioner Shives to approve the application for bronze memorial marker for a Deceased Service Person's Grave, Mr.. Joseph Dilorio, for $75. All in favor. Motion by Commissioner Shives to approve the Purchase of Service Agreement between the Fulton County Commissioners, Children and Youth and Appalachian Youth Services effective July 1, 2020-June 30, 2021. All in favor. Motion by Commissioner Bunch to approve the Purchase of Service Agreement between the Fulton County Commissioners, Children and Youth and Professional Family Care Services effective July 1, 2020-June 30, 2021. All in favor. Motion by Commissioner Shives to approve the Purchase of Service Agreements between the Fulton County Commissioners, Children and Youth and Taylor Diversion Programs effective July 1, 2019-June 30, 2020 and July 1, 2020 June 30, 2021. All in favor. Motion by Commissioner Bunch to approve the Purchase of Service Agreement between the Fulton County Commissioners, Children and Youth and Merakey Pennsylvania effective July 1, 2020-June 30, 2021. All in favor. Motion by Commissioner Bunch to approve the Purchase of Service Agreements between the Fulton County Commissioners and Valley Youth House effective July 1, 2019- June 30, 2020 and July 1, 2020-June 30, 2021. All in favor. The Commissioners met with Dan Miller, Chief Probation Officer, regarding hail damage to vehicles at the county Probation office during a recent hailstorm to update them on repairs and probation matters. The Commissioners met with external auditors Cory Johnson, Dan Sefick of Zelenkofske Axelrod, LLC, and Stephanie Stohon, Michael Lamb of Wessel and Co. to go over the draft copy ofi the County FY2019 Single External Audit. The auditors commended the Commissioners on the strong financial position of the county and there were no findings. Also in attendance for the meeting were Lisa Beatty, Fiscal Administrator and County Auditors Penny Kipp and Margaret Kobel. Michael Lamb, Wessel & Co., updated the Commissioners on the CARES Act County Relief Grant appliƧation and the following actions needed to be completed to move forward: Motion by Commissioner Bunch to pass Resolution 7 of 2020 requesting the COVID-19 County Relief Block Grant of $1,312,188 from DCED and designate Stuart Ulsh, Chair Commissioner and Lisa McConahy, County Chief Clerk as the officials to execute all documents and agreements between the County of Fulton and DCED in obtaining the requested grant. All in favor. Motion by Commissioner Shives to approve and authorize Commissioner Ulsh to sign the DCED Covid-19 County Relief Block Grant program invoice for $1,312,188. All in favor. Motion by Commissioner Bunch to accept the engagement letter from Zelenkofske Axelrod to provide techniƧal assistance and advice in relation to the policies, procedures, accountability and monitoring of the expenditures of the CARES Act funding from 3/1/2020 to-12-30-2020 on an as needed basis.
